A.1 VAAR 852.219-76 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—

CERTIFICATE OF COMPLIANCE FOR SUPPLIES AND PRODUCTS (NOV 2022)

(a) Pursuant to 38 U.S.C. 8127(k)(2), the offeror certifies that—

(1) If awarded a contract (see FAR 2.101 definition), it will comply with the limitations on subcontracting requirement as provided in the solicitation and the resultant contract, as follows:

(i) [ ] In the case of a contract for supplies or products (other than from a nonmanufacturer of such supplies), it will not pay more than 50% of the amount paid by the government to it to firms that are not VIPlisted SDVOSBs as set forth in 852.219–73 or VOSBs as set forth in 852.219–

74. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.

(ii) [ ] In the case of a contract for supplies from a nonmanufacturer, it will supply the product of a domestic small business manufacturer or processor, unless a waiver as described in 13 CFR 121.406(b)(5) is granted. The Government will not consider offers for award from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award.

QUESTIONS WITH ANSWERS

QUESTION 1: What category is the Limits of Subcontracting? IE Services, Construction by Special Trade.

ANSWER: Services. VAAR Clause 852.219-76 added.

QUESTION 2: Will the single line drawings be provided?

ANSWER: Yes, they will be provided.

QUESTION 3: Will the historical test reports be provided?

ANSWER: All previous test data and reports are attached.

QUESTION 4: Is the Arc Flash Study current and will it be provided?

ANSWER: Arc Flash study was conducted June 2025 and can be provided once a contractor is selected and after award.

QUESTION 5: Does the one-hour dispatch time relate to the contractor calling the facility back within the hour? Or does the facility require a technician onsite within one hour? Onsite within one hour seems impractical for a contractor or subcontractor to agree to with any honest ability to guarantee it.

ANSWER: Contractor shall provide a 24-hour contact that can be dispatched to arrive at the facility within 1 hour of notification of the emergency. Repairs to commence at the earliest reasonable opportunity.

QUESTION 6: Solar PV Scope Clarification. Please clarify the required scope for the solar PV systems listed in Appendix A. Is the scope limited to electrical inspection and testing, or does it also include panel cleaning or mechanical maintenance?

ANSWER: The Contractor shall inspect all solar panels, inverters, and wiring for damage or signs of extreme wear. Perform visual inspection of all components, performance evaluations to determine if areas are not producing solar power, and inspection of mounting equipment to ensure panel stability. The contractor shall clean the solar panels twice annually. Any maintenance necessary for the solar PV system that is separate from routine maintenance as part of this scope of work will be subject to repair in accordance with section 5 of the SOW.

QUESTION 7: Solar PV Scope Clarification. Please clarify the required scope for the solar PV systems listed in Appendix A. Are OEM-specific solar testing procedures required, or is NETA/OEM-recommended electrical inspection sufficient?

ANSWER: All maintenance, inspection, and repairs shall be as per manufacturer’s recommendations.

QUESTION 8: Diesel Generator (DEDG) Scope. Please clarify whether the diesel generator scope includes:

• Electrical testing and inspection only, or

• Mechanical engine maintenance (fuel systems, oil, coolant, filters, etc.).

If mechanical maintenance is required, please confirm the expected level of service.

ANSWER: Refer to section 8.3.3 of SOW for specified scope related to Diesel Generator (DEDG). As noted, contractors shall follow each manufacturer’s recommended maintenance schedule where there are inconsistencies.

QUESTION 9: Load Bank Testing Requirements. Please confirm whether load bank testing is required for any generators. If so:

• Which generators require load testing?

• Required duration and frequency?

• Whether load banks are Government-furnished or contractor-furnished.

ANSWER: Load bank testing is required by section 8.4 of the SOW for the 2nd option year.

Both generators require the load bank test. Load banks as well as all other equipment to perform the duties of this contract shall be furnished by the contractor. Government shall NOT furnish any equipment for use by contractors. Please refer to section 8.4 of the SOW for load bank requirements.

QUESTION 10: Electrical One-Line Diagrams. Please confirm whether current electrical one-line diagrams are available for the applicable buildings and systems.

• If available, please advise whether they will be provided.

• If not available, please confirm whether contractors should price field verification or development of one-lines, or assume testing based on existing conditions.

ANSWER: One-line diagrams will be provided by the Government.

QUESTION 11: Primary vs. Secondary Injection Testing. Please clarify which equipment requires primary injection testing versus secondary injection testing, including:

• Low-voltage power circuit breakers

• Molded case circuit breakers

• Protective relays If this determination is contractor-defined, please confirm that bidders may base pricing on NETA and OEM-standard testing assumptions.

