About this file
This file contains Vendor Questions and Answers for RFQ 36C25926Q0110, a janitorial services solicitation for the Eastern Colorado Healthcare System. The document addresses 134 vendor inquiries regarding scope of work, staffing requirements, pricing, facilities specifications, and administrative compliance for a base year plus four option years performance-based contract. Key clarifications include: the VA provides all cleaning supplies, equipment, and janitorial carts at each location; contractors must staff based on performance requirements rather than mandated FTE levels, except for one staff person required at the Veterans Canteen Service (VCS) from 7:00 AM to 2:30 PM; two CEH/CESE certified supervisors are required (one per shift); no bond is required; and the contract covers three locations—Rocky Mountain Regional VA, Fisher House, and Valor Point Domiciliary—with specific square footage allocations provided for each building and service area.
The document specifies that carpet cleaning areas total approximately 134,513 square feet (Building A: 118,613 sq. ft.; Building G: 15,900 sq. ft.), with mostly spot cleaning required and VA-provided extraction equipment; no stripping and waxing services are included; exterior window cleaning and parking lot maintenance are excluded; and snow removal is limited to incidental sidewalk and patio clearing at Fisher House (1,000 sq. ft.). Deductions apply for non-compliance, with cumulative deductions possible (e.g., 2% for restroom maintenance deficiencies, 1% for emergency spill response failures). The incumbent contractor is ALCAZAR TRADES, INC. (Contract No. 36C25923C0073). The original question deadline was December 29, 2025; however, Amendment 0001 extended the quote submission deadline to February 20, 2026, at 14:00 MT, with a mandatory site visit scheduled for February 4, 2026, at 10:00 AM MT, and a post-site-visit question deadline of February 5, 2026, at 14:00 MT.
