As differences in factor ratings and relative advantages and disadvantages become less distinct, difference in price may become the discriminating factor in determining the most advantageous offer. III. EVALUATION FACTORS FOR AWARD AND PRICE EVALUATION

1. EVALUATION FACTORS AND PRICE INSTRUCTIONS

1.1. This section outlines the criteria the Government will use in evaluating the offerors’ capabilities and proposals for the solicitation. The Government will compare each offeror’s capabilities and proposal elements against the predetermined evaluation criteria related to the Government’s requirement defined herein. This is a competitive, best value subjective tradeoff, source selection that will be conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 15, 36.

1.2. Best Value Evaluation: The Government will evaluate all proposals received against Technical (Factor 1), Past Performance (Factor 2), and Price (Factor 3). As stated in Section 1 of proposal preparation instructions, General Information will be used as part of the separate determination of Contractor responsibility IAW FAR 9.1 Responsible Prospective Contractors. Proposals will be evaluated, and award will be made utilizing a Trade-Off process which includes use of a combined Technical/Risk rating methodology for Factor 1 considering all three facets of the rating definitions (demonstrated Approach and Understanding, relationship of the strengths and weaknesses, and degree of Risk) when determining the Technical Factor rating. The Government will conduct evaluations at the subfactor level, however an individual rating for each subfactor within Factor 1 will not be assigned. Instead, the Government will assign a single rating (one at the Factor 1 level) based on the evaluation findings and risk associated with each of the subfactors. The subfactors within Factor 1 are equal in importance. Factor 2 will receive an overall confidence assessment rating. Factor 3 will not be given a rating or scored. Factors 1 and 2 when combined, are equal to price.

1.3. The evaluation factors consist of Factor 1 - Technical Approach, Factor 2 - Project Planning/Safety/IC/QC, Factor 3 –Project Schedule, Relevant Past Performance each factor shall have equal importance to Price.

Table 1. Evaluation Criteria

Volume I - Technical Combined Technical/Risk Rating

Technical/Management Approach Factor 1 Not Assigned Individual Technical Rating

Project Planning/Safety/IC/QC Factor 2 Not Assigned Individual Technical Rating

Volume II – Relevant Past Performance

Confidence Rating

2. FACTOR 1: TECHNICAL APPROACH AND TECHNICAL QUALIFICATIONS

2.1. Describe in detail how the offeror intends to meet or exceed all performance areas stated in the solicitation/statement of work/attachments that are related to this project. Provide technical methods and procedures that reflect a construction approach unique to the site and facility. NOTE:

Vague, general narratives that include the restatement of the Statement of Work will be rated less favorably.

2.2. Schedule and minimizing downtime are crucial. Describe a plan to complete the project in a timely manner without causing disruptions to facility operations, especially during normal business hours.

Also, describe actions to be taken by the offeror if completion of work is anticipated to fall behind schedule. It is critical to the VA mission that services remain intact with minimal disruption.

2.3. Describe any technical difficulties that may be encountered in a project of this type. Provide a narrative of preventative measures or potential solutions to overcome these issues that are included in the offeror’s proposal.

3. FACTOR 2 – PROJECT PLANNING/SAFETY/IC/QC

4. FACTOR 3 – PROJECT SCHEDULE

4.1. Submit a preliminary (CPM) Critical Path Method schedule (sample provided) (Exhibit D) for the design and construction satisfying the requirements of this project. A practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the

Contractor contemplates starting and completing the several salient features of the work (acquiring materials and equipment, mobilization, demolition, installation, commissioning, etc.).

Volume III - Price Total Evaluated Price (TEP)

4.2. The schedule shall be in the form of a progress chart (Gantt chart) of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given point during the period. Most importantly, indicate length of downtime required for any utilities affecting the operation of other parts of the facility on the schedule. The schedule shall show key milestone dates and switchover and start-up of equipment.

4.3. The schedule is not included in the page limit. To be considered technically acceptable, the proposed “draft” project schedule shall not exceed the project duration stated on the solicitation and include divisions of work required to successfully complete the project:

4.3.1. Identify the tasks required to execute the project, being as detailed as possible using a work breakdown structure to break down the tasks into manageable elements in the logical order of execution.

4.3.2. Identify the time for each task. Set start and finish times.

4.3.3. Calculate the slack.

4.3.4. Determine intermediate phases and total project duration.

4.3.5. Clearly identify the critical path
