About this file
This is an inspection report documenting a UPS systems evaluation conducted by Element Electrical Contractors LLC at the VA Hospital located at 5001 N Piedras St, El Paso, TX 79930 on November 22, 2024. The inspection was performed by employees Alex and Octavio between 8:30 am and 12:00 pm and included a thorough assessment of both small and main UPS systems serving the facility's IT infrastructure.
The inspection of the main UPS system in the larger IT room was completed successfully, including completion of required access paperwork, voltage verification of each battery using a voltmeter, measurement of total voltage at the breaker, review of the Human Machine Interface (HMI) for faults or alarms (all clear with last recorded fault being a status change in November), reconciliation of voltmeter readings with HMI data, and a cleanliness assessment confirming dust-free conditions, new-looking batteries, and appropriate room temperature. The small UPS systems were verified as operating correctly, but battery backup functionality testing was deferred due to the risk of powering down the IT room, with this evaluation to be scheduled for after-hours completion. The contractor coordinated with facility personnel to discuss scheduling the deferred small UPS systems evaluation to ensure reliable hospital IT infrastructure operations.

VA Hospital 5001 N Piedras St El Paso TX 79930
Conducted a thorough inspection of the UPS systems at the VA hospital
1. Checked Small UPS Systems: We verified that the small UPS systems were operating correctly; however, due to the risk of shutting down the IT room, we couldn't test the battery backup functionality without powering them off. Noted that this will likely need to be addressed after hours.
2. Inspected Main UPS System: In the larger IT room, we completed several key tasks:
- Completed the required paperwork for access.
- Used a voltmeter to check each battery's voltage and ensured correct wiring to the system.
- Measured the total voltage arriving at the breaker.
- Checked the HMI for any faults or alarms, finding everything clear and noting the last recorded fault was a status change earlier in November.
- Matched voltmeter readings with the HMI data, confirming everything was functioning properly.
- Conducted a cleanliness check on the UPS system and seen that it was dust-free with new-looking batteries and appropriate room temperature.
3. We communicated our findings to Octavio, who will coordinate with his supervisor to discuss scheduling an evaluation of the smaller UPS systems.
This detailed inspection will help ensure that the hospital's IT infrastructure remains reliable and that any potential issues with the small UPS systems are addressed promptly.
Thank you!
