About this file
This is a Questions and Responses document for VA Project 635-21-139, Repair Parking Garage 1 Deficiencies, addressing 78 clarifying questions submitted by potential bidders on the solicitation 36C25926R0082.
The project involves comprehensive repair and modernization of an existing parking garage at the VA Medical Center in Oklahoma City, including concrete repairs, structural modifications, installation of suicide prevention railing systems, construction of a new stairwell, and implementation of advanced security and parking management systems. Key staffing requirements mandate a full-time on-site Construction Quality Control (CQC) System Manager with 10 years of construction experience and graduate-level degree; a separate, dedicated Site Safety and Health Officer (SSHO) with OSHA 30-hour certification and 5 years of construction safety experience; and third-party commissioning. The project is designated non-sprinklered, with normal working hours Monday through Friday, 7:00 AM to 3:30 PM, requiring 72-hour notice for off-hours work; maximum 12 parking spaces may be closed simultaneously during business hours, with facility closures possible outside normal hours pending schedule approval. Material staging is restricted to assigned ground-level areas near the new stairwell or floors with limited on-site storage, with additional staging potentially available on the southeast grassy area post-award. The base bid includes fully functional License Plate Recognition (LPR) and CCTV surveillance systems with specified cameras (Axis multi-sensor and PTZ models), Genetec security infrastructure, network cabling, 30-day video retention capability, emergency call boxes, and complete programming and commissioning. Helical pile installation requires one compression and one tension load test regardless of low pile count, with tested piles acceptable for permanent installation if they pass without unacceptable deformation. The contractor must provide GPR scanning at all post-installed anchor locations, coordinate with existing fire alarm (Honeywell Gamewell FCI), security access (Lenel S2 OnGuard), and CCTV (Genetec) systems, and obtain necessary city permits. The proposal deadline has been extended to October 5, 2026, at 11:30 AM CST, with submissions emailed to Christina.beeler-blackburn@va.gov.

52. The concrete-repair specification requires engineered temporary shoring and bracing “at all repair types,” including sealed calculations and drawings prior to demolition. However, the table on Sheet S-100 states very specific areas of repair where temporary shoring is required and does not require it everywhere. Please clarify when and where temporary shoring is required? The conflict is real and the Work List should govern. Spec section note should be updated. Bid shoring per the S-100 Work List locations, not per the 'at all repair types' language in 03 01 30 §1.3.B.1.
a. If shoring is required at every repair type, please provide the intended design loads and any VA operational restrictions affecting shoring placement, parking-space closures, or traffic lanes. Provide shoring at work item 1 and potentially 1B only. Contractor's shoring engineer to review existing conditions and propose shoring. Location of shores should be closely coordinated with the VA along with the construction schedule to minimize garage use disruption. Base bid: 1 shored location (Work Item 1) plus up to 5 contingent locations (Work Item 1B). Shoring design is delegated to the contractor's shoring engineer. Design criteria remain per S-001 (garage LL 40 psf, stairs and roof 100 psf, 2,000 lb concentrated load on a 2'-6" square, superimposed DL 5 psf).
53. For steel assemblies attached to existing concrete, specification03 01 30requires existing reinforcing to be located by GPR scanning and fit-up to be field verified before shop drawings or fabrication. Please confirm the extent of GPR scanning required in the base bid. Is scanning required only at individual post-installed anchor locations, or is full-area scanning required at every repair and attachment location? CALIBRE (Ed Sabia, 08/31/2026): “It is strongly recommended all post installed anchors shall have GPR performed to avoid damaging existing reinforcing.” Confirms the draft: GPR is required at post-installed anchor / steel-assembly locations per 03 01 30 §1.3.B.2, not full-area at every repair. Price GPR at every post-installed anchor location.
54. The curtain-wall specification 08 44 13 requires signed and sealed structural/thermal calculations and design shop drawings, as well as approval of a mock-up before final shop-drawing approval. Please confirm that curtain-wall engineering is delegated to the curtain-wall subcontractor/manufacturer and identify the required mock-up size and location? Confirm whether the mock-up is to be a separate freestanding assembly or may be incorporated into the completed work? Delegated design is confirmed by the submittal requirements; Yes, a mock-up is required and it can be incorporated into the construction. 08 44 13 requires signed and sealed structural and thermal calculations and design shop drawings, which is consistent with engineering delegated to the curtain-wall subcontractor/manufacturer. The specification does not state mock-up size or location and that will be left to the GC means and methods.
