About this file
This document contains responses to questions from offerors on a solicitation for renovations to the Spinal Cord Injury Rehab area in Building 7 at the Memphis VA Medical Center. The solicitation seeks fixed-price bids to turn over the entire second floor construction area at one time with no phasing. Key project details include renovating patient rooms, installing new flooring, walls, and ceiling finishes. The Department of Veterans Affairs is the contracting agency. The response deadline is February 19, 2021 and the acceptance period is 120 days. Offerors should price the project as shown, including allowances for unknown quantities like rail modifications and self-leveling floor material. The selected contractor will be responsible for low voltage and IT work, and will coordinate with the facility to minimize impacts during construction. The existing Rauland nurse call and Notifier fire alarm systems will remain in use.

X The purpose of this amendment is to answer the following RFIs. Please see attached.
Scheronica Cochran Contracting Officer Responses to RFIs
1. Will this project be phased? Can the VA explain the phases if it is phased? The 2nd floor construction area will be turned over in entirety at one time and is not divided into "phases." For "phasing" as used with respect to coordination of work to limit the impact on existing operations, refer to drawing A-001 General Project Phasing and Access Notes.
2. Being that this work on the 2nd floor, can the VA provide pictures and descriptions of the 1st floor ceiling? What are those occupants’ hours of operation? SCI Ward 1W is a 24-hour inpatient care area.
3. Will the VA allow the contractor to use the courtyard on the ground level to the west of the SCI Rehab clinic for staging area, trailer location, and dumpster location? If so, what access requirements will the VA require? Will the VA allow the contractor to use the 2nd floor courtyard next to the SCI clinic for material storage and trash chute down to the ground level? A portion of the courtyard at ground level can be used for dumpster placement and trash chute down from the 2nd floor courtyard. Since this will obstruct courtyard gate access, VA will implement an Interim Life safety Measure for the egress closing. No material storage allowed on the 2nd floor courtyard.
4. Will the VA allow the contractor to use the 2nd floor east entrance for direct access into the building and the 2nd floor? If so, what level of protection and access requirements will the VA require? Current COVID restrictions have closed hospital entrances for staff, patient, and visitor access. While restrictions remain in effect, the 2nd floor east entrance can be used for direct access. Construction barriers will have to be put in place to prevent access by others. All COVID protocols must still be followed.
5. Where is the loading dock that the contractor may use for this project? What is the height of the deck? Building 7 loading dock on the north side of the building at the 1st floor level. 4 FT height.
6. Will any furniture and/or equipment be removed from the clinic by the VA prior to the contractor’s Notice to Proceed? Yes.

44. Will the VA give the contractors a one-week extension on the bid due date? Bid date is 2-19-21.
45. Does Tennessee allow Government contractors a tax exemption when providing goods and services to the VA or do contractors have to include sales tax for material in their proposal? VA does not provide a sales tax exemption certificate. Sales taxes should be included in bids.
46. There is no basis of design regarding the resinous flooring product. Currently “Industrial Applications” is listed but Industrial Applications is an installation company local to the Memphis area. Will the VA please provide a brand name or equal product line (i.e. Sika, Tnemec, Key Resin, etc..) for the resinous flooring SOW. See amendment attached.
47. There is no specification 09 67 23 for the resinous flooring that outlines what type of floor (i.e. flake broadcast, quartz broadcast, decorative troweled quartz, etc..) the VA wants. Will the VA please add the 09 67 23 specification into the spec book. See amendment attached.
48. Where the RES-2 system is called for, does the VA want this area to have an equivalent resinous base cove? No resinous base cove is called out in the legend or the schedule. - RES-2 is not called out in the documents, only RES-1.- Where RES-1 is called for in the Finish Schedule, RES-1 is also called out under the BASE column, indicating an integral cove base is required for this space.
49. Does the VA prefer to use Stanley or Horton automatic door openers? VA does not have a preferred automatic door operator manufacturer. The majority of all automatic door operators are Stanley.
