About this file
This is a Technical Questions and Responses Tracking Sheet for federal contract solicitation #36C24626B0031 (Revision 05) for "Correct Storm Water Drainage – Salem VAMC," a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside project. The document contains 182 contractor questions and corresponding VA responses addressing project scope, specifications, and contract requirements.
The project involves correcting stormwater drainage systems at the Salem Veterans Affairs Medical Center over a 450-calendar-day period. Key scope elements include removal of approximately 1,900 linear feet of asbestos cement pipe, replacement of deficient pipe sections identified through CCTV inspection, installation of new stormwater infrastructure including pipes and structures, removal of damaged catch basins and inlets, utility tie-ins and relocations, and site restoration. The project is structured in six concurrent phases with a 500-linear-foot open trench limit. Critical requirements include: three separate dedicated personnel (Superintendent, CQC System Manager, and SSHO); contractor-retained materials testing laboratory; commercial photography documentation; badging for all personnel; tuberculosis screening; traffic control per VDOT standards; and erosion control measures including filter socks on both sides of trenches. The contractor must perform geotechnical investigations, provide field verification of existing utilities and inverts, manage differing site conditions per FAR 52.236-2, and coordinate closely with the VA's Contracting Officer on schedule adjustments, phasing approvals, and utility conflicts. Asbestos removal is classified as Class II work with 30-day pre-abatement notice required; the VA provides third-party monitoring as deemed necessary. An Administrative Notice to Proceed (NTP) for preconstruction activities is anticipated, with cost extensions available for VA-caused delays including design clarifications and regulatory reviews.

TECHNICAL QUESTIONS AND SOLICITATION #: 36C24626B0031 Rev. 05
RESPONSES TRACKING SHEET PROJECT TITLE: Correct Storm Water Drainage– Salem VAMC
CONTRACTOR QUESTION VA RESPONSE
1. Confirm how the set aside works. Does the Prime Contractor have to be a SDVOSB or can a company that is not a SDVOSB bid on this project but then need to subcontract at least 25% of the work to a SDVOSB? If a contract is set aside for SDVOSB (Service‑Disabled Veteran‑Owned Small Business), then only a certified SDVOSB may act as the prime contractor.
Non‑SDVOSB firms are not eligible to bid as prime on a SDVOSB set‑aside. A certified SDVOSB prime must also comply with the
“limitations on subcontracting” clause (FAR 52.219‑14 and 13 CFR 125.6).
Please see amendment 4. Posted on 9.22.26.
2. Work involving asbestos cement and other hazardous materials shall include the guidance of a professional licensed by the department of professional and occupational regulation (DPOR). Asbestos demolition work plan and notification shall be submitted to and in accordance with the department of labor and industries requirements for review. Hazardous Material Waste disposal work shall be in accordance with the VDEQ and EPA regulations. What is the linear footage of asbestos pipe to be demolished? What is the asbestos pipe dame.
Approximately 1,900 LF of asbestos pipe. The locations of existing asbestos pipe can be seen under CD series sheets, any pipe section labeled “AC” means the pipe material is asbestos cement.
3. Please confirm this is not a sales tax-exempt project. If sales tax-exempt, will the government provide the prime contractor with a tax-exempt certificate for use by subcontractors and vendors?
No exemption based on Far 29.302.
4. Currently the bids are due Monday, September 28th. Will the VA please consider rescheduling to any other day during the week. A Monday bid due date means the bid must be finalized by end of day the Friday before, and many subcontractors don’t work on Fridays. The bid due date will be
Monday September 28th as stated on the solicitation.
The VA has updated the bid due date to October 20, 2026, as stated in the solicitation amendment 3.
5. In the event of contract modifications/change orders, should performance and payment bond premiums be applied to each individual change order proposal or wait until the end of the project where a final modification is issued for the overruns? We ask this because VA Acquisition Regulation (VAAR) clause 852.228-70, titled "Bond Premium Adjustment” states “in determining the basis for final settlement.”
VAAR 852.228 70 states that bond premium adjustments are made at final settlement, not with each individual change order.
Because of this, bond premium costs should not be added to every modification as it occurs. Instead, any premium adjustments are calculated once at the end of the project when the final modification is issued
6. If a Prime Contractor is awarded multiple projects at the same VA Medical Center location: Can the Superintendent be shared across multiple projects at the same site/location, or should they only be dedicated full-time to this project only?
No. Superintendent must be dedicated for each project.
