Install Roll Down Gates for Garages Solicitation Number: 36C25619R0042 Questions/Clarifications
1. Will the VA provide a designated laydown area for materials? If so, where is the laydown area located? Laydown area is limited. The VA will provide a laydown space on the first floor of each garage for small tools and equipment. Materials for construction will be delivered each day and installed that day.
2. Can the VA provide the exact brand/spec and number of bollards needed for the alternative bid as well as the exact location to install? This information has been posted in an addendum.
3. Will qualified traffic control personnel be needed for traffic safety or will signs/flag waver be feasible to direct traffic away from the work area? A qualified traffic control safety person will be required when working directly in the traffic lanes. Cones and barricades shall be used around the work areas.
4. Steel will be needed to mount the roll down gates to the garage. Will the mounting hardware need to be painted a specific color? Use galvanized steel with stainless mounting bolts to mount to the garage structure, not painted.
5. Spec requires grills with metal/mesh. Will products with aluminum rods be acceptable? (See product brochure attached.) The attached brochure represents typical commercial storefront applications not applicable to vehicular traffic. Aluminum will be acceptable as-long-as the gate can withstand the impact of large vehicles including trucks.
6. Will signage be allowed to be moved in a uniform manner in-order-to accommodate exterior mounted door? It will be advantageous to the government to exterior mount the doors. It would be more advantageous to the VA if the roll down gates were mounted on the inside of the overhead beam thus avoiding relocation of the numerous signs. The scope will include the installation of a structural steel beam and columns to support the gate housing and side rails as a free-standing structure not anchored to the existing overhead precast beam. Conduit and junction boxes attached to the inside of the overhead beam would have to be relocated to accommodate the gate housing. Vertical gate rails would be mounted to the new structural steel columns and anchored to the concrete slab at the base. Shop drawings for the structure will be required as part of the scope.
7. Is there any procedure for patch work? Patch work will be needed if signs are allowed to be moved where electrical lines were previously drilled in the concrete spans. Patch work on the overhead beam would be minimal if the housing were to be mounted on the inside of the beam. Patches shall match color and texture of the precast beam.
8. Are there any specifications on the grilles that are required? The RFI stated that the grilles have to withstand a large vehicle impact or truck impact. This would be a very special grille that I would have a difficult time finding. I have called several manufacturers and they do not make an impact rated grille. I need some clarification on this. The response for this question is found in the document labeled 36C25619R0042 08 33 37 – Exterior Overhead Coiling Grilles and Exterior Side Coiling Grilles found on the FOB.gov website for this project.
9. Being that the grilles are being mounted on the inside of the parking garage, who is responsible for the removal of the support beams on the upper part of the wall and ceiling? The grilles, if mounted without removal will fall into the opening a great deal and may affect some vehicles from using the garage. The existing braces from the overhead beam to the adjacent precast double tee shall not be disturbed. The new structural steel beam and post assembly shall be installed to provide clearance from these braces as shown on submittal of shop drawings.
10. Do the columns being used to mount the grilles have to be precast into the concrete? No part of the new assembly shall be mounted to the precast concrete. The new structure and gates shall be stand-alone. Shop drawings required.
11. Can the columns be powder coat black from the manufacturer instead of galvanized as stated? Galvanized steel is preferred.
12. Is the parking garage concrete post tension? Who is responsible for the x-raying of the concrete if so? The precast members of the garage structure have prestressed tendons. If penetrations of the precast is needed, then x-raying will be required.
13. Can the large (50’) grille be divided into two grilles with a center post in the middle? The overhead grills can be reduced to a smaller profile that still covers the entire entrance and is coordinated with the traffic lanes.
14. Is there a manufacturer to be used for the bollards? Refer to document “Removable_Stand_Alone_Foundation_Bollards_approved.pdf” for information and manufacturer of the removable structural bollards currently installed at the site. This information is posted on the FOB site.
15. During the site visit, we discussed several options for mounting the roll down gates. The header could be mounted 1) on the inside of the garage opening with the bottom of the header flush to the top of the garage opening, 2) on the outside of the garage opening with the bottom of the header flush to the top of the garage opening, or 3) inside of the opening with the top of the header mounted to the top of the garage opening. It was stated by the facility engineers that the mounting would need to be standardized for all openings. There is support bracing located inside of the structure that would conflict with locating the headers on the inside of the garage opening with the bottom of the header flush to the top of the garage opening and locating them inside of the opening with the top of the header mounted to the top of the garage opening would decrease the clearance of the opening. Thus, the only option that seems practical is to locate the headers on the outside of the garage opening. Please confirm that this is the location required for installation or provide information on alternative approach. This question has been answered in question #6 on this document.
16. In at least one location, the garage opening is adjacent to a pedestrian entrance to the garage. At the site visit, the government representatives stated that these opening did not need to be covered by the roll down gates. Please confirm that the gates do not need to cover pedestrian entrances. The gates are not required at the pedestrian entrances.
17. If the headers/gates are mounted to the outside of the building, several of the openings will require the curbs that abut the buildings at the garage openings to be cut for installation of the rails for the gates, so the gates can roll down flush with the entryway. Please advise if these curbs can be cut and demolished where the rails will be installed and whether or not new curbs and/or concrete pads need to be installed around/under the areas where the curbs are cut. If so, please provide any requirements for the new curbs/pads. (FYI - The rails would be mounted to the side of the structure, so any concrete directly under the rail would not be supporting the rail.) The new overhead gates shall roll down to be flush with the driveway across the width of the gates. This will require saw-cutting of the existing curbs to allow full closure at the bottom rail. Cutting and patching of the concrete curb will be required.
18. If the headers/gates are mounted to the outside of the building, there are entrance/exit signs and security cameras that would need to be relocated. Please advise of any requirements for the relocation of these devices. The VA prefers that the roll down gates be mounted on the inside of the structure therefore no relocation of the outside signs is required.
19. Please provide information on the type of electrical circuit that should be used for powering the gates (i.e. normal power circuit, emergency power circuit, life safety power circuit). Emergency (critical) circuits shall be used for power.
20. During the site visit, it was mentioned that the government planned to include an alternate bid item for the installation of bollards at the garage entrances. Please confirm that this will be included in an amendment to the solicitation. The amendment for the bollards has already been posted.
21. Assuming that the alternate bid item for the installation of bollards is included in this scope of work, there appeared to be existing bollards that covered the entrances to the Staff Parking Garage and the side entrance to the Patient Parking Garage near the circle at the Main Entrance. Thus, the entrances from Galvez St to the Patient Parking Garage seem to be the only locations where bollard installation would be required. Please confirm that the two entrances fronting Galvez St are the only locations where bollard installation is required. Also, please provide requirements for bollard installation. Requirements for bollard installation has been posted. The new bollards are in addition to any existing site bollards.
