About this file
This document is Amendment No. 2 to a VA Request for Lease Proposals (RLP) for a Primary Care PACT Clinic in Grand Junction, Colorado, solicitation number 36C24W25R0055. The amendment provides clarification on lease requirements, specifically addressing the rent structure and Tenant Improvements (TI). The VA is seeking a fully-serviced lease with two rent components: A) Shell rent for a "warm white vanilla box" including proportionate real estate taxes, insurance, management, and building maintenance, and B) Operating Expenses covering utilities and janitorial services.
Regarding Tenant Improvements, the VA is not requesting an allowance from the lessor, and the $330 per square foot mentioned is an estimate. The lessor is expected to secure and oversee a contractor for the build-out, funding the TI through Beneficial Occupancy. The VA will then reimburse the lessor for TI costs, either in a lump sum or amortized over a 10-year period with interest. The lease is anticipated to be a 20-year term (10-year firm term, 10-year soft term) with estimated occupancy on 1/1/2027, seeking approximately 20,500-21,588 ABOA square feet in the Grand Junction area.

Amendment No. 2 Department of Veterans Affairs (DVA)
Grand Junction, CO – Primary Care PACT Clinic VA Request for Lease Proposals (RLP)
No.36C24W25R0055
The purpose of this Amendment is to provide responses to the following requests for information:
Question 1: Generally speaking is this asking for $330 PSF in TI above as-is or vanilla shell with utilities in good working order?
Answer 1: The VA is looking for a fully-serviced lease. The rent bid we are looking for is broken down into 2 parts: A) the Shell rent for a warm white vanilla box, which would include the current level of proportionate real estate taxes, insurance, management, and building maintenance, and B) the Operating Expenses, which would include, amongst other items, the proportionate share of all utilities, and janitorial services. [See Exhibits F and G of the RLP for details of the rent components.] As for the TI, the VA is not looking for any allowance from the lessor. The Shell rent bid should not include any such allowance. The $330 for TI in para 3.07.A.1. of the RLP is an estimate of the cost for TI. We won’t know the exact cost until after lease award and completion of the construction drawings and an accepted bid for the build-out. We expect the lessor to secure a contractor for the build-out, to oversee the contractor during the build-out, and to fund the TI through the Beneficial Occupancy. At that point the VA typically reimburses the lessor for the cost of TI in a lump sum but reserves the right to amortize the TI over a 10-year period with interest.
All other requirements remain unchanged.
