About this file
This is a hazardous material testing report for the renovation project of Patient Ward 3B at the Marion VA Medical Center in Marion, Illinois, conducted by Castle Hill Associates in December 2023. The report is part of the 60% Design Development submission for VA Contract #36C25523R0096.
The testing identified two types of asbestos-containing materials: exterior stucco wall coating on all floors and pipe insulation in inaccessible wall chases behind plaster walls. Lead-based paint was found on metal door frames in Stairwells 1 and 2 and Rooms 332 and 325A. Universal waste consisting of 8 exit light fixture batteries was identified in stairwells and hallways. The report includes detailed laboratory analysis from Eurofins EPK Built Environment Testing showing no asbestos detected in 15 additional material samples tested. The inspector recommends that asbestos materials must be removed if disturbed during renovation, lead-painted components must be properly handled if disturbed, and universal wastes must be disposed of according to EPA requirements if removed. All testing was conducted by Brett Brumbaugh, a certified Illinois Asbestos Inspector and EPA Lead Paint Risk Assessor.

ASBESTOS & HAZMAT TESTING SUMMARY
On December 18, 2023, Brett Brumbaugh performed asbestos and lead-based paint testing along with an inventory of universal wastes in the on the 3rd Floor of Building 1 (3B Medical Surgical Area) at the Marion VA Medical Center in Marion, IL in preparation of the renovation for Patient Privacy and ICU.
As part of this inspection, the previous asbestos testing conducted by the VA in 2010 in was utilized to develop this report in addition to the samples collected during this inspection.
ASBESTOS INSPECTION FINDINGS
As a result of this inspection, testing, and laboratory analyses, it has been determined that asbestos is present in Building 58 in the renovation area as follows:
Asbestos Containing Materials Locations Quantity
Exterior stucco wall coating Exterior of building – all floors n/a
Pipe insulation on steam & water lines Inaccessible wall chases behind plaster walls n/a
LEAD-BASED PAINT & LEAD COMPONENT FINDINGS
There was lead-based paint and lead coated components identified in the renovation areas as follows:
LEAD PAINTED/CONTAING COMPONENT LOCATIONS
Metal door frames (original frames, flush with plaster walls)
Stairwells 1 and 2; Rooms 332 and 325A
UNIVERSAL WASTES FINDINGS
There were universal wastes identified in the renovation areas as follows:
UNIVERSAL WASTE MATERIAL Locations Quantity
Exit light fixture batteries Stairwells and hallways 8 fixtures
CONCLUSIONS/RECOMMENDATIONS
ASBESTOS: The asbestos containing materials identified in the renovation areas must be removed if they will be disturbed as part of the renovation activities. If no disturbance is planned, they can be left in-place indefinitely until removal is required prior to demolition. All removal must be conducted by an Illinois licensed Asbestos Contractor.
LEAD-BASED PAINT: The building components coated with lead-based paint or lead glazing in the renovation areas must be properly handled if they will be disturbed as part of the renovation activities. If no disturbance is planned, they can be left in-place indefinitely.
UNIVERSAL WASTES: The identified Universal Wastes are not required to be removed prior to renovation, however if they are removed then they must be handled, transported, and disposed/recycled in an EPA approved facility by persons with proper training in the handling of Universal Wastes.

All samples were received in acceptable condition unless noted in the Report Comments portion in the body of the report. The results relate only to the samples as received and tested. The results include an inherent uncertainty of measurement associated with estimating percentages by polarized light microscopy. Measurement uncertainty data for sample results with >1% asbestos concentration can be provided when requested.

The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the federal government. The Company reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.
Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.
