This document is an amendment to an invitation for bid for an HVAC controls upgrade project at a Veterans Affairs medical center. The project involves upgrading terminal units and installing a direct digital control system. Key details include specifications being revised to allow the use of BACnet MSTP instead of requiring BACnet IP due to lack of dedicated infrastructure. Phasing information is provided to coordinate work between trades. Clarifications are provided for terminal unit locations and schedules. Insulation requirements on VAV boxes are also clarified. Reflected ceiling plans from a previous amendment are reattached for clarity.
The related federal contract opportunity provides additional context that this is project number 539-21-111 to upgrade terminal units at the VA medical center in Cincinnati, Ohio. The solicitation number is listed as 36C25021B0125 and was issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10.

7. Question: 10/8/21 - Per the spec section 23 36 00 2.2 C.1 the VAV boxes should have a foil faced rigid insulation. The spec also calls for this insulation to be fully encapsulated and faced with perforated metal or coated.