ANSWER: Only secondary injection of low voltage circuit breakers is required by section 8.1.1 of the SOW. Testing assumptions shall be as recommended by NETA and appropriate for the equipment being tested.

QUESTION 12: Emergency Response Requirement (1-Hour). The solicitation references a one-hour on-site emergency response requirement. Please clarify:

• Whether this requires a technician staged locally, or if a regional dispatch model is acceptable.

• Whether the one-hour response applies to all systems or only life-safety / mission-critical systems.

ANSWER: Regional dispatch model is acceptable if the requirements of section 9 of the SOW is met. The one-hour response applies to all Electrical Distribution System failure under the authority of this contract.

QUESTION 13: After-Hours vs Normal Hours Work. Please confirm whether testing and maintenance activities are expected to be performed:

• During normal business hours

• After hours, or

• As coordinated per system criticality.

Please also confirm whether bidders should assume after-hours labor premiums in pricing.

ANSWER: Maintenance/testing shall be performed during normal business hours provided the maintenance/testing will not interrupt service to electrical distribution systems for the facility.

Shutdown of energized equipment for routine maintenance shall be scheduled during off hours or on weekends at no additional cost to the Government and shall be coordinated with the COR prior to maintenance.

QUESTION 14: Documentation & Deliverables. Please confirm whether NETA-compliant test reports are sufficient for contract deliverables, or if VA-specific templates or formats are required. Additionally, please clarify expectations regarding draft/final submissions and review cycles.

ANSWER: NETA-compliant test reports are sufficient provided they abide by section 7.2 of the SOW for reporting requirements. No VA-specific templates or formats will be provided. Reports shall be provided to the VA once maintenance/testing has been completed.

QUESTION 15: Please provide the total number of generators and the generator data (manufacturer, size in kW, & engine serial number) for the section 8.3 of the SOW.

QUESTION 18: Request for Existing Drawings & Documentation.

• Please provide the most current electrical one‑line diagrams for all EPVAHCS facilities listed in the SOW.

• Please provide as‑built drawings, including:

• Electrical distribution systems

• Emergency power systems (DEDG, ATS, paralleling gear)

• Photovoltaic solar system

• Medium‑voltage distribution

• UPS systems and battery systems

• Please provide any arc‑flash studies, coordination studies, or short‑circuit studies currently on file.

QUESTION 19: Equipment Inventory Clarification

• Appendix A is referenced in the SOW. Please confirm whether a complete and current equipment list is available, including:

• Manufacturer

• Model numbers

• Serial numbers

• Ratings

• Installation dates

• Maintenance history (if available) ANSWER: The information provided in Appendix A is all the information available regarding the equipment list.

QUESTION 20: Solar System Documentation.

• Please provide PV system design drawings, including:

• Inverter layout

• Combiner boxes

• AC/DC disconnects

• Panel layout and string configuration

• Monitoring system details

• Please confirm whether the REC Solar PV System includes any proprietary software or monitoring access requirements.

QUESTION 21: Generator & Emergency Power System Clarifications.

• Please provide generator as‑builts, including:

• Paralleling switchgear drawings

• Day tank and fuel system schematics

• Radiator and cooling system layouts

• Please confirm the number of generators, their kW ratings, and locations across all campuses.

QUESTION 22: Access & Scheduling Requirements

• Please confirm whether after‑hours shutdowns require:

• A minimum notice period

• VA escort

• Special access badges or background checks

• Please confirm whether weekend work is permitted without additional approvals.

ANSWER: After hour shutdowns will require a prior notice of 14 days. A VA escort will be needed. Contractor will need to check in with security to receive a contractor badge for the day if VA escort finds it necessary. Weekend work is permitted but must be coordinated with COR so that a VA escort can be provided. No contractor is allowed at the facility at any time without a VA escort. There are times when the VA escort will be called to perform duties at another section of the facility and leave the contractor in the specified area, but these situations are rare and the escort shall have knowledge of the contractor’s location beforehand.

QUESTION 23: Testing Standards & Reporting

• Please confirm whether the VA requires:

• NETA‑certified test forms

• Digital reporting format (PDF, Excel, or VA‑specific template)

• Color‑coded labeling format (White/Yellow/Red) beyond what is listed in the SOW ANSWER: NETA-compliant test reports are sufficient provided they abide by section 7.2 of the SOW for reporting requirements. No VA-specific templates or formats will be provided. Reports shall be provided to the VA once maintenance/testing has been completed. A PDF is acceptable.

Section 7.1 of the SOW shall be followed regarding the color-coding of the affixed labels.

