About this file

This is Amendment P0004 to Solicitation 36C24626B0031 issued by the Department of Veterans Affairs Network Contracting Office 6 in Hampton, Virginia, effective September 3, 2026. The amendment corrects the construction classification applied to a stormwater drainage improvements project involving underground utility and civil construction work.

The solicitation was previously classified as Special Trade Construction with a 25% self-performance requirement under VAAR 852.219-75(a)(1)(iii). The amendment reclassifies the project as General Construction under NAICS code 237110 with a reduced 15% self-performance requirement per VAAR 852.219-75. This correction aligns the solicitation classification with the actual scope of work as general civil construction rather than specialty trade construction. All other terms and conditions of the original solicitation remain unchanged. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline through one of three methods: completing and returning the amendment with their bid, acknowledging receipt on each copy of their offer, or submitting a separate written communication referencing the solicitation and amendment numbers.

The purpose of amendment P0004 is to correct the construction classification applied in Solicitation 36C24626B0031.

The solicitation previously referenced Special Trade Construction and applied the 25% self performance requirement under under VAAR 852.219 75(a)(1)(iii). Based on NAICS code 237110 and the project’s scope—stormwater drainage improvements involving underground utility and civil construction—the proper classification is General Construction, carrying a 15% self performance requirement per VAAR 852.219-75. This correction aligns the solicitation with NAICS 237110, which is is categorized as general civil construction, not specialty trade construction.
