When unit is commanded to stop, motorized dampers D-1, FSD-1 and FSD-2 shall be fully closed. When unit is commanded to run, dampers FSD-1 and FSD-2 shall be fully open, and damper D-1 shall open to minimum position unless in economizer mode.

2. Fan shall operate continuously during occupied mode.

B. Air Flow Control

1. On start-up the supply fans shall be ramped up to speed to prevent over pressuring the duct.

2. The supply air flow shall be controlled by the DCP modulating supply fan variable speed motor controller

(VSMC) to maintain the duct static pressure setpoint (set at 1.25 inches static pressure adjustable) as sensed by SPS static pressure sensor (see plans for location - the discharge static sensor shall be mounted 2/3rds down the supply duct.). Fan speed shall not be allowed to drop below 2,500 CFM output minimum air flow.

2. The DCP using high pressure sensor SPS-1 located at the supply fan discharge shall prevent the supply fan from developing over 4.0” w.g. of static pressure. If static pressure at SPS-1 exceeds 4.0” w.g. supply fan shall shut “OFF” and an alarm sent. If static pressure at SPS-1 falls below 0.35” w.g. an alarm shall be sent.

3. The minimum OA shall be set to 500 cfm.

4. Outside air, supply air, and return air flow shall be measured by an air flow measuring station located in the respective ducts/unit.

C.Filters

1. Pre-filter differential pressure shall be monitored at the DCP terminal in addition to local manometer, service notice shall be displayed with differential pressure exceeds 0.65” wg., alarm shall sound if differential pressure exceeds 1.0” wg.

2. Before-filter differential pressure shall be monitored at the DCP terminal in addition to local manometer, service notice shall be displayed with differential pressure exceeds 0.65” wg., alarm shall sound if differential pressure exceeds 1.0” wg.

3. After-filter differential pressure shall be monitored at the DCP terminal in addition to local manometer, service notice shall be displayed with differential pressure exceeds 1.25” wg., alarm shall sound if differential pressure exceeds 1.5” wg.

D. Heating, Economizer, and Cooling

1. Pre-Heat Mode: Steam IFB steam preheat coil 2-way control valve (no) shall be modulated in sequence with face and bypass damper to maintain average coil discharge temperature same as the MA Temp Setpoint minus 2°F (adj.). Should coil discharge temperature fall below 35f or rise above 55f, alarm shall sound at the DCP terminal. Should discharge air temperature fall below 35f (adj) the steam valve shall open 100% and bypass damper shall fully close and the dampers will be 100% face, and second alarm notification shall sound. Preheat will be locked out above 50°F OA (adj.) temp and the dampers shall go to full bypass.

2. Economizer Mode: Below 55°F OA Temp

a. The DA Temp Control Loop shall modulate the economizer to maintain DA Temp Setpoint. A Mixed Air

Lo Limit Loop shall prevent the MA Temp from dropping below the MA Setpoint. The MA Setpoint shall be the same as the DA Setpoint minus 2°F (adj.) If the unit does not have a preheat coil the Mixed Air Lo Limit Loop shall be capable of overriding the minimum position. This is to prevent the unit from tripping off on the Low Limit Safety.

b. Preheat coil: The minimum position shall not be overridden by the Mixed Air Lo Limit Loop. The preheat coil will modulate to maintain the PH Temp at the preheat setpoint. The PH Temp setpoint shall be the same as the MA Temp Setpoint minus 2°F (adj.) The control loop shall be sequenced so that the economizer is at minimum position before the preheat valve is opened.

c. Chilled Water will be locked out below 50°F OD Temp.

d. Preheat if equipped will be locked out. Above 50°F OD Temp.

3. Combined Chilled Water Economizer Mode:

a. When OA Temp is suitable for free cooling OA Temp below 68 to 72°F dry bulb and enthalpy below

22-24 BTU\LB Note: Comparing OA and RA enthalpy and using the air that contains the least amount of total heat is also acceptable.

b. The DA Temp Control Loop shall modulate the economizer to maintain DA Temp Setpoint. If the economizer is at 100% and the DA Temp is above setpoint the Chilled Water Valve will modulate to meet the DA Temp Setpoint. The economizer shall be 100% open before the chilled water valve is allowed to open.

c. Preheat will be locked out.

4. Chilled Water Mode:

a. When OA Temp is no longer suitable for free cooling. OA Temp above 68 to 72°F dry bulb or enthalpy above 22-24 BTU\LB, the chilled water-cooling coil 2-way control valve (nc) shall be modulated to maintain coil discharge temperature at its setting of 55of. Supply air temperature shall be monitored at the operator's terminal. Should discharge air temperature deviate from set point by 5f, an alarm shall sound at the ECC terminal.

b. OA Dampers will be at minimum position.

c. Preheat will be locked out.

E. Humidifier

1. Supply air duct humidity sensor shall modulate 2-way steam humidifier control valve (nc) to maintain supply air humidity at 45% rh. Supply air humidity shall be monitored at the DCP and ECC. Should discharge relative humidity exceed 90% rh alarm shall be sound at the DCP and ECC, humidification shall be discontinued. Should exhaust air humidity fall below 25% rh, alarm shall sound at the DCP and ECC.