50. Door C2-28 has a Stanley opener and a Horton lockset. Does the VA want to standardize this for future operations? The following applies to all hardware sets with specified latchsets and locksets; furnish these items from BEST Access only, no substitution allowed. Furnish 40H Series mortise, Lever 3, Escutcheon M, typical.
51. What is the current nurse call station system that the VA uses and what local business services that nurse call in the VA? Rauland Responder 5 local authorized representative is State Systems.
52. What is the current fire alarm system that the VA uses and what business services those systems in the VA? Notifier 3300 is under service contract - Johnson Controls
53. There is a major fire alarm system overhaul project currently on hold. Knowing that, does the VA want the contractor to standardize this corridor with the future Fire Alarm System basis of design or does it matter at this point? Future Fire Alarm project should not effect this project. The existing fire alarm functionality should be maintained. Any changes will be made as part of the upcoming Fire Alarm project.
54. What is the above AFF deck height in the corridor of construction? Deck-to-deck height is 13'-8" with concrete joists 1'-7".
55. If a contractor on a different project in the Memphis VA has an existing site superintendent and safety manager already onsite will those individuals be allowed to support this project concurrently or will the VA require the Prime Contractor to provide a different site superintendent and safety manager for this project? Different.
56. The floor schedule on A-631 shows VS-1 in certain rooms but on detail F1 those correlating rooms reflect RES-1. The finish legend does not reflect a VS-1. Will the VA please clarify if the rooms marked with a VS-1 should actually read RES-1? See amendment attached.
57. If VS-1 is applicable to this project, will the VA please add VS-1 to the finish legend and describe it and add a basis of design please. See amendment attached.
58. Please refer to A-171. Is the 7’H veneer plywood surface provided by the VA or the contractor? If by contractor, will the VA please specify more information regarding this? See amendment attached.
59. Are any reusable items removed during demolition to be stored in the VA or offsite at the contractor’s expense? Per the demolition keynotes, coordinate with VA for storage. VA will identify available space for storage. Typically, items of a portable nature will be removed by VA prior to turnover of space.
60. Please refer to page G-102. The “new” rated wall legend reflects a new 2-hr rated fire barrier at Stair #4 & #5. Please confirm that these walls are not to be demoed out and replaced with new? The New Rated Wall Legend on drawing G-102 identifies the Life Safety Plan conditions upon completion of construction. Refer to demolition and new floor plan drawings and legends for the applicable work.
61. Page A-371, partition note 25 states to provide framing shop drawings stamped by a licensed engineer in Florida. The framing details on F1, B1, D1 are sufficient and do not warrant the added expense of engineered shop drawings. Obviously, this job is not based in Florida so part of this note is a mistake which questions the entire purpose of the note. Is it the VA’s intent for the contractor to provide shop drawings or will the details on A-371 suffice? See amendment attached.
62. Please refer to A-401 details D1 & D3. These details show a tile wall from ceiling to floor, but the finish legend shows RES-1 for a base. The hallway restrooms are RES-1 on the floors and the walls. Does the VA want to match the existing hallway restrooms and install RES-1 on the walls and floors? Base shall be as scheduled, RES-1 integral cove base.
63. Should A-401 details D1 & D3 reflect a RES-1 base in the picture or is it the government’s intent to install PWT-1 from floor to wall as the picture shows? Base shall be as scheduled, RES-1 integral cove base.
64. The VA has posted a 180 day hold period on all bids. The market is fluctuating rapidly and prices on building material are not being held for more than 30 days. A 180 day hold period puts the contractor at significant risk while the VA assumes no risk for fluctuations. Will the VA reduce the hold period for a more reasonable period of time, say 90 days? The 180 days was entered in error. The acceptance period is 120.
65. Will the VA include a price inflation contingency clause in the solicitation to cover contractors for any financial losses they may incur while absorbing price increases for unreasonable periods of time? No.
