About this file
This is Amendment 0003 to Solicitation 36C24626B0020, issued by the Department of Veterans Affairs Network Contracting Office 6 on May 29, 2026, containing responses to bidder questions and revisions to project documents.
The amendment provides updated responses to 207 bidder questions regarding a boiler plant replacement and upgrade project at a VA facility. Key technical clarifications include: existing deaerator, surge tank, and condensate receiver controls will be retained with SCADA integration via existing controllers; temporary boiler plants must meet VA safety requirements with upgrades beyond NFPA 85 minimums; boiler manufacturers listed in MQ601 are basis of design but not exclusive of other manufacturers meeting performance specifications; the permanent boiler plant master control panel should match the control system of boiler plant control panels, with scope determined by the general contractor; economizer controls can be performed by the boiler PLC controller; and modern SCADA workstation hardware with current Windows operating systems, laser printers instead of dot-matrix, and ethernet/VPN remote access instead of modems are acceptable alternatives to legacy specifications. The project includes three permanent 600 BHP boilers with N+1 redundancy (1,200 HP operating capacity), temporary boiler equipment provided by the contractor, new underground fuel oil storage tanks totaling 55,000 gallons nominal capacity at 6-7 feet burial depth, new fire sprinkler systems, structural modifications, and mechanical/electrical/controls integration with existing systems. The amendment clarifies that all drawings are 100% construction documents; asbestos containment is not anticipated; structural analysis has been completed; contractor is responsible for temporary and permanent flashing/patches with warranty; temporary boiler fuel infrastructure is contractor-provided; emissions permitting is contractor responsibility; and the contractor must develop a phasing plan establishing a fully operational temporary boiler facility before decommissioning existing boilers. Geotechnical reports, door/hardware specifications, finish schedules, and additional structural details are to be provided in upcoming addenda.

RFI A-1: Drawing MI601 states "Existing Deaerator Controls shall be reused/replaced/upgraded to allow for integration into MCP." Sequence of Control item D states "The deaerator is controlled by the existing factory provided PLC." Please clarify: (a) Is the existing DA tank PLC retained with the new MCP supervisory only (read-only via BACnet/Modbus), OR (b) Is the new MCP replacing the existing DA tank
PLC entirely, taking over control logic using the existing field devices?
(c) If existing PLC is retained, what protocol is required for MCP interface?
The intent is to reuse existing controller, and to extend control alarms/read only points to SCADA system. Selected boiler plant controls contractor will be required to verify protocols.
5/29/2026
RFI A-2: Drawing MI601 has identical "reused/replaced/upgraded" language for the existing Surge Tank Controls, Condensate Receiver
Tank Controls, and Soft Water Make-Up Tank Controls. Same clarification requested as A-1 for each: existing PLC retained with MCP supervisory only, or new MCP replaces existing PLC?
Same as response 4. 5/29/2026
RFI A-3: If existing instrumentation on the DA tank, Surge tank, Condensate Receiver, and Soft Water Make-Up tank is being reused, please provide a complete I/O point list — analog inputs, digital inputs, analog outputs, digital outputs — with signal types (4-20 mA, 0-10V, dry contact, RTD type). Required to size MCP I/O cards. If new instrumentation is required, please provide the new instrument list with model-grade requirements.
Utilize points list as basis for bid. See response to RFI 4. 5/29/2026
RFI B-1: Drawing MI102 Sequence of Control item E states the gas boilers are "factory provided with its own PLC controller which controls the entire boiler process… The gas boiler manufacturer is to determine all the features necessary for their boiler." For the temporary (rental) boilers: Rental boilers are sourced from the rental fleet at time of deployment. The fleet includes units from multiple manufacturers with varied controls platforms — typically packaged flame safeguard controllers (Honeywell RM7800, Fireye BurnerLogix, or similar) meeting
NFPA 85 minimums, but specific controls vary unit-by-unit. Bidders cannot guarantee uniform PLC-based controls across all rental units; this is standard rental industry practice. Please confirm standard rental-fleet packaged flame safeguard controllers are acceptable on the temporary boilers.
VA requires temporary boilers installed in the temporary boiler plant be upgraded to meet safety requirements. Outside temporary trailered boiler can have NFPA 85 minimum requirements.