7. Can one person serve as the Superintendent, Quality Control Manager, & the SSHO?
Contractor must provide three separate dedicated individuals for Superintendent, CQC System Manager and SSHO.
Reference spec section 01 35 26 1.9.C for SSHO requirements.
Revise spec section 01 45 00 3.4.B as follows:
CQC System Manager: Identify as CQC System Manager an individual within the onsite work organization that is responsible for overall management of CQC and has the authority to act in all CQC matters for the Contractor. The CQC system Manager is required to be a PM or SRE to determine qualifications based on project complexity at construction review 3 years in related work. This CQC System manager is on the site at all times during construction and is employed by the General Contractor. The CQC System Manger must be a separate qualified individual from the Prime Contractor’s Superintendent and/or SSHO with duties only as the CQC System Manager. The requirements for the alternate are the same as the CQC System Manager.
8. Can the QCM serve as the SSHO? If the Super or SSHO can’t be the QCM and the QCM is required to be onsite full-time, should they be assigned to this project only, or can they be assigned to another project as well on the same property?
See responses to questions 6 and 7.
9. If the Super or SSHO can’t be the QCM, can a subcontractor (e.g., Terracon or a similar testing firm) fulfill the QCM role?
See response to question 7.
10. Can the Superintendent fulfill the Site Safety & Health Officer (SSHO) role? Specification 01 35 26, 1.9 D in its reference to FAR 52.236-6, can be interpreted to mean that the SSHO can also be the Superintendent.
Please confirm that the Superintendent can fulfill the Site Safety & Health Officer (SSHO) role.
Reference specification section 01 35 26 paragraph 1.9.C.
11. If the Super or QCM can’t be the SSHO, the average ADDITIONAL cost for a dedicated SSHO is approximately $36,000 per month (salary, labor burden, per diem, housing, company vehicle, monthly return trips home, company phone, etc). We expect this project to be 12 months long, and the bid is expected to increase by $432,000 Please confirm a dedicated SSHO is still required.
See response to question 10.
12. If the Super can’t be the SSHO, is the SSHO required to be on-site full-time, or can they visit the site daily for safety inspections?
Reference specification section 01 35 26 1.9.A.
13. If the Super can’t be the SSHO, is the SSHO required to be on-site full-time, or can they be a home office employee (e.g., Safety Director) on the prime contractor's staff?
See response to question 12.
14. If the Super can’t be the SSHO and the SSHO is required to be onsite full-time, should they be assigned to this project only, or can they be assigned to another project as well on the same property?
Reference specification section 01 35 26 1.9.A.
15. If the Super can’t be the SSHO, can a subcontractor fulfill the SSHO role or does the SSHO need to be directly employed by the General Contractor?
Reference specification section 01 35 26 1.9.A.
16. Is badging required for the project? If required, which scope of work and workers will it be required for? If required, how long is the turnaround time for background check results?
Yes, badging is required for all contractors on this project.
Contractor to coordinate with COR to obtain badges. Time frame for background check results can vary based on the individual. VA will provide temporary badges to be worn by contractor personal until permanent badges are issued.
17. Will background checks and fingerprinting be required for any scope of work related to this project?

44. Is temporary construction fencing required anywhere on the project or at the laydown area?
Reference specification section 01 00 00 1.6.H
45. If required, please confirm that 6’ tall temporary construction fencing is acceptable. We ask this because the standard VA specification is a minimum of 2.1m (seven feet) tall, which is not an industry standard height and would require a custom fence to be made at that height. Alternatively, an 8’ high fence generally tends to blow over even with sandbags on the bases when the fabric is required to be fastened to the fence, since 8’ tall panels with fabric have to potential to cause damage to property and injury to personal, we strongly recommend using 6’ tall temporary construction fencing.
Six foot tall temporary construction fencing is acceptable.
46. Can utility tie-ins be performed during regular hours? 01 00 00 Paragraph 1.6 Section G states, “The Medical Center must maintain its operation 24 hours a day 7 days a week.” As well as it is the contractor’s responsibility to develop a work plan and schedule to minimize impact on the normal operation of the facility.

48. Will the VA fully pay for this material/equipment if stored onsite? No.
49. Please confirm that the current design documents meet current VA TIL guidelines.
Confirmed.
50. Must project phases be completed consecutively (one phase fully complete before the next begins), or will the VA allow multiple phases to proceed concurrently?