66. At the double doors where the contractor is to move the wall and frame back, then build back the wall partition for the doorway, it is a 2-hour rated firewall that should go to the deck. If it does not go to the deck across that area, are we to ensure all of the existing and the new partitions go to the deck? To accomplish this, we would have to extend the construction entrance over to the west to encompass the comm and electrical closets. Will the VA please advise their intentions for these walls? The location of the existing 1 hr. fire rated smoke barrier (orange line type) is shown. The intent is to demolish and rebuild the small portion of wall that includes Door C2-27 and construct it to the floor slab above to maintain the integrity of the 1 hr. fire rated smoke barrier. If the partitions do not go the deck above, notify the COR.
67. There is a note to fire caulk existing penetrations in the fire and smoke walls. We don’t know how much above ceiling is not fire caulked and what penetrations there are. Can the VA quantify the number of penetrations that this note applies to? We can't quantify the penetrations. It is a general note indicating the intent to have all penetrations firestopped.
68. For the demolition scope, will the VA please clarify the height of ceramic tile wall to be removed in 2C106 and 2C106A. Also, please clarify the height on wood paneling to be removed in 2C110. Reference the Photograph Key Plan, Dtl. F4/AD-101. Refence photographs P1, P2, and P6, sheet AD-102 for representative conditions of spaces 2C106 and 2C106A. Refence photographs P3 and P18, sheet AD-102 for representative conditions of space 2C110.
69. Can the contractors use glow in the dark exit stickers at the construction exits or do we have to have electronic lighted exit signs referenced on G-002 Barrier note 1? Glow in the dark exit stickers are not permitted.
70. On G-002, Note 5 says to paint and add cove base to public side of construction barrier to match adjacent surface colors but the detail on that page is showing both sides (inside and outside). Will the VA please clarify this intent? Public side only.
71. On G-002, ICRA Note 19 says the to provide a cypher lock with a key override on construction entrances. Note 6 on the barrier notes says to accommodate a VASCAR lock by KABA for Key card access and GC to provide lock and key card access. Will the VA please distinguish between the two and clarify their intent for the access control requirements at the construction entrances. VA to salvage existing lockset from doors to be demoed for contractor to use.
72. Solicitation SF 1442 shows a 180 day Period of Performance. The construction timeline for this project, when added to the submittal phase, will exceed the 180 day period of performance. Will the VA consider increasing the POP to 270 days to allow for 90 days of submittal exchange? The submittal process can begin immediately after NTP, and can continue for several weeks if needed. All submittals do not have to be submitted prior to construction. However, for any given item that requires a submittal, the contractor cannot begin work related to that specific item until the VA has approved any and all submittals related to the item.
73. Plans Page A-601 call for access control requirements under the detail labeled “typical Wall Control Requirements”. In multiple locations the specifications callout 28 13 16 Physical Access Control Requirements. There is no 28 13 16 specification in the spec book but it appears that there are both temporary and permanent access control requirements on this project.
Will the VA please clarify
1) who is the current access control contractor working in the facility that manages the current system.
(2) What are the permanent access control requirements needed for this project.
(3) will the VA add this spec section to the spec book.
(4) Will the VA please annotate a basis of design for this system? See amendment attached.
74. Spec section 01 35 26 calls for a competent SSHO onsite at all times. Will the VA allow this person to be dual hatted as the site superintendent? Minimum qualifications must be met by SSHO per 013526, 1.8 Training.
75. Spec section 01 45 00 – para 3.4 B states to have an onsite CQC manager and lists out all of the academic and experience requirements for that person. Can that CQC Manager serve as the Site Superintendent and the SSHO? Refer to 014500, 3.1. which states the role of the superintendent. Refer to response to #74 above.
76. Does the VA or A&E need the contractor to use a submittal exchange software such as P6? Some VA facilities require this for different projects. Please clarify. R-P prefers the use of Newforma for Submittals, Show Drawings and RFI's. Submittals can be sent to the VA via email, Procore, or Newforma.
77. Finish plan indicates “VS-1” floor finish at Storage 2C111A. “VS-1” is not indicated in the finish schedule.
Please clarify the desired floor finish. See amendment attached.
