The solicitation is a firm-fixed-price, labor-only contract for janitorial services across 627,000 square feet of cleanable space (581,002 sq. ft. confirmed across main facility, Fisher House, and Valor Point Domiciliary) over a base year plus four option years. The incumbent contractor is Alcazar Trades Inc. (Contract 36C25923C0073). Services encompass daily cleaning of multiple buildings and facilities with specific requirements including: daily mopping and burnishing of terrazzo and LVT flooring; weekly carpet vacuuming and ongoing spot carpet cleaning; interior window cleaning up to 12 feet as-needed basis; restroom maintenance across 44 restrooms totaling approximately 11,500 square feet; and specialized coverage at the Veterans Canteen and Fisher House. The Government furnishes all supplies, equipment, cleaning products, trash carts, nitrile gloves, and Government Furnished Equipment (GFE). The contractor provides labor only under a Performance-Based Contract with two shifts (day and swing) requiring one supervisor per shift and one IHEA Certified Executive Housekeeper (CEH) or equivalent for the Project Manager position. All contractor personnel require background checks, security clearances, and PIV credentials. The quote deadline is February 20, 2026, at 14:00 MT, with a scheduled start date of August 1, 2026, and an anticipated 30-day transition period. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 561720 with a $22 Million business size standard. Evaluation will be conducted on a comparative analysis basis to determine the most advantageous offer.