55. The curtain-wall specification08 44 13 requires the installer to field verify floor elevations, floor-to-floor heights, structural clearances, dimensions, substrates, and tolerances before installation. Because fabrication pricing is dependent on existing precast/structural geometry, please confirm whether existing-condition survey information or point-cloud data is available to bidders. If not, confirm that adjustment framing, oversized anchors, or other modifications required due to existing tolerances differing from the contract drawings will be treated as a change. No existing-conditions surveys or point cloud data is included in the bid set. No point cloud data set will be furnished by the VA. The curtain wall is expected to be completed without change all contractors were provided opportunities to survey the site.
56. Please provide a basis of design product or approved manufacturer for the aluminum panels at the new Curtain Wall stair system? BOD shall be Berridge Manufacturing Co., FW-12 Panel (min. 0.032” aluminum), smooth profile, aluminum, concealed-fastener system, vertical and horizontal installations, Kynar 500/Hylar 5000 PVDF resin-based finishes, manufacturer's standard color(s) to be selected by Architect or approved equal. Final aluminum panel thickness is subject to manufacturer's engineering for the applicable design loads.
57. Please confirm if the aluminum panels on the Curtain Wall stair system are Aluminum Composite panels? No. ACM/MCM panels are not intended and shall not be provided. The design intent is a smooth, prefinished, uninsulated single-skin aluminum wall-panel system consistent with the contract documents and drawings. See also, the response provided in Question #56.
a. If so, please provide an aluminum composite panel specification, the metal panel specification that is included now is a performance spec for panels such R-panel types that go on Pre-engineered metal buildings? Not applicable. Since ACM/MCM panels are not intended nor shall be provided or installed, an aluminum composite panel specification is not required. Section 07 40 00 remains the governing metal wall-panel section. The intended panel appearance is smooth/flush with concealed fastening, rather than a conventional exposed-fastener ribbed R-panel. See also, the response provided in Question #56.
58. The SOW permits contractor personnel to park within the project site, on the fourth floor of the parking garage, or on neighborhood streets. The specifications state that only approximately 2 to 5 permits will be issued to the General Contractor and employees for designated parking areas. Please confirm the number and location of parking spaces that will actually be available to Contractor and subcontractor personnel. Confirm whether fourth-floor garage parking is available without a fee. 2 spots on the fourth floor on the far south side of the parking garage will be approved for the contractor; there will be no fees for those spaces.
59. The SOW broadly identifies electrical, lighting, wayfinding, and low-voltage systems as part of the project. The electrical drawings require complete LPR and surveillance systems, including devices, cabling, installation, configuration, networking, licensing, and head-end equipment. Please confirm that the Base Bid is to include a fully functional and commissioned LPR parking-guidance system and CCTV expansion—not merely pathways, power, and communications rough-in? Confirmed: Base Bid is to include a fully functional and commissioned LPR parking-guidance system and CCTV expansion
a. If any equipment, software, licenses, servers, programming, or commissioning will be Government-furnished or furnished under another contract, please identify those items. All items will be furnished by the GC.
60. Division 28 states that supporting hardware, software, programming materials, and equipment required for complete operation may not be specifically described in either the Contract Documents or specifications and are nevertheless to be provided. LPR system is a new system, to be designed by a qualified License Plate Reader manufacturer/vendor. All hardware and software required to make the system function as a stand alone system is the requirement of the contractor to provide. E000 adds the LPR head-end computer served from Ground Level Room TELE/DATA GE100, a fiber enclosure and fiber switch with power injector, and 24-strand singlemode fiber to Room 1A113C.
61. Please also provide a specification for the helical and specify the exact testing that will be required for the helical piers? No separate specification exists (see Q70) - the requirements are entirely in the HELICAL PIER NOTES on S-001. DESIGN: contractor-designed to helical pier vertical capacity 50 kips, uplift capacity 5 kips, minimum safety factor 2.0, minimum 100-year design life; foundation design based on the geotechnical evaluation report by Terracon (Project #03235201); minimum depth to bottom of foundation 24 in; connection of helical pile to concrete capable of delivering 120% of pile capacity. SUBMITTALS: shop drawings showing pile/anchor identification number and location, design load, type and size of shaft, helical configuration (number and diameter of plates), minimum effective torque required, and connection details; shop drawings and calculations stamped by an engineer registered in the State of Oklahoma with a minimum of 7 years experience designing helical piles; pile recognized by ICC with a current ICC-ES ESR report showing AC358 and current IBC compliance; records of all installed piles submitted within 7 days. INSPECTION: a third-party inspector shall oversee all aspects of installation and verify pile type, final embedment depth and final installation torque, with the pile contractor providing recent calibration information for the torque instrument. TESTING: perform 1 minimum compression test and 1 minimum tension test; compression tests per the 'quick test' procedure in ASTM D1143; unless otherwise specified by the pile engineer the maximum test load shall be 200% of the allowable load shown on the drawings; a load test is acceptable provided the maximum test load is applied without helical pile failure.
a. Clarify if the testing can be performed on a pier installed for the foundation or if testing will have to be performed on a sacrificial pier. Production pile used for test is acceptable, provided pile passes the test without unacceptable deformation. Test piers may be incorporated into the permanent work - no sacrificial piers required, and no additional piers need to be carried in the bid, subject to the tested pier passing without unacceptable deformation. See also Q78a.
