Statement of Work Project # 629-20-118 Redesign and Repair Fire and Jockey Pump Systems Southeastern Louisiana Veterans Health Care System New Orleans, LA
1. GENERAL REQUIREMENTS:
1.1. The contractor shall provide all labor, materials, tools, equipment and supervision necessary to Design and Build (DB) a project to address multiple issues identified with the two (2) fire pumps and one (1) Jockey Pump in the Central Energy Plant (also known as: CEP, building 7, building N) at the Southeastern Louisiana Veterans Health Care System. Work may include but is not limited to the following: addressing the failed jockey pump, the absence of check valves on the fire pumps and jockey pump, and the overall design of the pumps and associated equipment in the Fire Pump room. All work must be executed in such a manner that the facility is still protected or has interim measures in place to protect the facility while systems are down due to implementing intended design.
1.2. Background.
1.2.1. The Jockey Pump in the CEP has failed four times in the last three years. This has led to increased medical center costs associated with the continual replacement of the pump. Engineering staff have found leaks in the sprinkler system, and they are being addressed in a separate contract. These items were noted as building deficiencies post turnover of the 2400 Canal St. Campus.
2. DESIGN & BUILD SCOPE:
2.1. The design shall be in accordance with and capture the following requirements:

3. SUMMARY OF SCOPE DEFICIENCIES:
3.1. This section notes VA observations, documentation of deficiencies and proposed solutions for the DB Contractor to consider. The contractor shall, at a minimum, address all deficiencies noted in this section. All solutions must meet the applicable NFPA and ASME codes, VA directive, Joint Commission Standards, and building codes.
3.1.1. Existing Known System Deficiencies
3.1.1.1. Central Energy Plant, Fire Pump Room
3.1.1.1.1. Deficiency #1:
3.1.1.1.1.1. Jockey pump is in an overload status. Pump will power on but will not perform as designed. The jockey pump controller shows overload after a short amount of run time and the controller must be opened to reset the internal breaker.
3.1.1.1.1.2. Goal: The DB shall design and build a system inclusive of a jockey pump that is capable of supporting the current campus fire sprinkler system in such a way where it satisfies all code and VA directive requirements, provide a fully functional and operational fire sprinkler system, and works in conjunction with solutions designed and implemented as part of this scope of work.
3.1.1.1.2. Deficiency #2:
3.1.1.1.2.1. The fire pumps (two in total) have approximately 30 feet of supply piping coming from the fire tank to the pump. This causes the piping system to jolt violently upon start-up of the pumps.
3.1.1.1.2.2. Goal: The DB shall provide all labor, materials and tools necessary to design and build a supply line that would keep a column of water ready for use at the pump inlet for each pump. The contractor shall design and build a system that alleviates this movement, eliminates potential water hammering, stabilizes all piping, provides a fully functional system that does not negatively impact system function, and works in conjunction with solutions designed and implemented as part of this scope of work.
3.1.1.1.3. Deficiency #3:
3.1.1.1.3.1. The jockey pump has approximately 30 feet of vertical piping before it reaches the sprinkler piping. The internal check valve inside the pump is not able to hold the water while the pump is not in use, causing the pump to cavitate and push air into the system.
3.1.1.1.3.2. Goal: The DB shall provide all labor, materials and tools necessary to design and build a supply line that would keep the vertical piping full of water until it reaches the sprinkler piping. The contractor shall design and build a system that alleviates the addition of air into the system, does not result in the cavitation of existing equipment, provides a fully functional system that does not negatively impact system function, and works in conjunction with solutions designed and implemented as part of this scope of work.
3.1.1.1.4. Deficiency #4:
3.1.1.1.4.1. There are concerns that the piping from the fire pumps (one 6-inch line) goes into two 8-inch lines. There are capacity concerns on the system due to the movement of water from smaller to larger piping.
3.1.1.1.4.2. Goal: The DB shall provide all labor, materials and tools necessary to assess the existing design and design and build to address all design and code issues concerning the piping connection from fire pumps to the rest of the sprinkler system, provides a fully functional system that does not negatively impact system function, and works in conjunction with solutions designed and implemented as part of this scope of work.
3.2. At the conclusion of this project, at a minimum, the following shall be achieved:
3.2.1. Jockey pump and adjacent piping shall not leak and shall not result in pressure losses
3.2.2. Jockey pump shall not experience premature starts
3.2.3. Fire pumps shall not experience premature starts
3.2.4. System pressures shall be sensed and recorded at the appropriate locations within the system as well as provide accurate readings to responding equipment, e.g. fire pumps, jockey pump
3.2.5. The elimination of air entry into the sprinkler system due to faulty devices, components, etc. as part of this portion of the system
3.2.6. The securing of piping, risers, etc. with appropriate structural and bracing components as necessary to prevent premature breaks, leaks, dislodgements, etc.
