About this file
This document contains a federal contract opportunity solicitation and related project files. The solicitation seeks proposals for a project to correct tunnel discrepancies at the Overton Brooks VA Medical Center in Shreveport, Louisiana. The project scope includes required asbestos abatement of pipes in a phased manner, replacing all insulation on specified pipes, and fully annotating drawings to describe asbestos containing materials to be removed. Proposals are due around August 15, 2021. The contract award date is anticipated around 30 days after receipt of proposals. The contract performance period is 200 calendar days from the notice to proceed. The estimated construction cost range is between $500,000 to $1 million. The solicitation is set aside 100% for service-disabled veteran-owned small businesses. Interested offerors must be registered and verified in the Vendor Information Pages and System for Award Management databases. The project files provide additional details on discrepancies between survey drawings and construction documents regarding asbestos pipes in the tunnel and clarification on the drawings and scope of asbestos abatement work required.

Text version
Plans and survey discrepancies. - The Altec Survey Plan cross section “A “shows the rack with a water line, condensate return, and chill water supply and return as asbestos containing. The AD103 print shows a cross section with 1 steam line, 1 condensate return line, and both chill water supply and return lines containing asbestos. It would seem that some lines may have been previously abated. Should we figure items 6,7,8,9 on Demo Keyed notes as shown on D1 of AD103 support assembly cross section to get quantities? That would result in 4 lines to abate the length of the tunnel. Neither this drawing or the survey drawing address the steam line on the other side of the tunnel. Not sure if it was previously abated.
The design team has reviewed the current drawing set as well as the information requested in the RFI. Our review has indicated the following:
| - | The Project Scope includes required abatement of Asbestos Containing Materials in a phased manner, as described in the published Project Narrative, specifically, Chapter 3: Architectural Design. Sheet AD103 has been revised to fully annotate all pipework which requires abatement. Refer in particular to Notes 6, 7, 8, 9, and newly added Note 12. |
| - | The project drawings require that all insulation on specified pipes be replaced, regardless of whether abatement of asbestos containing materials is required or not. These pipes include, 18” CHS, 8” PCR, 8” PCR, 10” HPS (on left side of tunnel looking toward the CUP) and the 12” HPS and 18” CHR (on the right side of the tunnel looking toward the CUP). The reason for replacement is based on overall current poor condition, as well as, in many cases, the presence of ACM which requires abatement. |
| - | There were some missing annotations on the architectural drawings which did not fully describe ACM to be removed. Specifically, Sheet AD103 was revised to include additional keyed notes describing pipework containing ACM in the tunnel. The Contractor shall refer to revised Sheet AD103 as described above, in addition to the published Asbestos Report on matters of ACM to be abated. |
