About this file

This is a Questions and Responses document for VA Project 635-21-139, Repair Parking Garage 1 Deficiencies, a construction solicitation (36C25926R0082) issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19. The document addresses six key inquiries from bidders regarding project specifications and requirements. Responses clarify that a Geotechnical Report prepared by Terracon is available as an attachment to Amendment 001 and should form the basis for helical pile design, with load testing required during construction to confirm soil conditions. The government confirmed that drawings were included in the original solicitation posting on SAM.gov and are available in the attachments section.

Regarding staffing requirements, the government clarified that Specification 01 35 26 1.7 mandates the Site Safety and Health Officer (SSHO) be a separate, dedicated individual from both the Site Superintendent and Quality Control Manager. The superintendent may serve as the QC Manager, but the SSHO and Superintendent must each be dedicated to this project alone, with the Site Superintendent role designated as a Prime contractor responsibility that cannot be delegated. The government confirmed Amendment 001 was posted prior to the original August 24, 2026 due date without changes to scope or Period of Performance, and in response to bidder requests for additional time to incorporate RFI responses into accurate pricing, the proposal due date was extended to September 4, 2026 at 11:30 AM CST, with a second site visit scheduled for August 25, 2026 at 9:00 AM CST and questions due by August 26, 2026 at 2:30 PM CST.

635-21-139 Repair Parking Garage 1 Deficiencies Questions and Responses

1. In the interest of level-setting the helical pile bids, would you consider establishing a bid depth for the piles? Per the Geotech report, the boring logs provided by Terracon should form the basis for any helical design. During construction the piles will be load tested to confirm the soil matches the assumed values. The Geotech report is attached to Amendment 001.

2. If there is a Geotechnical Report for this project, could you please share that information? Yes, the report is attached to Amendment 001.

3. How do we get a set of the drawings? The drawings were included in the solicitation posting as an attachment. Please reference the posting on SAM.gov and the “attachments” section.

4. KEY-PERSONNEL DUAL-HATTING: Spec 01 35 26 §1.7 requires the SSHO to be a separate qualified individual from the Superintendent and QC Manager. Please confirm acceptable staffing: (a) may the SSHO also serve as the Site Superintendent? (b) may the Site Superintendent also serve as the Quality Control Manager? (c) what combination of the Superintendent, QC Manager, and SSHO roles, if any, is acceptable for a project of this magnitude? (d) If there is a Geotechnical Report for this project, could you please share that information?

a. No, the SSHO cannot serve as Superintendent.

b. Yes, the superintendent can be the QC manager.

c. The superintendent can be the QC manager, but they cannot be SSHO. The SSHO and Superintendent must be dedicated to this project alone. The “Site Superintendent” will be the responsibility of the Prime contractor and cannot be further delegated.

d. See response to question #2.

5. AMENDMENTS: Are any further amendments anticipated before the Aug 24 due date that would affect scope or schedule? Amendment 001 is posted prior to Aug 24th. The responses do not change the scope or Period of Performance (POP).

6. DUE-DATE EXTENSION REQUEST: Given the outstanding scope clarifications — the drawings show multiple stair/elevator enclosures vs. the single south stair named in the SOW, sheets C101-C103 are labeled 'concept,' curtain-wall/glazing is shown with no Division 08 spec section, and asbestos/lead abatement is listed as a bid item with no survey attached — Diamond West respectfully requests a ONE-WEEK extension of the proposal due date (from Aug 24 to Aug 31, 2026) so bidders can incorporate the Government's RFI responses into accurate pricing. Proposal due date has been extended to September 4th. See amendment document for full details.
