“CORRECT FCA DEFICIENCIES WITH HISTORICAL CHAPEL BUILDING 13” PROJECT
FOR THE
JAMES H. QUILLEN VA MEDICAL CENTER
MOUNTAIN HOME, TENNESSEE
PROJECT NUMBER: 621-20-101
RFI RESPONSES, UPDATED DRAWINGS AND SPECIFICATIONS
FOR AMENDMENT 0005
REQUEST FOR INFORMATION
RFI #1
Provide location of GC lay down area on VA campus in proximity of the work to be completed Response:
There is an available lawn area to the immediate east of the chapel building that is available for construction laydown. Contractor would be responsible to maintain lawn and reseed/straw where damaged at the conclusion of the project.
RFI #2
Confirm that the VA will provide temporary power available for GC use at GC trailer with understanding that GC will be responsible for connection / disconnection Response:
The VA will provide temporary power. GC will be responsible for connection / disconnection.
RFI #3
AE402 (sheet 32 of 75) – can you supply us with the 'Organ Evaluation Report?' The RFP makes mention of 'electric action' windchests as opposed to the 'existing electro-pneumatic' style.
Response:
See Organ Evaluation Report.pdf provided in Amendment 0001.
RFI #4
Confirmation of basic organ chamber measurements (length, width, depth, and height)
See Organ Evaluation Report.pdf provided in Amendment 0001 and scale drawings for general measurements.
RFI #5
Confirmation of organ age and manufacturer.

RFI #6
Existing bell.
A. What is the dimension of the existing bell? (Measured at its opening) B. Are there any markings/ inscriptions on the bell that might indicate the year the bell was cast?
C. General Note ‘C’ indicates that the bell is to be ‘sealed’ – this is not recommended D. This is a bronze bell and bronze will ‘patina’ but not ‘oxidize.’ The natural patina on a bronze bell does not harm the bell in any way.
E. Applying a sealer to the bell will ‘deaden’ the sound of the bell when it is struck.
Advise on the final process. Furthermore, any sealer will yellow and crack over time causing the bell to look bad.
F. General Note ‘E’ indicates that stainless steel hardware is to be used. We prefer to install traditional hardened steel hardware which is stronger than same sized stainless steel. Advise if this is acceptable.
Response:
A. Exact measurements of the bell have not been taken. The bell is estimated to be 22”-
28” diameter at the opening B. Was cast in 1908 by the McShane Bell Foundry (Baltimore).
C. Sealing the bell will be removed from the project. Provide documentation to the VA that sealing the bell is not warranted.
F. Yes

A. Soil reports and borings were not provided for this project. Refer to geotechnical report June 20, 2016 for borings in similar area. The Contractor will be responsible for additional borings as needed.
B. Waterline size needs to be confirmed. The waterline is being relocated to enter the building about 15 feet south of the existing location. It enters at the northwest vestibule area and is being relocated to enter along the west side of the building. We can add a valve 5 ft outside the face of the building. There is no existing valve shown but need field verification if a valve exists at the service line connections at the street (there should be a valve there).
C. It has been determined that these trees will not survive. See sheet CD100 for trees shown to be removed. All other trees shall be protected during construction.
D. All storm pipe for downspouts and all foundation drainpipe is eight-inch diameter (8”) and should be placed a 1% minimum slope starting at the southwest corner high point as indicated on CG101. For MH coded note 05 – This should be a 48” manhole.

