The references sheet numbers do not apply to this project. They are on an AutoCAD layer that was accidently left on. These can be ignored.
17. Drawing 4-MH-113A references Sheet AE210, AE211, & AE212. Are these sheets needed, if so, will these sheets be provided?
The references sheet numbers do not apply to this project. They are on an AutoCAD layer that was accidently left on. These can be ignored.
18. A representative from JCI who was at the solicitation site visit asked us if the upgrade to the main server was in the initial Phase 1 and 2 construction contract or another subsequent phase. The main server is in building 1 and not building 4 so I told him I needed to research the answer and to make sure the question was submitted as a bidder inquiry.
Response: In review of the project drawings, they do not reference the upgrade to the
JCI server or ADX software. I did find it in the project specifications. Specification section 23 09 23 Direct-Digital Control System for HVAC Part 1 paragraph 1.1 states:
“B. The existing Facility Management System serving the VAMC Topeka campus is a
Johnson Controls Metasys system. The existing Application & Data Server (ADX) hardware is aging and needs to be upgraded. Under this project, the server hardware and operating system software will be upgraded by Johnson Controls. Hardware and
O/S software will meet or exceed the current specifications required for the latest revision of ADX software. ADX software will be installed under the current JCI Service
Agreement after the upgrade of the hardware and O/S is complete.
C. As part of the normal submittal process for this project, the ADX server hardware submittal will be included for review & approval by the Design Engineer and VAMC personnel.
D. In conjunction with the upgrade of the ADX server, this project shall also include the upgrade to the Metasys User Interface (MUI) user experience. All existing global controllers connected to the server will be upgraded to utilize the MUI application.
Existing system graphics will be re-used and will be accessible as part of the MUI upgrade.”
The intent is to upgrade the service and then the program campus wide in addition to the
DDC for building 4. All work outlined in this specification section needs to be executed under this contract. SOW will be edited to reflect this omission.
19. The Basis of Design AHU manufacturer has advised the factory lead time for the unit is currently running 24-26 weeks. Submittals could take 4 weeks to produce as well.
Taking into account additional time needed for submittal review, procurement and shipping, it's estimated that it will take approximately 9 months to receive the AHU if all goes smoothly. Given that there is 365 days to complete the project, please confirm the VA will take into account manufacturer lead times, and extend the period of performance for the contractor as needed.
Response: The government will adjust the contract POP based on submitted evidence presented from the Prime contractor via order form or bill of lading for component lead times and availability of equipment.
20. Please confirm the project requires the removal of the existing chiller located in the sub- basement area. Please also advise if new chilled water piping risers running from the sub-basement through the floors above will be required as part of the scope of work on this project.
This project includes the removal of the existing chiller located in the sub-basement area.
21. Please advise if any new construction of chases will be required as part of this project for hydronic piping or ductwork risers between the basement and the floors above.
There are no new chases being constructed as part of Phase 1 or Phase 2.
22. Please advise if there will be any temporary heating requirements as part of this project's HVAC scope of work. If so, please explain the expectations for temporary heating services.
There are no temporary heating requirements. Primary method of heating are low pressure steam radiators which are not affected by this project.
23. Please confirm there is work required on the project beyond the sub-basement and basement areas. Furthermore, please confirm Phase 2's scope of work includes architectural work in closets located on the first and second floors.
Response: Phase 2's scope of work does includes architectural work in closets located on the first and second floors.
Specifications – Phases 1 and 2 will be the only Phases awarded with this project at this time.
Disregard specification sections that do not apply to Phases 1 and 2.
Drawings – Phases 1 and 2 will be the only phases awarded with this project at this time.
Disregard the other phases in the drawings that do not apply for Phase 1 and 2 for this project.
24. While reviewing the Quality Control specification 01 45 00, it appears there is a requirement in paragraph 3.4.B for the CQC system manager to be on site at all times during construction. Please advise if the CQC system manager can be remote most of the time, instead of always on site.
Response: The Superintendent shall be physically present at the on-site project office anytime work is being performed.
25. In specification 01 45 00 / 3.4.C, there is a requirement for CQC personnel to be on site. For Mechanical and Electrical work, the matrix specifies the CQC personnel must be graduate engineers for their respective areas. For a project of this size and scope (especially since the reduction to Phase 1 and 2), we do not typically see these engineering education requirements for CQC personnel. Please advise if the CQC personnel can posses experience in place of graduate engineering degrees. Please confirm one CQC can serve multiple areas of construction for the project.
Response: See response for #24. There will be no change in engineering education requirements.
26. Please advise if the SSHO for the project can also serve as the CQC for the contractor.
See response for #24. (Note: no more than two key positions may be held by the same person.)
27. Are there any hazardous materials in this project in addition to the lead based paint on the pipe hangers as discussed at the pre bid?
LEAD: No additional sources of Lead are expected.
ASBESTOS: From the Design Narrative: A hazardous material investigation has been completed and is attached to this report. The only hazardous materials found are the transite panels located behind the steam radiators which are not in the scope of this project.
28. Is this project tax-exempt?
Response: Yes, Kansas State Dep of Revenue exemption will be issued at award.
29. What is the system pressure of the Low-Pressure Steam?
5 PSI
30. What is the system pressure of the Medium Pressure Steam?
30 PSI
31. What size piping is the existing chilled water for the tie-in point in B07?
8 INCH
32. What is the chilled water system pressure?
40 PSI
33. Does the AHU need UV Lighting provided in the Return Air?
No.
34. What is the system pressure of the heating hot water?
60 PSI
35. If possible, please provide marked up electrical drawings with clouds on the electrical work that is included in the new project scope.
This is the responsibility of the Construction Contractor during his review of the drawing during proposal process. The AE can not provide this information within the short solicitation timeline provided. Vendor are asked to make their bast offer with information provided.
36. Please confirm new electrical work will only include new light in the basement ceiling and homerun for AHU B-1, Pump 4-CHP-1, Pump 4-CHP-2 fed from existing panelboards SR & SR-1.
This is correct.
37. Please confirm New Panelboards and any associated work encompassing Panels LPDP and LPA is excluded from the project SOW.
This is correct.
