About this file

This document contains a tracking log of questions and responses related to Request for Information number two for project 673-22-109 at the James A. Haley Veterans Medical Center in Tampa, Florida. The project involves installing a fan array in air handling unit OR2-7 and replacing six exhaust fans. Key details include that the contractor will be responsible for replacing HEPA filters before and after work, upgrading exhaust fan controls and variable frequency drives, and conducting air flow tests at main ducts and all grilles and hoods to verify code compliance of the existing system and address any deficiencies. The period of performance may be extended due to long lead times for fan walls and access doors. Work hours will be coordinated with affected medical services and may include some off-hours work during shutdowns.

9
During the walk through it was discussed that the isolation fans that are to be replaced serve the main lab. What type of hazardous materials are being exhausted?
Blue Cord
9Feb23

VA Response: ISO EF LAB 1 EF LAB 2 and LAB 3 serve hoods in “new” main lab. The small ISO EF 144 serves the Morgue. EF OR1 and EF OR2 serve the ORs. The replacements for these fans will need to meet current requirements for these areas. Site investigation will need to be conducted by contractor to confirm.

10
Are we responsible for replacing the HEPA filters to the isolation fans as part of this project?
Blue Cord
9Feb23

VA Response: Yes. HEPA filters will be replaced by facility prior to work commencing. Contractor will be responsible for replacing filters after work is completed and prior to final TAB

11

VA Response: Yes. A system site survey of equipment shall be conducted by contractor.

13
What is the scope of work of the contractor observed working on the chilled water lines going to RTU OR 2-7?
Blue Cord
9Feb23

VA Response: The portion of the chiller replacement project in the area has the following scope as it applies to OR2-7:

– Remove existing 80 ton York chiller and modify structure as required to accommodate new chiller footprint

– Provide and install 80 ton York air cooled chiller

– Reuse existing electrical service and tie into new disconnect

– Remove all system components within pre-engineered metal building to make room for new pumps and electrical components

– Provide and install new buffer tank with insulation and aluminum jacketing

– Provide and install structural support to accommodate tank

– Provide and install new dedicated and redundant base mounted pumps with associated VFDs to be located within metal building

– Reconfigure piping to ensure chiller is dedicated to AHU 2-7 only

– Reinsulate piping as required to match existing insulation

– Provide and install new isolation valves, temperature and pressure gauges to match existing

– Connect all new components into the JCI BAS

– Create program switch over to CEP or dedicated chiller in the event of failure

– Commission chilled water system

– Provide a pre and posttest and balance to verify performance.

14
Will we be required to add hazmat placarding around the Isolation fans? None were observed during the walk through.
Blue Cord
9Feb23

VA Response: Yes

15
Will the controls for the 6 exhaust fans need to be replaced/upgraded as part of this project?
Blue Cord
9Feb23

VA Response: Yes, they shall be upgraded to the latest available tech

16
Will the VFD’s for the 6 exhaust fans need to be replaced as part of this project.
Blue Cord
9Feb23

VA Response: Yes

17
Will the government consider extending the period of performance for the project currently the fan walls have an estimated lead time of 26 weeks and a temporary unit have a lead time of almost a year.
Blue Cord
9Feb23

VA Response: As work will be coordinated with affected services, a temporary unit will no longer be needed. SOW has been revised accordingly. The government will consider extending the PoP as a zero-cost time extension as needed due to lead times.

18
Will the government consider eliminating the requirements for temporary air if the work can be scheduled over long weekends? Typically, the ORs 2 thru 7 are not in use during the weekend. Additionally in order to tie-in temporary air the unit will still be required to be shut down and the sterile equipment in OR Area will need to be vacated to prevent any contamination.
Blue Cord
9Feb23

VA Response: Yes, see response to RFI 17. Work must be scheduled with coordination with the services affected.

19
During the walkthrough on February 8th, it was mentioned that the VFDs and JCI panels were to be moved indoors to the exiting mechanical room. We would like to confirm that this will be the correct location for those devices. There was also a conversation about moving some of the existing JCI panels from the doghouse into that mechanical room as well. We would like to confirm that this is now a requirement for the project.
Blue Cord
15Feb23

VA Response: Yes. The SOW has been updated accordingly

20
Please provide the electrical feeds for the 6 exhaust fans to be replaced in order to confirm if the breaker or wire size will need to change.
Blue Cord
15Feb23

VA Response: Available Electrical Information attached. Changes to the feed may be deemed necessary based on electrical requirements for replacement systems.

21
In addition to the previous lead times already mentioned, the access doors have a 40-week lead time currently. Will the VA consider extending the period of performance to accommodate this?
Blue Cord
15Feb23

VA Response: The government will consider extending the PoP as a zero-cost time extension as needed due to lead times.

22
Will the test and balance services need to be completed during WHEN hours?
Blue Cord
15feb23

VA Response: Scheduling for test and balance will take place according to services’ needs.

23
The following questions pertain to the test and balance of the existing exhaust equipment and duct. The current SOW is not clear in its requirements and as such, the interpretation of the requirements will create a large pricing variance. Due to the essential nature of the exhaust systems and the room they currently service, we need to determine the following.

Will the contractor simply be required to perform a preconstruction traverse at the main ducts and therefore only be required to meet the preconstruction values upon final test and balance?

-A yes response would indicate that the contractor would not inspect the downstream duct and areas served. This option ignores any potential shortcomings of the system and while it is the cheapest option, it presents the most risk to the VA.

Blue Cord
15Feb23

VA Response: Contractor will be responsible for conducting a traverse at the main ducts as well as end of point use to determine if current system meets requirements or will need upgrades, and upgrade accordingly if needed.

24
The following questions pertain to the test and balance of the existing exhaust equipment and duct. The current SOW is not clear in its requirements and as such, the interpretation of the requirements will create a large pricing variance. Due to the essential nature of the exhaust systems and the room they currently service, we need to determine the following.

Will the contractor be required to perform a preconstruction air flow at the mains and at all of grilles and hoods served, provide a single line as built of existing conditions, and then have our engineer verify code compliance for required ACH and pressure relationship.

-A yes response would indicate that the contractor would confirm all points on the system and determine if the existing system meets code compliance. Additionally, this option would provide an engineered solution to any shortcomings of the system. Any additional scope (if found) would need to be handled as a change order.

Blue Cord
15Feb23

VA Response: Yes

25
Can you please provide the unit's manufacturer and serial number.
Milicon
21Feb23

VA Response: Unit information can be found in OR renovation package that was provided

26
Can you please provide all the information on the fans, as it was missing from the documents provided.
Milicon
21Feb23

VA Response: Additional information available provided, however site investigation will be required. The contractor will be responsible for field verification to obtain this information.

27
Would respirators be required to work on the roof since hazardous signs are on the exhaust fans?
Milicon
21Feb23

VA Response: Refer to OSHA safety guidelines.

28
It was mentioned on the walkthrough that the units will need to be replaced, is that correct?
Milicon
21Feb23

VA Response: Unclear what units are being referred to. Exhaust fans will need to be replaced. Existing AHU will remain but be converted to fan wall and recommissioned. Humidifier shall be repaired or replaced as needed – an add alternate may be submitted for replacement.

29
What would the approved work hours, since this would be performed on working ORs.
Milicon
21Feb23

VA Response: Work hours will be coordinated with affected services. This will include some off-hour work when shutdowns will be required.

30
