About this file
This is an Asbestos & Hazmat Testing Report for a 65% construction document submission related to bathroom renovation work at VA Illiana Healthcare System in Danville, Illinois (VA Project 550-25-108). The report documents findings from testing conducted on February 7, 2025, by inspector Brett Brumbaugh of Castle Hill Associates.
The testing identified asbestos-containing materials (ACM) requiring removal in both Building 103 and Building 72. In Building 103, approximately 128 mud fittings on domestic water line insulation in restroom pipe chases and ceiling plenums tested positive for 10% chrysotile asbestos. In Building 72, 6 mud fittings in Room 6A storage and 30 linear feet of pipe insulation on steam lines tested positive for chrysotile asbestos, along with 3 window units containing 3% chrysotile asbestos in glazing and caulking. Lead-based paint components were also identified: 9,680 square feet of tan ceramic wall tile in Building 103 restrooms tested positive for lead (13.8-14.7 mg/cm²), and Building 72 contained lead-based paint on 3 window units and 4 doors/frames. The cost estimate for asbestos removal, testing, and lead paint handling totals $24,500.00, including OSHA testing, Virginia VPIH air monitoring, and contractor overhead with prevailing wage rates for Danville, Illinois. The inspector holds a current Illinois Asbestos Inspector License (#100-09972) and EPA Lead Paint Risk Assessor certification (#LBP-R-I216003-1). Laboratory analysis was performed by Eurofins Built Environment Testing Central, LLC (NVLAP Lab Code 600194-0), which is accredited for asbestos fiber analysis to ISO/IEC 17025:2017.

ASBESTOS & LEAD TESTING SUMMARY
On February 7, 2025, Brett Brumbaugh performed asbestos and lead-based paint testing in Buildings 103 and 72 at the Danville VA Medical Center in Danville, IL in preparation of the renovations in 8 bathrooms in the buildings.
As part of this inspection, the previous asbestos testing conducted by Castle Hill Associates in 2018 were utilized to assist in developing this report. Castle Hill conducted this survey for the VA and sampled all suspect materials in the building. Asbestos was found during that survey in both buildings.
ASBESTOS INSPECTION FINDINGS
As a result of this inspection, testing, and laboratory analyses, it has been determined that asbestos is present in the renovation areas of B103 and B72 as follows:
water lines
Restroom pipe chases and ceiling plenums in 106B, 106C, 107B, 107C, 136C, 159C, and 160C
~128 fittings water lines
Room 6A storage/mech. 6 fittings
Pipe insulation on steam lines Loft above Rooms 6 and 6A 30 linear feet
Window glazing & caulking on metal window units
Room 6 and 6A windows 3 window units (5’x6’)
LEAD-BASED PAINT COMPONENT FINDINGS
As a result of this inspection and XRF testing, the following lead-based paint components are present in the 2 buildings:
Lead Containing Components Locations Quantity
Tan ceramic wall tile Restrooms 106B, 106C, 107B, 107C, 136C, 159C, and 160C
9,680 sf
Lead Based Paint Components Locations Quantity
Window frames on metal window units (interior and exterior paint)
Rooms 6 and 6A exterior windows 3 window units (5’x6’)
Wood doors and door frames Rooms 5, 6, 6A, and 7 4 doors & frames
CONCLUSIONS/RECOMMENDATIONS
ASBESTOS: The asbestos containing materials identified in the renovation areas in both buildings must be removed by an Illinois licensed Asbestos Contractor in compliance with VA and US EPA asbestos regulations.
LEAD PAINT: Lead-based paint (LBP), lead coating building materials, and Lead-containing paint (LCP) is not required to be removed prior to renovation or demolition. According to the OSHA Lead in Construction Standard (1926.62), anyone who might create a dust by disturbing paint with any concentration of lead are required to conduct an initial exposure assessment of their workers or rely on historical data from a previous project to determine whether the action level (30 ug/m3) for airborne Pb will be exceeded during the project. All other requirements of the OSHA Lead standard would also apply to the contractors who will disturb the paint during renovation or demolition.

All samples were received in acceptable condition unless noted in the Report Comments portion in the body of the report. The results relate only to the samples as received and tested. The results include an inherent uncertainty of measurement associated with estimating percentages by polarized light microscopy. Measurement uncertainty data for sample results with >1% asbestos concentration can be provided when requested.

The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the federal government. The Company reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.
All components not quantified as asbestos content and non-asbestos content are considered to be non-fibrous matrix components. Matrix components may include, but are not limited to, gypsum, paint, silicate minerals, vinyl, binder, calcium carbonate, tar, and foam.
Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.
