B.4 STATEMENT OF WORK

Comprehensive Maintenance, Inspection, Testing and Repair of Critical Electrical Distribution Systems, Photovoltaic Solar System and Emergency Restoration Service

1. Introduction: The El Paso Veterans Healthcare System (EPVAHCS) has a need for scheduled maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System, Emergency Standby Power Generation and Distribution system, Mission Critical Electrical Systems components, Photovoltaic Solar System, Energy Management to include Emergency Restoration Service for the systems beforementioned. The Contractor shall provide all labor, materials, tools, equipment, applicable state licenses and permits to accomplish the requirements.

2. Period of Performance: Base year from date of award with four (4) option years.

3. Hours of Operation. Normal duty hours are 8:00 a.m. through 4:45 p.m., Monday through Friday, not including federal holidays. Shutdown of energized equipment for routine maintenance shall be scheduled during off hours or on weekends at no additional cost to the Government and shall be coordinated with the COR prior to maintenance.

The Government observes the listed days as holidays. If the holiday falls on a Saturday, the Friday before is the holiday. If the holiday falls on a Sunday, the Monday after is the holiday:

In addition to the days designated as holidays, the Government observes the following days:

The observance of such days by Contractor personnel shall not otherwise be a reason for an additional period of performance, or entitlement of compensation. In the event the Contractor’s personnel work during the holiday, they may be reimbursed by the Contractor, however, no form of holiday or other premium compensation will be reimbursed either as a direct or indirect cost, other than their normal compensation for the time worked.

4. Qualifications of Contractors.

4.1 The Contractor and all sub-contractors performing tests and maintenance on electrical equipment shall have Electrical Testing Technicians (ETT) certified by the American National Standards Institute (ANSI), the InterNational Electrical Testing Association (NETA) or similar published standard establishing minimum requirements for Certified Technicians

4.2 The Contractor and all sub-contractors shall have completed 30 Hour Occupational Safety & Health Administration (OSHA) for supervisors or competent person at jobsite and OSHA 10-hour construction safety training for all other employees.

4.3 The Contractor shall provide only current and continuously certified electrical testing personnel and qualified diesel engine mechanics in sufficient numbers to comply with the requirements for scheduled preventative maintenance and in the event of an unexpected electrical emergency.

4.4 If the use of day labor, temporary labor pools or teaming agreements with other subcontractors is anticipated to fulfill this requirement by the Contractor, those sources shall be identified and provided to Contracting Officer with submission of proposal documenting that these workers are equally and similarly qualified and certified as the required certification shown in paragraph 4.1 above.

4.5 The Contractor shall have in effect continuing technical training programs for its full-time employees. The Contractor shall maintain verifiable records of experience in maintenance, inspection, and testing of Electrical Power Distribution Systems and components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years.

4.6 The Contractors employees and subcontractors shall have safety training – either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S – Electrical, and the NFPA 70E – Standard for Electrical Safety in the Workplace. The Contractor shall submit training certifications to the Contracting Officers Representative (COR) prior to commencement of work. If no training certifications are available, the Contractor shall certify in writing that Contractor employees and subcontractors meet this requirement and submit it to the COR prior to commencement of work.

4.7 The Contractors shall be equipped with all necessary tools, calibrated test equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and in a timely fashion. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E.

5. Summary of Deliverables, Equipment and Systems: The Contractor shall provide within 10 days of award the following documents to the COR:

• NFPA 70, National Electrical Code.

• NFPA 70B, Recommended Practice for Electrical Equipment Maintenance.

• NFPA 70E, Standard for Electrical Safety for the Workplace.

• NFPA 110, Standard for Emergency and Standby Power System.

• InterNational Electrical Testing Association, Inc. (NETA) – Maintenance and Testing Specifications.

• NFPA 99, Healthcare Facilities Code

• NFPA 101, Life Safety Code

• VHA Directive 1810 – Utility Systems Management

• The Joint Commission EC.02.05.07 – Utilities Management

5.1 The Contractor’s employees and sub-contractors shall be familiar with the provisions and requirements of the latest versions of the above.

5.2 The Contractor shall ensure the installation, operation, testing, and maintenance of facility electrical power systems meet or exceed The Joint Commission, NFPA, and other applicable requirements.

5.3 All work on the facility electrical power systems must comply with OSHA and NFPA standards.

5.4 Repair work shall not be limited to El Paso Main Campus. Work sites shall include Main Campus, Parking Garage building 7786, Fort Bliss building 116 & 117, all CBOCs including Las Cruces, and any current and future buildings that will be owned and operated by EPVAHCS.