It is the contractor’s responsibility to develop a work plan and schedule to minimize impact to the normal operation of the facility. Ref. 01 00 00 Paragraph 1.6 Section G.
51. Who is responsible for hiring and paying for the materials testing laboratory—the VA or the Contractor?
Contractor.
52. CU101-CU109, General Note 9: Please provide available information identifying the type, size, material, elevation, and anticipated limits of relocation for utilities that conflict with the proposed stormwater work.
Please confirm that utility conflicts which cannot be identified or quantified during bidding based on the presently available information will be treated as additional work and are not required to be included in the Base Bid.
Any keynotes proposing the installation of other utilities that are not stormwater such as water, electrical, sewer show the anticipated location of where these non-stormwater utilities will need to be relocated to not conflict with the stormwater work.
For pricing, it is our suggestion to assume any water stubs directly connected to hydrants to be a 6” size, for any mains along roadways that are not building laterals or hydrant stubs, assume an 8” size for water pipes. However, it is the Contractor’s responsibility to perform field investigations to confirm these sizes at the beginning of the project by either suggested means of test pits within grass areas or by counting the number or turns connected water valves take to close and determine the approximate size of the existing pipe section.
Test pits in grass areas can be performed for electrical utilities.
Pipe sizes are already known for sewer.
Cost for unknown unforeseen activities shall be handled under FAR Part 52.236-2 "Differing Site Conditions Clause"
53. Please provide the anticipated quantities and limits of asbestos-cement piping requiring removal, disturbance, or abatement under this contract, and confirm the basis bidders should use for pricing asbestos quantities.
The work anticipates the removal of approximately 1,900 LF of asbestos pipe. The locations of existing asbestos pipe can be seen under CD series sheets, any pipe section labeled “AC” means the pipe material is asbestos cement.
54. We missed the site visit on 3rd September; we are interested in bidding the job. Please let us know was it mandatory site visit?
Site visit was not mandatory.
55. We need a soil boring report to find out the existing water table, some of the MH to be replaced are deeper than 10 ft.
The contractor is to perform their own geotechnical report/investigation and provide buoyancy calculations for stormwater structures. As part of geotechnical report, add boring exploration at the locations shown in the Attached PDF, Item 55 - Suggested Soil Boring Location to Bidders
56. Is there a contaminated soil disposal included in the SOW. Please share a report if it is available.
Directions for disposal of contaminated soils are described under Specification 31 20 11, Section 3.6.C.
57. Sec 02 82 13.31 -1.2 -Variance in quantities-Contractor shall provide unit price for newly discovered ACM- we did not find any quantities listed in the specifications under extent of work and a place for unit price in the RFP.
02 82 13.31 1.1 B. 2. states to refer to project drawings for approximate quantities of ACM.
58. Sec 31 20 11-1.5 -The unit of measurement for excavation and borrow will be in cubic yard, allowance will be made on the same basis for selected backfill. We did not find anywhere in the RFP asking for a unit price for excavation and selected backfill.
Please reference the updated specification in Addendum A.
59. Rock excavation will be paid under an allowance. Without the soil investigation report, it is not possible to estimate the rock excavation.
No rock excavation is anticipated. Any rock excavation will be handled under FAR 52.236-2 Differing Site Conditions.
60. CU -109 - Note #9 - If the existing utility does conflict with the new proposed storm system, The contractor shall replace section of the interfering utility. This should be included under the allowance since the actual cost will be based on the site conditions during execution.
Per Survey and Utility Notes under C-001, the existing utility information is based on the survey performed in 2022 and given to us. Where information is missing, engineering assumptions were made based on available information. Cost for unknown/unforeseen activities shall be handled under FAR Part 52.236-2 "Differing Site Conditions Clause"
61. CU 106- Keynote # 24 & 25- F&I new electrical service and match in kind.
We did not find any details in the plans and specifications for electrical work.
Refer to Survey and Utility Notes on sheet C-001. Existing utility information is limited; therefore, we cannot provide specifications and details for unknown items. The Contractor should perform field investigations to confirm and match in kind.
62. CU106- Keynote #26 - F&I new DI water service- we need the size of the existing water main to replace in kind.
The existing conditions survey and record drawings provided do not identify the size of the existing water services to be replaced. For pricing, it is our suggestion to assume any water stubs directly connected to hydrants to be a 6” size, for any mains along roadways that are not building laterals or hydrant stubs, assume an 8” size. However, it is the Contractor’s responsibility to perform field investigations to confirm these sizes at the beginning of the project by either suggested means of test pits within grass areas or by counting the number or turns connected water valves take to close and determine the approximate size of the existing pipe section.
