Statement of Work Southeast Louisiana Veterans Health Care System Roll Down Gates for Garages

1. General Information

1.1. The Southeast Louisiana Veterans Health Care System located at 2400 Canal Street, New Orleans, LA 70119 has an urgent requirement for installation of roll down gates for our parking garages. The gates will encase the vehicular entrances and are intended to provide an additional level of security for our site.

1.2. Project Title

1.2.1. Roll Down Gates for Garages.

2. Scope of Work

2.1. The vendor/installer will provide all materials, supplies, tools and manpower to install roll up grille doors to block vehicular access to the parking garages. The vendor shall field verify all dimensions.

2.2. Needed per perspective vendor site visit and walk-through:

2.2.1. Install (3) three motorized roll up grille doors at the Staff Garage located on Rocheblave Street. One on the north side measuring approximately 25’-6” wide by 12’-6” high. One at the center measuring approximately 50’-0” wide by 10’-5” high. One on the south side measuring approximately 28’-6” wide by 12’-6” high.

2.2.2. Install (3) three roll up grille doors at the Patient Garage located on S. Galvez Street. One on the north side measuring approximately 27’-0” wide by 10’-5” high. One at the center measuring approximately 34’-0” wide x 12’-1” high. One on the south side measuring approximately 12’-0” x 12’-3”.

2.2.2.1. Government will provide locking mechanism for this item.

2.3. All work shall be performed by personnel specifically qualified and trained to install roll up grille doors. Evidence of all required licenses, as well as documentation of qualifications of personnel, shall be provided to the Contracting Officer (CO) prior to award of contract.

3. Period of Performance

3.1 The contractor shall complete the task within ninety (90) calendar days of receipt of award. To occur on or around September 1, 2019.

4. Key Personnel

4.1 The Contractor shall submit a list of the points of contact for VA’s account pertaining to testing and inspections. Submission shall include the person’s name, phone number, email and address for correspondence. For all work completed, the Contractor shall submit proof of elevator inspection and testing certification for the inspector completing the work.

5. Place of Performance

5.1 The work shall initially be performed at the New Orleans VA Medical Center 2400 Canal St., New Orleans, Louisiana. Work shall occur at the Patient Garage located on S. Galvez Street and at the Staff Garage located on S. Rocheblave Street.

6. COR Authority

6.1 In no event is the Contracting Officer’s Representative (COR) empowered to change any of the terms and conditions of the contract. All changes, to any section of this contract, shall be made only by the Contracting Officer pursuant to a properly executed modification. The types of actions within the purview of the COR’s authority are to ensure that the Contractor performs the technical requirements of the contract, and to notify the Contracting Officer of any deficiencies observed. A Letter of Designation shall be issued to the COR and a copy shall be sent to the Contractor at the time of contract kickoff meeting or post-award conference setting forth in full the responsibilities and limitations of the COR.

7. Hours of Work

7.1 Normal operational hours for the VA facilities are from 7:30 a. m. – 4:30 p. m, Monday through Friday, exclusive of Federal Holidays. All work can be included during this time. Access to the garages must be maintained at all time. The contractor can be allowed to work on weekends with special permission. Requests must be made at least 7 days in advance.

8. General Requirements

8.1. The Contractors shall furnish all labor, transportation, equipment, materials, tools, supplies, supervision, incidental engineering, and management required fabricate and install the roll up grille doors listed in accordance with TJC, ANSI, ASME and NFPA requirements.

8.2. The contractor shall provide all material necessary to fabricate the roll up grille doors.

8.2.1. The contractor shall provide, at a minimum the following roll up grille doors:

8.2.1.1.1. Shall adhere to the dimensions noted in the provided drawing.

8.2.1.1.1.1. Contractor shall still be responsible for field verifying all measurements.

8.2.1.1.2. No fewer than 6 roll up grille doors shall be provided.

8.2.1.1.3. Roll up grill doors shall be painted black to match color of existing fencing on the campus. Contractor shall color match existing paint.

8.2.1.1.4. Roll up grill doors shall be metal, mesh with openings approximately 9” x 2”.

8.2.1.1.5. All posts and bracing shall be installed by the contractor.

8.2.1.1.6. At no point may a gap exist between end posts and adjacent walls.

8.2.1.1.7. All roll down grille doors shall sit flush against their associated posts, the underside of the beams and the floor.

8.2.1.1.8. Total height from finished floor to the underside of the beams vary and shall be field verified by the contractor.

