About this file

This document is Amendment No. 3 to a Department of Veterans Affairs (DVA) Request for Lease Proposals (RLP) for a Primary Care PACT Clinic in Grand Junction, Colorado. The amendment provides responses to 11 clarifying questions about the lease opportunity, addressing specific requirements such as delivery truck access, facility features, and technical specifications. Key details include the VA seeking between 20,500 and 21,588 ABOA SF (not to exceed 24,287 RSF), anticipating an award in Fiscal Year 2026, and specifying delivery trucks as 24 ft box trucks operating during business hours.

The amendment clarifies several facility requirements, noting that a patient drop-off canopy and backup generator are not required. It provides guidance on potential site considerations, such as proximity to a Bingo Hall, and directs potential offerors to specific exhibits for detailed requirements on perimeter fencing, duress alarms, and electronic access card systems. The solicitation is for a 20-year lease term with a 10-year firm term, targeting an estimated occupancy date of January 1, 2027, for a Community-Based Outpatient Clinic (CBOC) in the Grand Junction area.

Amendment No. 3 Department of Veterans Affairs (DVA)

Grand Junction, CO – Primary Care PACT Clinic VA Request for Lease Proposals (RLP)

No.36C24W25R0055

The purpose of this Amendment is to provide responses to the following requests for information:

Question 1: Is a patient drop-off canopy required at the main public entrance of the facility?

Answer 1: A canopy is not required.

Question 2: Would a designated loading zone outside the building be an acceptable alternative to a loading door for deliveries and service access?

Answer 2: Maybe. It depends on the location and ease of getting deliveries to the final location.

Question 3: Do you know what type and size of delivery trucks are anticipated to access this site for deliveries? Do you know if these deliveries are being made during a certain time of day?

Answer 3: 24 ft box truck during business hours.

Question 4: We are requesting a 2-week extension to the RLP due date.

Answer 4: It’s too early to consider an extension.

Question 5: Can you confirm the VA does NOT want a backup generator?

Answer 5: A backup generator is not required.

Question 6: Can you confirm that a site in close proximity to a Bingo Hall would be considered incompatible or conflicting uses due to the gambling nature of bingo halls?

Answer 6: The presence of a Bingo Hall is not a reason to exclude a prospective offer, but depending on its prominence to visiting veterans, it may result in a lower score on the Evaluation Factor in the RLP at paragraph 4.05.A.7.

Question 7: Can you provide an estimate of an anticipated award date?

Answer 7: The award is anticipated to occur in Fiscal Year 2026.

Question 8: What is the maximum RSF for the clinic?

Answer 8: The VA is seeking between 20,500 and 21,588 ABOA SF. To achieve this number of ABOA SF, the VA realizes that Rental SF might be larger, but in no case is it permitted to be larger than 24,287 RSF.

Question 9: Is a perimeter fence required?

Answer 9: Requirements regarding fences can be found on pages 14, 41, and 44 of Exhibit B.3, and at para 1.2 and 1.11 of Exhibit C.

Question 10: Are Duress Alarm buttons required at Reception or any other location in the building?

Answer 10: Requirements for Duress Alarms can be found in Exhibit B.2 pages 25 to 28; Exhibit B.3, page 11, paragraph 4.1.6; and Exhibit C, paragraph 5.7.

Question 11: Are card readers required on Exam Rooms (or other similar rooms, like Consult Rooms);

either from the PACT area or the patient corridor?

Answer 11: Requirements for card readers and electronic access can be found in Exhibit B.2, pages 25 and 26; Exhibit B.3, paragraph 4.1.7 on page 11; and Exhibit C, paragraphs 3.13, 3.14, 4.2, 4.3, and 5.5.

All other requirements remain unchanged.