63. Note # 10- SOW is not clear on the plans, the extent of pipe replacement is not marked, whereas #11 is clearly marked in dark lines wherever it is to be replaced.
Assuming this is referring to keynote 10 in the CU series sheets. The note is used throughout the design to replace deficient pipe sections that were identified during a CCTV inspection. The Contractor can assume 1 stick/section nominal PVC (SDR 26 or 35, depending on the depth) pipe length will be replaced.
64. CU -106- Keynote #1 & #10 - are we replace coupling and PVC piping under existing building #14?
A hole was found in the pipe section at this location based on CCTV results. Yes, this section of pipe shall be replaced and coupled per the drawing plans.
65. CD 101-Keynote #1 -Rem & dispose selective damaged pipe section between DMH -15 and outfall 1A/1B -please confirm the pipe length to be rem and replaced.
For sections involving keynote 1 from DMH-15 to outfall 1A/1B, the Contractor can assume 6 sections of 32” RCP nominal size (assumed to be 8 ft long each) to be removed and replaced with new PVC pipe (SDR 26). Refer to Specification 33 40 00, Section 2.2.E for information on when to use SDR 26 VS SDR 35 for similar scenarios.
66. CU-101 - Keynote #1 & 10 sow not clear between DMH -17 & outfall 1A/1B - are we replacing the existing 32" RCP with new PVC as per keynote #10?
Yes, see response above for item 65. This includes coupling per detail F5 on sheet CK501.
67. CU -102 -Keynote #1&10 parking lot C -sow work is not marked. Please confirm the length and size of the PVC pipe to be replaced.
Based on the existing conditions survey, the existing pipe size is 15 inch, therefore it would be replaced with 15” PVC. The Contractor can assume 1 stick of 15” pipe of nominal length (20ft) to be replaced.
68. Please confirm whether all the pipe to be replaced are shown in dark shade in the drainage plans .( CU -101 to Cu-109).
No, dark shade pipes and locations where keynotes are present represent any proposed work.
69. Keynote # 15 - Jet out and vacuum debris to replace blockage as shown on CU drawings -please confirm the pipe lengths included in the sow. Is it only between the drainage structures within the arrow.
Yes, only pipe section between upstream and downstream structures
70. Drainage plans (CU 101 to CU 108) Keynote #1-F&I coupling of joint connection . See note 2 . See sheet CK501, det F5- This detail is for new and old pipe joint connection , whereas the note #1 as shown on CU plans do not show any pipe replacement at these locations? ( CU 107 -at bldg 10).
At locations as such where new pipe replacement and joints are called out, it is done to repair pipe deficiencies such as cracks and holes identified during CCTV inspection. The Contractor can assume 1 stick of nominal PVC pipe length to be replaced with associated coupling of joint.
71. CU-107 at Bldg #4- The keynote #1, 10 & 15, we are supposed to install new PVC piping under #10 whereas #15 calls for jet out and vacuum debris to remove blockage? Please confirm the sow.
See response to item 70 above.
72. CD -101- note #2- other than asbestos cement pipe removal and disposal , are we responsible for any hazardous material disposal? Please share the quantity and sow .
Hazardous material disposal for this project only anticipates removal of asbestos cement pipe which is approximately 1,900 LF. However, the Contractor is responsible for the removal of any hazardous material encountered that is incidental to the limit of work and dispose of the materials in accordance with local, municipal and federal laws.
73. Can we backfill with the excavated material for pipe replacement? Refer to detail E6 on sheet CK 502 for drain pipe trench detail.
For final backfill, the contractor may use excavated material as long as is complies with the requirements under Specification 31 20 11, do not use unsuitable materials as defined in Specification 31 20 11.

141. 01 00 00 - 1.12
01 00 00 - 1.13
These specification sections appear to be dated relative to construction survey and layout currently being utilized in the industry. The use of GPS machine controls and rovers is more prevalent while traditional stakes with layout data is less common. GPS models are generated from the electronic plan data, a network of control points installed to 'localize' the project and GPS machine controls in concert with rovers used to perform the physical installation. Will the use of GPS machine controls and rovers be permissible or will physical staking and layout be required?
Reference 01 00 00 1.12 and 01 00 00 1.13.