78. Finish plan and legend indicates “RES-1” floor finish.“RES-1” specification is not in the project manual.
Please provide specification. See amendment attached.
79. Finish plan and legend indicates “RF-1” floor finish. “RF-1” specification is not in the project manual. Please provide specification. See amendment attached.
80. Is the Contractor permitted to use toilet facilities in the existing building provided they are kept clean? Yes.
81. Is the Contractor permitted to use the corner of the existing parking lot adjacent to Building (7) for a staging / lay down area? No. Staging is limited to the project footprint.
82. Is the Contractor permitted to use the area inside the existing gate adjacent to the open Courtyard for removal of demolition spoils and stocking materials? A portion of the courtyard at ground level can be used for dumpster placement and trash chute down from the 2nd floor courtyard. Since this will obstruct courtyard gate access, VA will implement an Interim Life safety Measure for the egress closing. No material storage allowed on the 2nd floor courtyard or at ground level.
83. Will the entire area of work be turned over to the Contractor at the beginning of construction? In other words, there is no phasing of the work to be done. The 2nd floor construction area will be turned over in entirety at one time and is not divided into "phases." For "phasing" as used with respect to coordination of work to limit the impact on existing operations, refer to drawing A-001 General Project Phasing and Access Notes.
84. Will there be an area in the parking lot within close proximity of the work site for construction workers to park? There is no contractor parking on VA property, including any leased parking site.
85. Keynote “12”: The note indicates the Contractor to modify length of rails as determined by the Owner. Since this is a fixed price bid, there is no definitive scope of work for the Contractor to price. In other words, we do not know if the rails will need to be longer or shorter and therefore we cannot affix a firm price to an unknown quantity / scope of work. Coordinate with VA the relocation of each lift rail configuration from current location to new location. Reference Keynote 12 on demolition sheets and Keynote 1 on sheet A-131 and Reflected Ceiling Plan for more information. Any extension of existing rails will be managed through a contract modification.
86. Keynotes “17”, “19”: Note states that items are to be salvaged and stored for re-use. No indication of where the items are to be stored and logistics involved. 1. Please provide a storage location. 2. Are all the salvaged items to be re-installed by the contractor? Per the demolition keynotes, coordinate with VA for storage. VA will identify available space for storage. Typically, items of a portable nature will be removed by VA prior to turnover of space. For bidding purposes, use Building 1A Bed Tower 1st floor storage area approximately 800 FT nearly due east of the project location. Use Building 7 SCI elevator from 2nd to 1st floor.
87. Please provide a deck height to bottom of slab above. Deck-to-deck height is 13'-8" with concrete joists 1'-7".
88. Keynote “12”: Please provide manufacturer’s cut sheets and installation instructions for the ceiling mounted patient lifts. Installation of patient lift system shall be by an authorized manufacturer representative who must complete all testing and certification prior to use. Existing lifts are by Arjo-Huntley.
89. Under furniture legend sheet A-171, white boards and tack boards are VA furnished, Contractor installed. The specifications indicate Contractor to provide the tack boards. Please clarify who provides the tack boards. See amendment attached.
90. Bid Item #2, Deductive No. 1: My understanding is that we subtract the total of items 1-6 from the base bid entire project. Bid Item #3, Deductive No. 2: Do we only subtract the flooring change that is indicated from the base bid or do we combine the flooring change with Deductive Item No. 1? Bid Item #4, Deductive No. 3: Do we only subtract the change in the strorefront material from the base bid or do we combine the change in storefront with Deductive Item No. 2? Also, the new hollow metal storefront could be higher priced than the aluminum resulting in an ADD in lieu of a DEDUCT. Each succeeding Bid Item combines the identified deduct with the previous deducts.
91. There is no specification for the signage indicated. Please provide specification. See amendment attached.
92. There is no specification for the adjustable metal shelving system. Please provide specification. See amendment attached.
93. Is the purpose of the temporary walls to separate the occupied space from the construction space only? Please clarify that no temporary barriers are required within the construction space.