RFI #70
We feel there is a building structural deficiency based on the large crack in the West Chapel North wall near the west most roof truss. We feel this needs to be addressed during this renovation as there could be foundation issues. Please advise.
Response:
The structural (masonry) deficiencies causing this crack have been repaired. The plaster was not repaired but will be addressed in this project.
RFI #71
A. The demo drawings show existing soil to be removed from under the West Chapel that amounts to several dump loads worth. The same also happens in the Transepts. The question is, how is this to be accomplished? This is more than a means and methods.
Removing a few dump trucks worth in a crawl space is sketchy and iffy at best. Are we to use men with shovels and 5-gallon buckets or excavate outside the building, knock a hole in the wall and use a conveyor as a material transfer means? This deserves more thoughts on how/if this can be accomplished.
B. The same thing happens under the North Chapel, but in this case the amount of soil to be moved isn’t even given. We need quantities to even begin to estimate this. Please provide some estimates of soil to be removed.
C. Similar to the West Chapel and Transepts, how are we to convey this material out of the basement where there is no access for machinery? The amounts of dirt we’re talking about aren’t insignificant at all. As mentioned, we’re talking DUMP TRUCK loads worth, not a few wheelbarrows. Just the West Chapel alone would require more than 1,000 wheelbarrows!!! It also has to go up a flight of stairs to reach the ground level where it would be dumped.
Response:
A. All means and methods of construction are solely the responsibility of the contractor.
However, its worth pointing out that during construction a 200SF area of the floor is removed in the West Chapel and open to the crawl space. Both floors in the transepts are being removed as well. There will also be a large opening in the wall from where the existing air handlers are located on the north wall of the West Chapel.
B. The north chapel requires approximately 300 cubic feet of dirt removal. Drawings will be updated to specify this. As for removal in this area, there is an existing door to the North crawl space.
C. See response A for possible solutions. Stairs do not access the crawlspace and cannot be used for earth removal.
RFI #72
The plans call for the beams and exposed ceiling in the chapel to be cleaned but stops at that.
What are we to clean with? What method? What is the spec for cleanliness or what it the deliverable we’re trying to achieve for cleanliness?
The Contractor is to vacuum and/or wipe down the beams at the conclusion of the work to remove any dust and debris from construction activity.
RFI #73
While we were processing the specifications for the project above we noticed that the following were missing according to the table of contents:
085113 Aluminum Windows 281300 Physical Access Control System Response:
These specifications were provided in the original solicitation package dated November 16th.
File name, “Mt Home Chapel Bid Specifications 10.28.2021.pdf”
RFI #74
Our studio has been invited by several contractors to bid the two stained glass windows in this project. We have viewed the specs with no luck finding specs for restoration of these windows.
Could you please advise where they are? And how we could bid just those windows. Possibly a bid form. The proper procedure would be for our craftsmen to remove the windows and bring them to our studio in Natural Bridge completely restore them. Then return to the chapel.
Response:
See specification 12 17 00 Leaded Stained-Glass Windows – Restoration. Additional notes and elevation on sheet AE602 describe the work.
RFI #75
1 ). Is the purpose of the bid to restore the organ to its original physical appearance and function or to create a new organ from the existing parts? The organ survey provided by Randall Dyer in the summer of 2021 suggests replacing the mechanism, but does not mention changing its appearance, location or size. The proposed size and location shown in 4/AE402 is not viable.
Please advise.
2a). An alternate solution would be to restore the window per the drawings but only so that it is fully visible from the exterior, not fully visible to the interior. This could be effected by moving the entire organ forward approximately 2 feet, allowing an air space between the organ’s back and the restored window. Some of the window would be visible above the organ. While not optimal, this would preserve the historic organ case and also the window. Please advise 2b) If the purpose of the bid is to create a new organ using the existing parts and the VA does not wish to reinstall it as it is at present, would the VA accept installing a newly created organ, using as many of the original components as practical, in the West Chapel’s rear balcony? This would be similar to that in the North Chapel.
3) The cost for a new blower for the West Chapel organ will be included in the organbuilder’s bid. No provision is shown on the drawings for the location of the organ’s blower. The existing West Chapel blower is present but is beyond repair and may be considered scrap. During the site visit the machine had been removed from its original location, partially disassembled and left in the West Chapel proper. Its original location was not determined. The architect to provide a space for a blower box of 32” x 36” x 36” in a conditioned space. While modern blowers are contained within a muffler box, there is unavoidable low-level noise associated with any motor turning at 3,400 RPM. It is best practice to put the blower inside a sound insulated closet or an adjacent room. The blower (and its box) can be floor mounted, bracketed to a wall or hung from a ceiling on a platform. Access for maintenance to be provided in the architect’s plan. A connecting “windline” from the blower to the organ’s pressure regulating bellows is to be 6” diameter Schedule 40 PVC fully glued at all joints provided by the general contractor. The PVC “windline” must also be fully within conditioned space. It is not acceptable to run the “windline” through an attic or crawlspace.
4) The organ survey from the summer of 2021 suggests the addition of a self-playing mechanism so that the organ may be used in the absence of an organist. Please indicate if this is, or is not, a requirement in the organ bid.
5) The following dedicated electrical circuits are to be provided for the West Chapel organ:
(a) 120v, 20 amp for the blower with switch leg to the organ console. Provide junction box at or near the organ console location. Final connections to be made on installation of the organ.
(b) 120v, 20 amp for the organ console lights and accessories. Provide junction box at or near the organ console location. Final connections to be made on installation of the organ.
(c) 120v, 20 amp circuit with minimum four (4) standard, flush mounted receptacles equally distributed along the walls surrounding the organ for use during organ maintenance.
(d) 120v. 20 amp circuit. Provide 2 wall mounted junction boxes +/- 7’-0” A.F.F. on opposite side walls at the organ location. Both boxes wired to a wall switch at or near the organ’s service access point. The organbuilder to provide work lights for these locations.
Response:
Comply with the organ specification and Organ Evaluation Report.pdf provided in Amendment 0001 unless directed otherwise by the C.O.R.