5.5 The Contractor shall comply with the latest edition of the NETA – Maintenance Testing Specifications for all equipment, definitions, and references.

5.6 The Contractor shall, at all times, have one (1) replacement Uninterruptable Power Supply (UPS) on hand in case of failure or needed replacement, to match existing EPVAHCS systems.

5.7 Contractor shall provide quotes for replacement, repair, or new electrical equipment (to include parking lot/garage lighting and related components), at Governments request, to include cost of material and labor, within 14 calendar days of request.

5.8 The Contractor shall provide a schedule of maintenance to the COR in accordance with each CLIN performance period provided in the section Testing Schedule Interval Requirement within 10 days of award for base and each executed option years. The COR shall review and approve proposed schedule for conformance to standards listed.

5.9 A detailed equipment schedule is attached in appendix A of this SOW. The following is a summary listing of equipment categories that shall be maintained and tested under this contract in accordance with documents in paragraph 5 above.

6. Equipment and Systems. All maintenance, inspection and repairs shall be as per manufacturer’s recommendations.

7. General Requirements and Specific Tests.

7.1 The Contractor shall ensure all equipment tested has a color-coded inspection stickers affixed to the equipment showing the date of tests, next due date and name of testing company and technician.

• White - Within Specification

• Yellow - Limited service and reason

• Red - Out of Specification and reason

7.2 The Contractor shall provide a complete written report of the testing. Information contained in the report shall include but is not limited to:

• Company’s name, address, telephone & FAX numbers and certification.

• Name of technician who performs the maintenance and testing and level of certification.

• VA Work Contract Number, name and number of VA Contracting Officer Technical

Representative (COTR)

• Date and time of work.

• Descriptions and model number of specialized tools and equipment used and last calibration date.

• Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested.

• Test data is to include measurements found

• Reference materials such as equipment manufacturer’s specifications, coordination study, etc.

• Remarks on conditions of equipment. List all deficiencies, if any.

• Recommended corrective actions, if any found.

• Submit copies of the original signed data sheet of all electrical test data sheets or electronic storage device documenting work performed to COR on the day work is performed. VA will supply access to copiers for this purpose.

7.3 The Contractor shall report any deficiencies presenting an imminent threat or danger that requires immediate correction directly to the COR upon discovery of the danger.

7.4 Deficiencies or recommended repairs of a non-threatening nature that can wait until the next scheduled maintenance cycle or scheduled clearance shall be quoted within thirty (30) days at a line-item cost per repair and provided to the COR.

7.5 Emergency Repairs. Emergency repairs and emergency restoration services will be accomplished on as needed basis. The Contractor shall provide a repair estimate to the COR, and no work shall commence without prior authorization from the COR. Cost will be for actuals.

8. Testing Schedule Interval Requirement

8.1 Base Year & Annual Maintenance and Testing – one year sticker – (CLIN 0001, 1001, 2001, 3001, & 4001) Electrical Distribution Equipment (Inspect, Test, Maintain, and Calibrate) (Physical sticker shall be placed on equipment to mark last completion date).

Maintenance under this CLIN shall be completed within 180 days of award for base and executed option years unless otherwise noted.

• Cleaning of equipment, lubrication, etc.

• Internal resistance testing

• DC Hi-pot testing is not to be performed on existing equipment

8.2 Base Year & Annual Maintenance and Testing – (CLIN 0002, 1002, 2002, 3002, & 4002) Photovoltaic Solar Panel System. Maintenance under this CLIN shall be completed within 60 days of Notice to proceed for base and executed option years unless otherwise noted.

8.2.1 The Contractor shall inspect all solar panels, inverters, and wiring for damage or signs of extreme wear. Perform visual inspection of all components, performance evaluations to determine if areas are not producing solar power, and inspection of mounting equipment to ensure panel stability.

8.2.2 The Contractor shall perform an infrared scan of modules/inverters and insulation resistance test.

8.2.3 The Contractor shall twice annually clean the Photovoltaic Solar Panel System.

8.2.3.1 First cleaning shall be conducted 60 days after notice to proceed or option year execution.

8.2.3.2 Second cleaning shall be conducted 180 days after the first cleaning with report due within 14 days thereafter.

8.2.3.3 The Contractor shall coordinate with COR for any possible changes in scheduled dates of maintenance.

8.3 Base Year & Annual Mission Critical Electrical Standby Power Diesel Engine Driven Generator (DEDG), Systems Requirement (CLIN 0003, 1003, 2003, 3003, & 4003) (Physical sticker shall be placed on equipment to mark the last completion date). Maintenance under this CLIN shall be completed within 45 days of Notice to proceed for base and executed option years.