3.2.7. A fully functional, fully operational system that is easily accessible by maintenance staff and maintainable.
3.2.8. Certification that the system, within the area of this scope, meets or exceeds NFPA codes, VA directives and Building Codes.
3.2.9. The Contractor shall guarantee and service all workmanship and materials to be as represented by him, and shall repair or replace, at no additional cost to the Owner, any part thereof, which may become defective within the period of one (1) year after the date of final acceptance by the VA. Contractor shall be responsible for, and pay for, any damages caused by, or resulting from defects in his work.

B. Source Selection Procedures
1. Source Selection Overview: In accordance with FAR 15.3, the objective of source selection is to select the proposal that represents the best value. A contracting officer is designated as the source selection authority (SSA), unless the agency head appoints another individual. The SSA establishes an evaluation team that includes appropriate contracting, legal, and technical expertise to ensure a comprehensive evaluation of offers. The award decision is based on evaluation factors and significant sub-factors that are tailored to the acquisition. The factors represent the key areas of importance and emphasis to be considered in the source selection decision; and support meaningful comparison and discrimination between and among competing proposals.
2. Evaluation: The proposal evaluation is an assessment of the proposal and the offeror’s ability to perform the prospective contract successfully. The technical, price, and source selection boards will evaluate competitive proposals and then assess their qualities solely on the factors and subfactors specified in the solicitation. Evaluations shall be conducted using a combination of adjectival ratings and numerical weights. The relative strengths, deficiencies, significant weaknesses, and risks supporting proposal evaluation shall be documented in the contract file.
3. Past Performance: Past performance information is one indicator of an offeror’s ability to perform the contract successfully. The currency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance shall be considered. This comparative assessment of past performance information is separate from the responsibility determination required under FAR Subpart 9.1.
4. Tradeoff Source Selection: If tradeoffs are performed, the source selection records shall include an assessment of each offeror’s ability to accomplish the technical requirements; and a summary, matrix, or quantitative ranking, along with appropriate supporting narrative, of each technical proposal using the evaluation factors.
5. SSA’s Final Decision: The SSA’s decision shall be based on a comparative assessment of proposals against all source selection criteria in the solicitation. While the SSA may use reports and analyses prepared by others, the source selection decision shall represent the SSA’s independent judgment. The source selection decision shall be documented, and the documentation shall include the rationale for any business judgments and tradeoffs made or relied on by the SSA, including benefits associated with additional costs. Although the rationale for the selection decision must be documented, that documentation need not quantify the tradeoffs that led to the decision.
6. Source Selection for this Procurement:
| a. Phase I of this procurement will result in a narrowing of offerors to a maximum of four (4) firms (unless the contracting officer determines that a number greater than four (4) is in the Government’s interest and is consistent with the purposes and objectives of this two-phase design build project) based on the following technical evaluation factors listed in descending order of importance: | |
| Phase I: |
(1) Technical Approach
(2) Technical Qualifications
| (2a.) Key Design Personnel & Experience |
| (2b.) Key Construction Personnel & Experience |
| (2c.) Capability to Perform |
(3) Past Performance
b. The Phase I successful offerors will receive a Phase II Request for Proposal (RFP). The Phase II RFP will be issued via amendment to the solicitation and issued to the four (4) most highly qualified offerors. The Phase I factors are not to be resubmitted in Phase II; however, the cumulative rating from the Phase I factors carries through to Phase II and is as equal in importance to Phase II, Factor 4 for proposal evaluation. Phase II evaluation technical factors (Factors 1 – 3) are listed below in descending order of importance. The Phase I and Phase II technical evaluation factors, when combined, are approximately equal to price.
Phase II:
(1) Technical Solution
(2) Design Concept
(3) Draft Project Schedule and Narrative
(4) Price – evaluated separately
c. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the highest technically rated or the lowest total price proposal; and to award to the offeror submitting the proposal determined to be the most advantageous best value to the Government. Offerors are advised an award may be made in Phase II without discussion or any contact concerning the proposals received. Offerors should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offeror to revise its proposal.
| A3. | Pre-Proposal Site Visit |
| A pre-proposal site visit will be conducted in Phase II. The most highly qualified firms selected to proceed to Phase II will be invited to attend the pre-proposal site visit.
