About this file
This document is Amendment No. 7 to a Department of Veterans Affairs (DVA) Request for Lease Proposals (RLP) for a Primary Care PACT Clinic in Grand Junction, Colorado, solicitation number 36C24W25R0055. The amendment addresses six key questions from potential lessors regarding space requirements, technical details, and service provisions. Key clarifications include: the 15-day timeline for construction documents is flexible, Exhibit B.1 Space Program should be used for offer preparation, an Operations Room will be needed but a Holding Room will not, the Duress Alarm must annunciate at a security firm, and the Lessor will provide fire and security monitoring with guest wi-fi while the VA will provide its own network.
The proposal deadline is 12:01pm Mountain Time on Thursday, August 21, 2025, with offers to be submitted via email to mati.weiderpass@va.gov with a copy to william.maddox@va.gov. The amendment emphasizes that potential offerors should use their best judgment for certain space and sizing discrepancies, with details to be worked out during the Design Intent Drawing (DID) process. Rent commencement will only occur after acceptance of the fully built-out space, providing an incentive for timely completion of the project.

Amendment No. 7 Department of Veterans Affairs (DVA)
Grand Junction, CO – Primary Care PACT Clinic VA Request for Lease Proposals (RLP)
No.36C24W25R0055
The purpose of this Amendment is to provide responses to the following requests for information:
Question 1: In Section 4.01D of the Form L100, there is a call for 15 working days to provide CD’s. For a project of this size and complexity, we typically see closer to 180 calendar days for this scope. Would it be possible for VA to reconsider this language?
Answer 1: The 15 days for CD’s is after approval of the DID’s. It is not typical for the VA to wait 180 days to receive the CD’s after the approval of the DID’s. That said, the time frames in Section 4.01 are working guidelines. They are not “Time is of the Essence.” The VA understands that the work may take longer than 15 days. The VA will use the “reasonable” standard. The offerors are reminded that rent commencement only occurs after acceptance of the fully built out space, thus there is an incentive for the lessor to complete the plans and the buildout in a timely manner.
Question 2: Exhibit B.2 includes Room Templates for the following rooms which are not accounted for in the Exhibit B.1 ASR Space Program:
-Conference Room; Nurse Station; Audio Program / Fitting; Audio Exam
We let Exhibit B.1 Space ASR Program rule, please confirm this is correct.
Answer 2: Use the Exhibit B.1 Space Program for the purpose of making an offer. But, during the DID process there may be revisions to the Space Program.
Question 3: Exhibit B.1 shows Lab @ 150 SF, but Exhibit B.2 shows Lab @ 210 SF.
We let Exhibit B.1 Space ASR Program rule, please confirm this is correct.
Answer 3: These details will be worked out during the DID process. For the purpose of responding to the RLP, the potential Offerors should use their best judgment.
Question 4: (This is a repeat of Question 20 from Amendment #6) Police Operations Room and Holding Room (CROP1 and POHO1, respectively, as listed in PG-18-9) are mentioned in sections 4.1.11 and
5.3.6.2 of Exhibit B.3. Please confirm that these spaces will not be required.
Answer 4: An Operations Room WILL be needed. A Holding Room will NOT be needed.
Question 5: (This is a repeat of Question 25 from Amendment #6) Where shall the Duress Alarm described in section 4.1.6 of Exhibit B.3 annunciate? Shall it go direct to local police authorities, a private security firm separately contracted for, or to the reception desk?
Answer 5: The Duress Alarm needs to annunciate at a security firm.
Question 6: Please confirm that telecommunication services are NOT to be provided by Landlord and included in Landlord Operating Costs. These pertain to the monthly services to be included in the fully-services lease, not the TI scope of work; Please confirm that other than services necessary for Landlord provided fire and security monitoring services, telephone and internet services for VA clinic operations are not to be provided by Landlord.
Answer 6: Fire and Security monitoring, along with Guest wi-fi shall be provided by the Lessor. The VA network will be provided by the VA.
REMINDER: The time for submitting questions has passed. The deadline for submitting offers is 12:01pm Mountain Time on Thursday August 21, 2025 by email to mati.weiderpass@va.gov with copy to william.maddox@va.gov .
All other requirements remain unchanged.