62. The project has a 270-calendar-day period of performance, while the project schedule is required to include fabrication, delivery, submittal review, utility interruptions, and phasing. The VA review of required submittals is stated to be not less than 21 workdays. Can an administrative notice to proceed be implemented to allow for processing long lead time items? An Administrative Notice to Proceed (NTP) will be issued to facilitate time for required submittals including administrative and material submittals.
63. The SOW makes the Statement of Work, drawings, specifications, and amendments collectively binding and specifically requires bidders to identify conflicts. Please provide the contractual order of precedence among the solicitation/Statement of Work, Addenda, Specifications, Drawings, and subsequent written clarifications when requirements conflict.? The order of precedence the VA uses is Specifications, Drawings, SOW, and then everything else. This is subject to change depending on the situation.
64. Please send out the site visit sign in sheet from the second site visit? 2ND site visit documents posted with Amendment 002.
65. Please confirm the offeror is to submit 3 attachments, Price, Past Performance and signed Limitations of Subcontracting? Yes, the required proposal items can be submitted as three attachments.

Authorized installer Convergint POC Phone: 405-470-1850 Mobile: 402-203-9922 melani.rushing@convergint.com.
71. Drawing notes refer to cabling in spec 282300. Drawing notes CAT 6 cabling to be used. Specs only give reference to cat5. Please clarify cable type to be used and cable ratings. We use CAT 6A cable:
Sheet E000 calls for one (1) Category 6A (PoE) network data cable from the associated communications distribution fiber box per device, and shielded Category 6A network VoIP cable in a 1 in conduit for phone connections.
Section 28 23 19 §2.6.B.1 requires Category 6A UTP horizontal cabling. Category 6A is both the most stringent and the most recent, and is already required for the VoIP runs on E000.
72. Specs state to provide licensing for cameras and gunshot detection. Camera manufacturers are listed but no VMS system in use is provided in specs. Please advise of VA PD Video Management software. Genetec Security Desk Omnicast.
73. No minimum required days of stored recording are provided. Please advise. 30 Days of minimum recording storage time.
74. To accurately calculate storage no minimum camera resolution is provided in specs. Frames per second to record is noted but at what resolution? Section 28 23 19 §2.2.B.1 gives the resolution: minimum 4MP, with 8MP preferred for large coverage areas. With 30 30 fps.
75. No cameras are provided in the new stairwell on drawings. Is this accurate? No, there needs to be 1 Axis camera on each landing for a total of 4 cameras.
76. Drawing general notes page E000 state to provide single mode fiber back to video surveillance room 1A113. Specs only list multimode fiber optic cable ratings. Please advise of single mode fiber cable ratings. Sheet E000 requires provide 24-strand single mode fiber optic cable per specification from fiber enclosure to VA Police Monitoring Room 1A113C. Provide Singlemode 9 micron fiber type, 24 fibers, 125 ± 1 micron clad diameter, acrylate primary coating, aramid yarn strength member, yellow PVC outer jacket, approximately 0.400 in. overall diameter, numerical aperture 0.14, maximum attenuation 0.35 dB/km at 1310 nm and 0.25 dB/km at 1550 nm, 10 Gb/s Ethernet transmission distance up to 10 km. Install (1) 6-strand single mode fiber optic cable to each of the three VA garage IDF locations.
77. The drawings only have six (6) helical piles for the parking garage, yet the drawings specify two (2) different load tests to be done (1 compression test and 1 tension test). This does seem unusual since the pile count is pretty low, and from experience, multiple load tests are typically done when there is a high pile count. I just want to make sure I am reading this correctly or there wasn't an error on another end. Are both compression and tension tests necessary? Answer is confirmed. Even though there are not many piles, we do need test to confirm capacity. Both the compression test and the tension test are required and are not an error. Carry 1 compression test and 1 tension test per S-001 Helical Pier Note 9.a regardless of the low pile count.
78. Also, typically test piles cannot be reused as installation piles. Is that also the case for this project. This should be same answer as question above. Test piles can be used as production piles, if they meet test and do not have unacceptable deformation. No sacrificial test piers are required - the tested piers count toward the six shown, provided they pass without unacceptable deformation. Same answer as Q61a.