QUESTION 24: UPS Replacement Requirement.

• The SOW requires the contractor to maintain one replacement UPS on hand.

• Please confirm the make, model, and kVA rating of the required spare UPS.

ANSWER: Spare UPS shall be Eaton TrippLite series model number: SM1500RMXL2UTAA, 1.5kVA.

QUESTION 25: Site Visit Clarifications.

• Please confirm whether additional site visits can be scheduled beyond the January 13th date.

• Please confirm whether all off‑campus CBOCs will be scheduled as needed for a walkthrough.

ANSWER: There will be no additional site visits conducted. All off-campus CBOCs will not require a walkthrough as there will be no routine maintenance being done at the off-campus CBOCs. Work related to the CBOCs will be limited to repair work as stated in section 5.4 as needed. Once a repair is deemed necessary, a site visit will be scheduled with the contractor so that information can be gathered regarding the repair needed.

QUESTION 26: Can you provide the previous test report? I'm referring to the test report for:

Circuit breakers, Transformers, etc... Not the thermographic inspection report or the Arc Flash study.

ANSWER: All previous test data and reports attached.

QUESTION 27: Regarding the photovoltaic system maintenance: What is the total number of Photovoltaic Solar Panels that need to be cleaned/IR scanned?

ANSWER: Please refer to As-builts provided.

QUESTION 28: Regarding the photovoltaic system maintenance: Which devices, in addition to inspection, require electrical testing?

ANSWER: Please refer to section 8.2 of the SOW for solar PV requirements.

QUESTION 29: Does only CLIN 2004 require a Load Bank test?

ANSWER: Correct.

QUESTION 30: In the “B.4 STATEMENT OF WORK” in section 8.5 located on page 16, electrical maintenance is requested for CLINs 0005 and 3005. The scope requested for 0005 and 3005 is the same as the work that will be performed under CLINs 0001 and 3001 of the same years. Is this correct? Please explain.

ANSWER: CLINs 0005 and 3005 are only needed on a 3-year basis, to receive a 3-year testing sticker. These are additional preventive maintenance requirements. CLINs 0001 and 3001 are needed on an annual basis for Electrical Distribution Equipment which is the equipment referenced in section 6.1 Electrical Distribution Equipment. The work requested in CLINs 0001 and 3001 are not the same as CLINs 0005 and 3005. Please read the SOW carefully to determine the difference between them.

QUESTION 31: What is the difference between the work that needs to be done in CLINs 0005 and 0001?

ANSWER: CLIN 0005 is only needed on a 3-year basis, to receive a 3-year testing sticker.

These are additional preventive maintenance requirements. CLIN 0001 is needed on an annual basis for Electrical Distribution Equipment, which is the equipment referenced in section 6.1 Electrical Distribution Equipment. The SOW outlines what equipment and what additional maintenance is needed as part of CLIN 0005.

QUESTION 32: In section 8.5 of the “B.4 STATEMENT OF WORK” on page 16, a complete ARC Flash study is apparently requested for CLIN 4005, but detailed specifications for the ARC Flash were not provided. Will the contractor be responsible for affixing labels to the equipment after the study, or will the VA team be responsible for this?

ANSWER: The arc flash, shock hazard, and full electrical load study are outlined in section 8.6 of SOW as part of CLIN 4006. Contractor will be responsible for affixing labels as part of this

CLIN.

QUESTION 33: Could you please provide the report of the last Arc Flash study?

ANSWER: All previous test data and reports will be shared with selected contractor after award.

QUESTION 34: Regarding the scope of CLINs 0001, 1001, 2001, 3001, and 4001: Only (7) LV Breakers were listed in the provided “Appendix A”. Do only 7 circuit breakers need to be tested?

ANSWER: The 7 breakers listed in Appendix A are main breakers for transformers or emergency disconnects. QUESTION 35: Regarding the scope of CLINs 0001, 1001, 2001, 3001, and 4001: Not a single MV Breaker, Relay, or MV Transformer was listed in “Appendix A”. Is this correct?

ANSWER: Excuse the confusion. At this facility the electricians consider medium voltage to be any of the equipment over 120/208V. So, for this environment, medium voltage equipment would be the 480/277V equipment.

QUESTION 36: No IR scan was mentioned in the scope of CLINs 0001, 1001, 2001, 3001, and 4001. Is an IR scan only required for photovoltaic system maintenance?

ANSWER: IR scans will be necessary as recommended by NFPA or NETA requirements for the appropriate equipment being tested. Please refer to section 6.1 Electrical Distribution Equipment which is the reference for the equipment as part of CLINs 0001, 1001, 2001, 3001, and 4001.