2. DCP shall close valve V-3 whenever the supply fan is off. Valve V-4 shall be interlocked with a temperature switch to keep the humidifier off until condensate temperature approaches steam temperature.

3. Should high level condensate be detected in the drain pan, steam control valve shall close, and alarm shall sound at the DCP and ECC.

F. RA Humidity Control Sequence

1. The DA Temp setpoint shall be reset to lower the setpoint on rise in RA Humidity. Per ASHRAE the setpoint shall not exceed 65 %RA. Setpoint may be lower for comfort reasons. VAV reheat will modulate to maintain desired supply temp.

Heating Water Controls A. Convertor Control

1. When pumps 4-HP1 or 4-HP2 are in operation, the steam control valve V-1 shall modulate to maintain the water supply temperature at the control point (180 deg. F.)

2. The water supply temperature shall be reset inversely with the outdoor air temperature as:

a. When O.A. temperature is 65 deg. F, water temperature to be 120 deg. F.

b. When O.A. temperature is 22 deg. F, water temperature to be 180 deg. F.

B. Heating Pumps

1. Pumps 4-HP1 and 4-HP2 shall be started and stopped by hand-off-auto switch in the starter, and when in the auto position by the DCP or remotely by the ECC.

2. When the pump starts, the convertor controls shall be energized.

3. In auto position, pump speed is controlled by DDC to maintain set differential pressure as sensed by the differential pressure sensor located at the top of the riser. The two pumps shall be alternated and staged on depending on the demand when the load is sensed through the VFD interface on the two pumps drop below 40% per pump, one pumps will be de-energized with one pump running if the load on one pump exceeds 95 % of the full load for a period of 10 minutes, the second pump is energized.

4. Temperature transmitter in the hot water leaving the convertor shall, through the DCP, modulate convertor steam valve in parallel to maintain the supply temperature control point, provided pump runs.

5. The DDC shall monitor rpm and gpm of the pumps and shall not allow operation of the pumps at or beyond their published “End of Curve”. Upon sensing an end of curve condition, via a pump curve equation, the next pump will be staged ON.

6. Alarm on pump failure detected via current sensing switch. Upon failure of pump, next lag pump starts automatically.

7. The VFD will have a very low minimum speed setting 25% speed to eliminate any dead-head situation.

8. Alarm on pump failure detected via current sensing switch. Upon failure of pump, next lag pump starts automatically.

9. Pump failure response:

1. If lead pump is enabled but status is not proved for 30 seconds

a. Lag pump enables

b. Lead pump remains enabled

c. Non-latching pump failure alarm is generated for lead pump

2. If lag pump is enabled but status is not proved for 30 seconds

a. Lead pump remains enabled

b. Lag pump remains enabled

c. Non-latching pump failure alarm is generated for lag pump

10. Lead pump designation rotation

1. Lead pump designation will be rotated via a user adjustable schedule, initially set to rotate the 4th Tuesday of each month at 9 am.

2. During rotation, outgoing lead pump remains enabled for 1 minute after incoming lead pump is enabled. During this period, they will receive the same speed signal.

Cooling Water Controls (Pumps 4-CHP1 & 4-CHP2) A. The secondary chilled water pumps are energized through action of H-O-A switch located on the VFD cover when in hand position and by DDC when in auto position. In hand position, pump motor speed is controlled by manual switch.

B. In auto position, pumps shall be allowed to operate when the chilled water supply main has a water temperature of 50f or lower.

C. Pump speed is controlled by DDC to maintain set differential pressure as sensed differential pressure is located at the top of the riser. The two pumps shall be alternated and staged on depending on the demand when the load is sensed through the VFD interface on the two pumps drop below 40% per pump, one pump will be de-energized with one pump running if the load on one pump exceeds 95 % of the full load for a period of 10 minutes, the second pump is energized.

D. The DDC shall monitor rpm and gpm of the pumps and shall not allow operation of the pumps at or beyond their published “End of Curve”. Upon sensing an end of curve condition, via a pump curve equation, the next pump will be staged ON.

E. The VFD will have a very low minimum speed setting 0-5% speed to eliminate any dead-head situation.

F. Alarm on pump failure detected via current sensing switch. Upon failure of pump, next lag pump starts automatically.

G.Pump failure response:

1. If lead pump is enabled but status is not proved for 30 seconds

a. Lag pump enables

b. Lead pump remains enabled

c. Non-latching pump failure alarm is generated for lead pump

2. If lag pump is enabled but status is not proved for 30 seconds

a. Lead pump remains enabled

b. Lag pump remains enabled

c. Non-latching pump failure alarm is generated for lag pump

General Information

A. All values shall be adjustable.

B. Existing floor plan graphics and associated equipment relationships shall be updated to reflect as-built conditions.

C. Coordinate all controls, sequences, and points list with Johnson Controls, the local VA Facility vendor, the COR, and VA maintenance personnel.