8.3.1 The Contractor shall provide preliminary baseline condition assessment and status of all DEDG and systems within 45 days of award. The Contractor shall note any critical conditions and low priority repairs. The Contractor shall provide line-item pricing for corrections.

8.3.2 The Contractor shall provide two (2) annual tests of both generators; the first test shall be conducted within 30 days of award for the base year and each option year executed. The second test shall be conducted 180 days after the first test for the base year and following each option year executed. The Contractor shall observe tests and report any findings to COR with their recommendations for repairs or additional maintenance. The Contractor shall submit reports to the COR within 14 days of test completion.

8.3.3 Minimum maintenance requirements shall include: (note – the following list may not be all inclusive. The Contractor shall follow each manufacturer’s recommended maintenance schedule where there are inconsistencies):

• Engine Lubrication System.

o The Contractor shall change oil and oil filter every 12 months or 500 hours, whichever comes first.

o Valve lash check and adjustment as needed o Annual Oil sample and analysis

• Governor Inspection o Check and set speed o Voltage Regulator calibration

• Engine Cooling System o Inspect/Test/Replenish Engine Coolants o Check all Belts and Hoses for Wear

• Electrical System o Test Battery and charging system o Clean terminals

• Fuel System o Visually check for fuel leaks o Replace fuel filters every 12 months or 150 hours o Fuel Tank check for water o Inspect/Test Day tank pumps and controls systems o Fuel analysis of underground storage tank. Fuel polishing as needed

• Exhaust System o Check for leaks and corrosion o Check condensation trap o Adjust and calibrate Voltage regulator

• Alternator o Visually Inspect Condition o Check lubrication of rear Alternator bearing

• Engine Support Systems o Check all Instrumentation for proper operation o Check all electrical connections o Check engine safeties, shutdowns, and alarms o Check timers and relays for proper operation o Change air filter as needed.

8.4 Second Option Year Additional Mission Critical Electrical Standby Power Diesel Engine Driven Generator (DEDG), Systems Requirement – (CLIN 2004). Maintenance under this CLIN shall be completed within 90 days of award for executed option year.

• Supplemental load bank testing of generators to last a minimum of four (4) hours. Load bank test shall be conducted at a minimum of 30% rated real power nameplate (kW) load of equipment to last 3 hours with the final hour to be load bank tested at a minimum of 75% rated real power nameplate (kW) load of equipment.

• Test Emergency Power (Full shutdown to last four (4) hours, must be observed and reported, Coordinated with COR for time and date.)

8.5 Base and Third Contract Option Year additional Preventative Maintenance requirements – Three-year testing sticker (Inspect, Test, Maintain, and Calibrate) (CLIN 0005 & 3005) (Physical sticker shall be placed on equipment to mark last completion date).

Maintenance under this CLIN shall be completed within 90 days of award for base and executed option year.

• Medium Voltage pad mounted Transformers, Unit Substation transformers, unit substation distribution boards

• Medium voltage pad mounted switch, Unit Substation air switch, SF6 switch,

• IR scan of MV transformers,

• Dissolved Gas Analysis (DGA) of transformer fluid

• Low Voltage Switchgear, Switchboard Assemblies and Molded Case Circuit Breakers rated ≥ 250A.

• Emergency distribution switchgear and Circuit Breakers regardless of ratings.

• Motor Control, Motor Starter, Medium-Voltage

• Facility grounding system

8.6 Fourth Contract Option Year additional Preventative Maintenance requirements – Five-year testing sticker – (CLIN 4005) (Physical sticker shall be placed on equipment to mark last completion date). Maintenance under this CLIN shall be completed within 270 days of award for executed option year.

• Shock Hazard Analysis (Determines the voltage(s) to which personnel will be exposed, boundary requirements, and PPE necessary to minimize the possibility of electrical shock to personnel)

• Arc Flash Hazard Analysis (Determine arc flash protection boundary and the PPE required for employee protection within arc flash protection boundary)

• Full electrical load study of entire main facility and the electrical equipment within.

