About this file

This is an Amendment to Solicitation/Modification of Contract for a Department of Veterans Affairs boiler replacement project at the Durham VA Medical Center. The amendment provides responses to bidder questions submitted during the pre-solicitation phase and includes site visit sign-in sheets from May 11, 2026. The solicitation number is 36C24626B0020, with a project number of 558-22-152, issued by the VA Network Contracting Office 6 in Hampton, Virginia on May 22, 2026.

The amendment addresses over 100 bidder inquiries regarding project execution, staffing requirements, equipment specifications, and facility operations. Key clarifications include: the Superintendent and CQC System Manager may be the same individual, but the Safety and Health Officer (SSHO) must be a distinct, full-time role with no other duties; no deductive alternates are included despite language appearing in specifications; the VA will provide fuel and operators only for temporary boilers, with the contractor responsible for all other temporary boiler services including startup, permitting, and maintenance; the Commissioning Agent will be supplied by the VA via the design contract, with the contractor providing a Commissioning Manager and representatives; TB screening must be completed within 90 days of work start (tests read 48-72 hours post-injection); NTP may be issued as soon as 15 days after award; and the construction area does not require Infection Control Risk Assessment (ICRA) protections as it is not located near patient care areas. The amendment also specifies that utility work in parking lots shall occur during second shift (3pm-11:30pm) unless approved otherwise by the COR, and that existing underground storage tanks contain approximately 20,000 gallons of fuel that contractors should expect to be at near-capacity. The document confirms no preferred vendors are maintained and that coordination drawings, if needed, will be produced by the design contractor and distributed by the VA.

23 Is this project tax-exempt, and will the CO/COR provide the necessary tax-exempt certificates?

See the solicitation for information regarding taxes

24 Because of COVID-19 throughout the U.S. and the resulting Federal, State and local governments’ responses/requirements, are there any new work requirements or mandates that will be required by the VA on this project?

The solicitation is complete as to the current requirements and mandates

25 Many VA campuses are beginning to address tuberculosis protocols on VA campus projects, including the 90-day screening before assignment to the worksite. This requirement will limit the amount of personnel who can immediately perform work right after the award.

Will this project be required to follow 01 35 26

1.13 for TB-required protocols and a requirement to follow the 90-day screening before beginning work on the project?

Yes. Screening period is not 90 days. TB skin tests are read between 48-72 hours after injection. Test must be completed within 90 days of beginning work.

26 What is the approximate duration between issuing the award and issuing the NTP?

The VA may issue NTP as soon as 15 days after award.

27 For planning the preliminary project schedule, please provide an anticipated award date.

The award is anticipated to be during the current fiscal year

28 How many calendar days should be included in the critical-path method schedule for the owner and A/E to review and respond to RFIs?

Not less than 20 workdays, per Spec 01 32 16.15 - 1.7.A.3

29 How many calendar days should be included in the critical-path method schedule for owner and A/E submittal review?

Not less than 20 workdays, per Spec 01 32 16.15 - 1.7.A.3

31 Will this project allow for dual or triple hatting for the Superintendent, SSHO, and/or CQC Manager?

Superintendent and CQC System Manager can be 1 person, per Spec 01 45 00 - 3.4.B. SSHO is a distinct role and can have no other duties.

32 Please confirm that the project scope will be completed during normal working hours, not nights and weekends.

Per SOW, Utility work in the East or West Parking Lots shall be performed during VA working 2nd Shift, 3pm-11:30pm. Where Utility work in these areas does not interfere with regular traffic flow or Facility operations, it may be permitted during 1st Shift, subject to review and approval of the COR. Per Spec 23 52 39 - G.6.e, if variable hosptial loads interfere with testing, then testing shall be conducted on nights or weekends when loads are more stable. The COR, at their discretion, may require 2nd or weekend shift work if shutdowns, or other scheduled work activities, significantly impact Patient Care or standard Facility Operations. All other work to be conducted during VA working 1st shift, 7am - 3:30pm, 7:30am-4pm, or 8am-4:30pm.

34 Can you confirm that the owner will be contracting directly with a third-party commissioning agent for commissioning the project and that the Contractor is only to include participation/coordination with the Commissioning Agent?

The Commissioning Agent will be supplied by the VA via the Design Contract. The Contractor will have duties and responsibilities per Spec 01 91 00 - 1.8.B and per Spec 01 91 00 - 1.11.

35 Knowing that the campus is limited on space and parking, it is critical that the contactor project superintendent have freedom of access and close proximity to the work. Can the VA/Owner provide a designated parking spot for the contractor project superintendent?

The VA does not guarantee parking outside of the Contractor's designated construction area.

37 Can the contractor use an existing office inside the building for a temporary construction office during construction instead of setting up a temporary trailer?

Areas in Building 7 (Boiler Plant) within the Contractor's Scope of Work are available for Contractor use, provided that use does not impede construction activities. The use of the 1st Floor Kitchen/Break Room or 2nd Floor Office may be allowed, provided the COR reviews and approves the Contractor's proposed plan for use. If use is approved by the COR, the Contractor will be responsible for maintaining the condition of and repairing any and all damage caused by Contractor use of ancillary spaces.

38 Can the contractor use the existing restroom facilities in the work area or adjacent ones nearby?

The Contractor may use the existing restroom in Building 7. The Contractor will be responsible for maintaining the condition of and repairing any and all damage caused by Contractor use of the restroom.

Should the restroom in Building 7 be inoperable, the Contractor may use public restrooms located within the main Building, approximately 100 yards from the construction site.

39 Can the contractor use the existing on-site utilities for temporary electrical and water free of charge?

Existing on-site 120V electrical and water utilities located within the designated construction area are available for reasonable and moderate use, subject to review and approval by the COR. The Contractor may propose the installation of temporary electrical connections to the Facility grid to the COR for review and approval. Construction activities requiring significant electrical or water supply, e.g. welding and power washing, shall be supported by Contractor resources, e.g. generators and portable water tanks.

40 Will the owner provide the fire watch during the period that the fire suppression and/or fire alarm system is not in service?

No. Contractor is responsible for supplying any fire watches required due to Contractor/Construction activity.

41 Please provide detailed guidance for noise and vibration operations, including acceptable levels/duration, hours of operations for acceptable levels, and acceptable noise levels after hours.

The Construction Area is not located near patient care or patient-resident areas, and the VA does not anticipate any operational hour or noise/vibration restrictions based upon the scope of work. However, if contractor activity generates noise levels above 85 decibels, measured at the construction area perimeter, the Contractor must take measures to ensure the safety of potential passersby. Activities generating significant vibration must be coordinated with the COR and all possible measures taken to protect the integrity of Facility structures. The Construction Area is located adjacent to an animal research facility. The VA is not aware of any operational hour restrictions associated with animal research. However, if noise and/or vibration is interfering with the operation of the animal research facility, the Contractor will work with the COR and the Facility to minimize that interference. Any work anticipated to cause significant and sudden noise and/or vibration, e.g.

blasting, must be coordinated with and approved by the COR. After hours noise and vibration that interferes with patient restfulness will be eliminated or minimized to the greatest possible degree.

42 Please provide a bid form and a clear alternate schedule confirming how each deductive alternate is to be priced.
