About this file
This document is Amendment No. 4 to a VA Request for Lease Proposals (RLP) for a Primary Care PACT Clinic in Grand Junction, Colorado. The amendment addresses three key questions from potential lessors: (1) lease term details confirm a 20-year lease with 10 years firm and 10 years non-firm with a reasonable termination notice period, (2) the anticipated award date is Fiscal Year 2026, and (3) HVAC system requirements clarify that clinical HVAC upgrades will be included as Tenant Improvements (TI) and reimbursed to the lessor, separate from the shell rent calculation on GSA Form 1364. The solicitation seeks approximately 20,500-21,588 ABOA square feet for a Community-Based Outpatient Clinic (CBOC) with an estimated occupancy date of January 1, 2027, under solicitation number 36C24W25R0055.

Amendment No. 4 Department of Veterans Affairs (DVA)
Grand Junction, CO – Primary Care PACT Clinic VA Request for Lease Proposals (RLP)
No.36C24W25R0055
The purpose of this Amendment is to provide responses to the following requests for information:
Question 1: 1. Will the VA consider a 15-year firm term (20 year total) lease on this procurement?
Answer 1: The VA is looking for a 20 year lease, with 10 years Firm, and an additional 10 years non-firm. The non-firm term should have a reasonable notice period to terminate.
Question 2: What is the estimated award date for this solicitation? Specifically, for proposals that require acquiring land, permitting and building a new facility, when can one expect the VA to make a decision for a successful proposal?
Answer 2: The award is anticipated to occur in Fiscal Year 2026.
Question 3: The Lease calls for the standard HVAC design of .75 cfm of air per ABOA sf for the shell. The VA usually asks for all of the required HVAC to be part of the shell. Which is it in this case?
Answer: Since the VA clinical HVAC requirements are significantly above the standards for typical office spaces, the VA prefers to include the upgraded HVAC system(s) as part of TI that will be reimbursed to the lessor. Therefore, the cost for the clinical upgraded HVAC system should not be included when determining the amount of Shell Rent that will be offered on GSA Form 1364 ( Exhibit F of the RLP)
All other requirements remain unchanged.
