The scope includes removal and replacement of the existing headend amplifier system in room BB-263 and all associated components including speakers, conductors, conduit, and related infrastructure throughout multiple campus buildings (Buildings 1, 3, 13, 14, 15, 16, 18, 19, and 21), the new Blind Rehab area, and the SPS area. The new system must provide campus-wide coverage with controls capable of isolating individual buildings or groups of buildings. All new cabling must be installed in rigid conduit systems, and all old system components must be completely demolished and removed. An alternate requirement includes an RFP for external loudspeaker coverage of exterior campus areas.

The contract performance period is 365 calendar days or less from the date of award, with extensions possible at the discretion of the VAMC management team. Standard work hours are Monday through Friday, 7:00 AM to 3:30 PM, though off-hours work (Weekends, Holidays, Evenings, and Nights) is required for system shutdowns and outages when operating room procedures are not occurring; the contractor must include these off-hours labor costs in the proposal. A 17-calendar-day advance notice is required for any closures, disruptions, or utility outages. The contractor must provide a Critical Path Method (CPM) schedule for both design and construction phases prior to notice to proceed, with weekly updates to the VAMC management team. The work is governed by FAR Part 36, FAR Part 11, VAAR Part 836, VAAR 852 construction clauses, and the VA Acquisition Manual (VAAM). Submittals must include product data, shop drawings, methods of procedures (MOPs), safety plans, quality control plans, and PCRA/ICRA forms. All work must comply with VHA Directive 7715, applicable codes (NFPA, IBC, ASHRAE, ASME), and all Authority Having Jurisdiction (AHJ) requirements. The contractor is responsible for quality control, with the government inspecting per FAR 52.246-12; warranty requirements follow FAR 52.246-21. Progress payments are made monthly according to the contractor's approved Schedule of Costs via the Tungsten Network, with retainage withheld for incomplete paperwork or schedule delays exceeding 10%. Closeout deliverables include as-builts, operation and maintenance manuals, training, warranties, corrected punch list items, and RED-LINE drawings in AutoCAD 2025 format to be delivered within 30 days of substantial completion.
