Executive Summary
Environmental Health Consultants, LLC (EHC) was retained by the Beaufort Engineering Services (BES) (client) to conduct an asbestos containing materials survey (ACM) survey of the roof on building 1 located at Central Alabama Healthcare Center, Montgomery, Alabama (subject site).
The subject site is a multi-story healthcare building. EHC performed a survey of the flat roofing surfaces in June of 2023 and identified the following asbestos-containing building materials:

1.0 Introduction
Environmental Health Consultants, LLC (EHC) was retained by the Beaufort Engineering Services (client) to conduct an asbestos-containing material (ACM) survey on the roof of Building 1 located at the Central Alabama Veterams Healthcare Center, Montgomery, Alabama (subject site).
The scope of work included a visual observation of the building and property, bulk sampling and analysis, quantification of suspect asbestos-containing materials, generation of this report documenting the findings.
2.0 Site Description
EHC understands that this investigation is in support of a planned roof replacement. The investigation was limited to accessible portions of the roof as noted on the design development plans.
3.0 Asbestos-Containing Materials Survey
3.1 Building Survey
EHC’s Environmental Protection Agency (EPA) and Alabama accredited asbestos building inspector Mr.
Kamau McAbee (Accreditation#AIN0623BE7945A0), conducted a destructive ACM survey of the subject site in June of 2023. Licenses and accreditations are included in Appendix A.
Representative accessible areas of the building were investigated, and suspect materials were sampled and quantified. Assumptions were made, as appropriate, concerning the presence and quantity of asbestos containing materials within inaccessible areas. Sample information was recorded on field sampling forms and chain of custody forms, and material quantity and location data were recorded on a building wide basis using dedicated field data sheets. Multiple samples of most materials were collected in order to reflect differences in physical appearance, location, dimension, etc.
3.2 Methods
Bulk samples were collected using hand tools and were placed in re-sealable plastic bags. Unique identifiers were assigned to the samples and were recorded on the bags and on the bulk survey sampling sheets. The suspect asbestos bulk samples were submitted for analysis, along with chain-of-custody forms, to Hayes Microbial Consulting, LLC (Hayes). Hayes is accredited by the American Industrial Hygiene Association (AIHA #188863) and the National Institute of Standards and Technology through the National Voluntary Laboratory Accreditation Program (NVLAP) Bulk Asbestos Analysis (NVLAP # 500096-0).
Polarized Light Microscopy (PLM) was used to analyze the bulk samples for the presence of asbestos. All PLM analysis was performed following the methodologies documented in the EPA method 600/R-93/116, July 1993, “Method for the Determination of Asbestos in Bulk Building Materials”.

3.3 Analytical Results
EHC collected a total of forty-four (44) bulk samples of suspect ACMs from the subject site. Individual layers identified by the laboratory for each bulk sample were also analyzed. The EPA defines an asbestos containing material as "any material containing greater than one percent asbestos as determined using the method specified in appendix A, subpart F, 40 CFR part 763, section 1, PLM.”

Note: EHC understands that Roof 7 is identical to Roof 4. Roof 7 was inaccessible for sampling.
The analytical results for suspect asbestos containing building materials are summarized in Table 3.
Materials determined to be asbestos containing materials have been identified in red. Sampling details and certificates of analysis are included in Appendix B. Sampling locations are included in Appendix C.

4.0 Findings
Based on the laboratory results the following building materials were determined to be asbestos containing materials.
Black and/or gray flashing sealant around pipe roof penetrations. Approximately 3 square feet of pipe flashing sealant was observed in good condition. Additional locations of ACM pipe flashing sealant are assumed in 10 locations. The pipe flashing sealant is classified as NESHAP category II non-friable.

Analysis Details All samples were received in acceptable condition unless otherwise noted on the report. This report must not be used by the client to claim product certification, approval, or endorsement by AIHA, NIST, NVLAP, NY ELAP, or any agency. The results relate only to the items tested. Hayes Microbial Consulting reserves the right to dispose of all samples after a period of 60 days in compliance with state and federal guidelines.
PLM Analysis All Polarized Light Microscopy (PLM) results include an inherent uncertainty of measurement associated with estimating percentages by PLM.
Materials with interfering matrix, low asbestos content, or small fiber size may require additional analysis via TEM Analysis.
TEM Analysis Analysis by TEM is capable of providing positive identification of asbestos type(s) and semi-quantitation of asbestos content.
Definitions 'None Detected' - Below the detected reporting limit of 1% unless point counting is performed, then the detected reporting limit is .25%.
New York ELAP Per NY ELAP198.6 (NOB), TEM is the only reliable method to declare an NOB material as Non-Asbestos Containing.
Any NY ELAP samples that are subcontracted to another laboratory will display the name and ELAP Lab Identification number in the report page heading of those samples. The original report provided to Hayes Microbial Consulting is available upon request.