8.2.1.1.8.1. Height to be field verified by the vendor.

8.2.1.1.9. Modifications will be required to the curbs to allow the bottoms of the roll down grille doors rest flush on the existing sidewalks and driveways. This will involve saw cutting the existing curb and /or sidewalk as required and patching the concrete as required to provide a finished matching surface with the abutting pavement. The length of concrete (curb and/or sidewalk) to be removed varies at each door location from a minimum of 0 inches to a maximum of 32 inches.

8.2.1.1.10. Existing utilities, signage and bracing are located in the vicinity of the proposed locations of the roll down grille doors. The contractor shall install the gates to minimize the impacts to these features. If the lights/signage over the entrances and exits have to be relocated to accommodate the gate hood, the preference is to move the light/signage above the hood (if possible). Alternatively, provide a hood capable of supporting the light/signage and mount to lights/signage to the hood. All required conduit shall be installed in a manner that will not interfere with the operation of the gate. Lights/signage shall include, but not limited to EXIT, ENTRANCE, ENTER, OPEN, and overhead PVS clearance marker.

8.2.1.1.11. Hoods shall be formed to fit contour of end brackets and shall be constructed of sheet steel with a minimum thickness of 0.0239 inches (thicker as required if the contractor elects to mount lights/signage on the hood).

8.2.1.1.12. Electric motors with cut reduction gears, steel chain sprockets, magnetic brake, overload protection, brackets, push button controls, and accessories necessary for proper operation including emergency manual power shall be provided. The operator shall be designed so the motor can be removed without disturbing the limit-switch timing and without affecting emergency manual operators. The emergency manual operation shall be by chain-gear mechanism. The chain shall extend to within 3 feet of the floor and have a maximum opening and closing force of 25 lbf. The motor shall be single phase, high starting torque, reversible type, of sufficient horsepower to operate the door in both directions from any position and have a travel speed of 8 inches per second.

8.2.1.1.13. Provide three button type, push button switch on interior, unless noted to be key activated, with buttons marked, OPEN, CLOSE, and STOP.

8.2.1.1.14. Provide fail safe safety device at the bottom bar of electrically operated doors to immediately stop, reverse and fully open upon contacting obstructions. DO NOT use safety device as a limit switch.

8.2.1.1.15. Locate anchors and inserts for guides, brackets, motors, switches, hardware and other accessories accurately. The garages are constructed of precast concrete members with varying dimensions and locations of connection plates. The contractor shall field verify the locations of these connections and coordinate the fasteners required to install the gates and supporting steel to avoid any conflicts with the embedded steel connection plates. Additionally, the concrete walls at the Staff garage run the full length of the opening. The concrete walls at the Patient Garage do not extend the full height of the openings. At both locations, the concrete walls are non-structural walls. The contractor shall design the steel framing to accommodate these field conditions. The concrete walls on the Staff Garage and Patient Garage are approximately 9 inches and 9-1/4 inches thick, respectively. It is further noted that the concrete spandrel beam at the center opening of the Staff Garage is lower than the bottom elevation of the two adjacent openings. The contractor shall design the gates accordingly for the actual opening dimensions.

9. Travel The contractor is responsible for providing transportation/travel for all materials, supplies, personnel and all items needed for the duration of this contract unless stated otherwise elsewhere.

10. Protection of Person and Property

10.1The Government shall provide access to the facilities as necessary for services to commence. The VA Engineering, Safety or Police Services will also provide notification of any systems outages, testing or downtime to affected VA staff.
10.3Removing Employees for Misconduct or Security Reasons. The Government may, at its sole discretion, direct the contractor to remove any contractor employee from U.S. VA/VHA facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under any Contract awarded. The Contracting Officer will provide the contractor with a written explanation to support any request to remove an employee.

11. Protection of Person and Property

11.1 The contractor expressly undertakes’, both directly and through its subcontractor(s), to take every precaution at all times for the protection of persons and property, including Medical Center employees and property and its own.

11.2 The contractor shall be responsible for initiating, maintaining and supervising all safety precautions and programs in connection with the work.

11.3 The contractor shall continuously maintain adequate protection of all work from damage and shall protect the Medical Center property from injury of loss arising in connection with this contract. The contractor shall make good any such damage, injury or loss, except as may be by agents or employees of the Medical Center.

11.4 In an emergency affecting the safety or life of individuals, or of the work, or of adjoining property, the contractor, without special instruction or authorization from the Medical Center, is hereby permitted to act, at the contractor's discretion, to prevent such threatened loss or injury. Also, should the contractor, in order to prevent threatened loss or injury, be instructed or authorized to act by the Medical Center, he shall so act, without appeal. Any additional compensation or extension of time claimed by the contractor on account of any emergency work shall be determined by mutual agreement.