9. Emergency Restoration Service One Hour Response Requirement. As required and at additional cost, the Contractor shall provide emergency call-out restoration services and repairs in the event of an unintended Electrical Distribution System failure under the authority of this contract. Repairs are to commence at the earliest reasonable opportunity with staff in adequate number to complete the restoration in a timely manner. The Contractor shall provide 24-hour contact that can dispatched to the facility. The dispatched employee shall be trained and certified personnel as defined in paragraph 4 above. The dispatched employes shall arrive at the facility within one (1) hour of notification of the emergency.

9.1 The Contractor shall provide schedule of man-hour rates to be applied in the event of an unplanned emergency failure of the Electrical Distribution System for the following time categories:

• Monday through Friday 6:30 AM - 6:30 PM

• Saturday and Sunday 6:30 AM - 6:30 PM

• Monday through Friday 6:30 PM - 6:30 AM

• Saturday and Sunday 6:30 PM - 6:30 AM

• Federal Holidays or any other day designated per paragraph 3.

9.2 The Contractor shall be responsible for arranging any heavy equipment needed and operators needed for transportation, material handling, excavation, electrical generation, fueling and switching at the instruction of the COR.

9.2.1 The Contractor shall provide contact information for all heavy equipment and/or operator resources to be used in the event of an emergency, as required to restore electrical service.

9.2.3 VA caused delay. If VA must reschedule, cancel or abort scheduled work:

• Contractor will be paid according to the man-hour rate in paragraph 9.1 if the Contractor was on site working at time of the cancellation, up to a four-hour minimum.

• There will be no charge if Contractor is given at least 24-hour notice of cancellation.

9.3 This is a mission critical requirement for qualified electrical testing technicians. A one-hour response to an electrical failure is impossible to predict but is likely to have urgency and compelling factors to avoid death, injury or loss of government property. A lack of predictive maintenance experience presents a potential for electrical service interruption, fire, injury, property destruction and death for medical center patients, visitors and staff.

(a) Workers' compensation and employers liability: Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.

Block 12 (Discount Terms) refers to discount Contractor will give the Government for prompt payment in percentage (i.e., Net 20). All Offeror’s are required to fill out and return all Clauses and Provisions that have fill-ins. Failure to return all fill-in Clauses and Provisions will make Offeror ineligible for award. The Government will not accept Clauses and Provisions from SAM.gov, as SAM.gov does not contain VA Acquisition and Representation Clauses and Provisions.

Volume I: Technical. This volume shall contain only the offeror’s technical approach for fulfilling the requirements of the SOW. Offerors shall provide the signed subcontract agreement between the prime contractor and the subcontractor (if utilizing a subcontractor).

Volume I: Price. This volume shall contain the Price using B.2 Schedule of Services continuation section. An Excel spreadsheet may be used but shall in the same format as Schedule B.2. The price quote shall be specific, complete in every detail, and separate from the technical proposal. Prices shall be evaluated for fairness and reasonableness and will be compared against competing proposals and the independent Government cost estimate. Prices shall be listed as an all-inclusive Firm Fixed Unit Price that covers in full those services under each CLIN.

Options. The Government will consider offers for award purposes by adding the total price for all options to the total price for the basic requirement. The total evaluated price will be based on the quantities identified in the schedule. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s). The Government will take the pricing for Option Year 4 and divide in half to determine the price for FAR 52.217-8. For award purposes the total price for all the options will be added to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the ordering period and option prices are significantly unbalanced. Evaluation of the option shall not obligate the Government to exercise the option.

Volume I: Past Performance. The Government will obtain past performance information from CPARS. Offerors shall only provide past performance where Offeror was the prime contractor. Submission shall include the contract number and not the solicitation number. Emphasis will be on recent, relevant past performance.

Recent is defined as work performed within the last 5 years. Relevant is defined as work similar in size and scope of the work described in the Performance Work Statement.

Volume II: Technical Redacted. The redacted technical shall be on plain bond paper. It shall not contain any identifying information such as company name, individual names, company logos to include subcontractor information.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

E.5 52.212-2 ADDENDUM to EVALUATION—COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES

The following Evaluation Criteria is incorporated into 52.212-2 as an addendum to the solicitation:

All quote submissions will be screened to ensure the minimum solicitation requirements have been met. Those requirements are outlined within the Addendum to FAR 52.212-1, Instructions to Offerors. Failure to submit a complete offer will result in removal from further consideration for award.

Quotes that met the minimum solicitation requirements will then be reviewed on an individual basis to determine Technical Capability when matched against the SOW and past performance suitability.

Next, the comparative evaluation will commence. Quotes will be compared against one another in a pairwise fashion to determine which quote provides the best overall value to the government using technical capability, past performance, and price.
