About this file
This document is Amendment No. 1 to a Veterans Affairs (VA) Request for Lease Proposals (RLP) for a Primary Care PACT Clinic in Grand Junction, Colorado, solicitation number 36C24W25R0055. The amendment addresses three key questions from potential offerors: space requirements, set-aside status, and land parcel suitability. The VA clarified that the total required space is 20,500+ square feet, with some space allocation for hallways and corridors not yet specified, and directed interested parties to consult the VA design guide for PACT Space Module details. The contracting officer confirmed the project is not an SDVOSB set-aside, as the "Rule of Two" criteria for veteran-owned small business procurement were not met. Additionally, the VA placed the onus on offerors to review the RLP and its exhibits to determine if their proposed land parcel meets the technical requirements for submission.

Amendment No.1 Department of Veterans Affairs (DVA)
Grand Junction, CO – Primary Care PACT Clinic VA Request for Lease Proposals (RLP)
No.36C24W25R0055
The purpose of this Amendment is to provide responses to the following requests for information:
Question 1: I do see your request for 20,500+ sq ft in the body of your email however exhibit B1 shows quantity and types of rooms that total 16,779. I think i would need to know how the type and size of rooms you would wish to fill that remaining space with, in order for architect to draw up things as well as MEP requirements…Or am I overthinking things??
Answer 1: Until we have a specific space to review and what it’s functional limitations will be (e.g.
columns and other architectural elements that limit the potential layout) it isn’t possible to answer this question. The space program also does not specify the hallways and other connection corridors necessary as those are layout dependent. Some of the space will be utilized by those. Below is a link to VA design guide for a PACT Space Module and the design narrative for VA leased CBOC’s. This information is available to everyone on the VA technical Information Library website.

Question 2: Is this project an SDVOSB set aside?
Answer 2: No. Generally, the “Rule of Two” requires that the CO set-aside a procurement for SDVOSB’s or VOSB’s “if the contracting officer has a reasonable expectation that two or more small business concerns owned and controlled by Veterans will submit offers and that the award can be made at a fair and reasonable price that offers best value to the United States.” VAAR 802.101. In this case the contracting officer has determined that the criteria for a set-aside have not been met.
Question 3: I saw the RLP for Grand Junction was released today and was curious if the VA had any thoughts on the land parcel we previously submitted during the Sources Sought phase? Ie, does it meet the technical requirements enough to allow me to submit it for the formal bid process.
Answer 3: It is up to the Offeror to review the RLP and all its Exhibits to determine if the requirements can be met.
All other requirements remain unchanged.