5/29/2026
RFI B-2: Drawing MQ602 Control Panel Schedule includes a remark stating "Boiler plant master control panel shall be of same manufacturer as the boiler control panel. Control shall be provided by the same skid manufacturer and shall be mounted on skid. Refer to 23 10 00." However, Spec §23 09 11 §2.3 describes the BPMCP as a free-standing NEMA 4 panel with PLC controllers, master steam pressure controller, submaster stations, touch screens, annunciator, etc. Additionally, the reference to Section 23 10 00 appears to be a typo — Section 23 10 00 is "Facility
Fuel Systems" and does not govern boiler controls; the correct reference is likely Section 23 09 11. (a) For the new permanent plant (7-
BPMCP-1): Is the BPMCP furnished by the boiler manufacturer or by the Controls Contractor? If by the boiler manufacturer, is it mounted on a boiler skid or free-standing in the control room? (b) For the temporary plant (24-BPMCP-1): Rental boilers do not come
These notes are incorporated into the control panel schedule using the remarks column. The 23 10 00 reference is only applicable to remark 4 which is only applied to the fuel oil pump control panel.
a. Skid mounting is only applicable to number 4 which is not referenced for 7-BPMCP-1. The intent for the boiler plant master control panel is to match the same control system as the boiler plant control panels. Buyout and determination of subcontractor scope is the responsibility of the general contractor.
b. The intent for the temporary boiler plant master control panel is to match the same control system as the rental boiler control panels.
Buyout and determination of subcontractor scope is the responsibility of the general contractor.
5/29/2026 with a master plant control panel — each rental boiler has its own local control panel only. Please confirm 24-BPMCP-1 is NOT in the rental boiler supplier's scope.
RFI B-3: Drawing MQ601 Boiler Economizer Schedule shows 3 economizers (7-BEHX-1/2/3) at 645,000 BTU each, 210°F→247.9°F feedwater, 13.6 gal water volume, 0.5 in WG gas-side pressure drop, 275 psig relief setting. Please confirm Cleaver-Brooks economizers are acceptable as part of the Cleaver-Brooks boiler package. Note: A single-stage economizer of the type scheduled does not require its own PLC.
Standard integration is: economizer-mounted I&C transmitters (inlet/outlet feedwater temperatures, inlet/outlet flue gas temperatures, water pressure) wired back to the boiler PLC controller, which communicates upstream to the Master Panel and SCADA. Please confirm this integration is acceptable (Sequence of Control item F implies a separate economizer PLC, which is not applicable to single-stage units).
the product will need to be submitted against the specification governing the economizer. 5/29/2026
RFI C-1: Drawing MQ601 Steam Vent Silencer Schedule names "M EVO 24-121-181" at 25,000 lb/hr, 85 dBA at 1 ft, 8" outlet. Please confirm Cleaver-Brooks vent silencer is acceptable as part of the Cleaver-
Brooks boiler package.
the product will need to be submitted against the specification governing the vent silencer. Basis of design does not reliquish the contractor of ensuring products meet specification requirements.
5/29/2026
RFI C-2: Drawing MQ601 Blowoff/Blowdown Tank Schedule names Bryan B07-6080-600-E55 at 572 gal. Please confirm Cleaver-Brooks blowoff tank is acceptable as part of the Cleaver-Brooks boiler package.
the product will need to be submitted against the specification governing the blowdown tank. Basis of design does not reliquish the contractor of ensuring products meet specification requirements.
RFI D-1: Drawing MP301 Boiler Plant Sections shows the new boiler plant control room layout with a SCADA workstation and three (3) static readout displays (Boiler 1, 2, 3). Please confirm Cleaver-Brooks SCADA is acceptable as part of the Cleaver-Brooks boiler package. Sub-question: Please confirm the "SCADA Mirror" notation refers to mirroring new SCADA data to the existing DDC terminals (read-only via BACnet per Spec §23 09 11 §2.2.H), and that the SCADA's
BACnet interface to the existing DDC system is the required scope (not a duplicate SCADA workstation).
the product will need to be submitted against the specification governing the SCADA system. Basis of design does not reliquish the contractor of ensuring products meet specification requirements.
Intention for "SCADA MIRROR" is the station operators will use to access the SCADA system.
5/29/2026
RFI D-2: Drawing MQ602 Control Panel Schedule shows two separate Boiler Plant Master Control Panels (7-BPMCP-1 and 24-BPMCP-1) at
208V/3ph/15A. (a) Power supply. The Cleaver-Brooks master panel is supplied at 120V/1ph/60Hz, not 208V/3ph as shown in the schedule. Please confirm 120V/1ph is acceptable, or clarify why 208V/3ph was specified. (b) 24-BPMCP-1 scope. Rental boilers do not come with a master plant control panel — each rental boiler has its own local control panel only. Please confirm 24-BPMCP-1 is NOT in the rental boiler supplier's scope.
a. This would be acceptable, ensure electrical contractor is aware of the power requirement.
B. refer to RFI 8.
5/29/2026
RFI D-3: Spec §23 09 11 §2.5.B.2 specifies legacy workstation hardware (Intel Xeon, DDR2 SDRAM, Nvidia QUADROFX4400, parallel/serial ports).
Confirm current-generation workstation hardware running latest Microsoft Windows is acceptable.
This would be acceptable. 5/29/2026
RFI D-4: Spec §23 09 11 specifies two communication/output requirements that are no longer supported by current Cleaver-Brooks HMI/SCADA platforms: (a) Alarm printer (§2.5.B.6): Spec requires a
9-pin dot-matrix tractor-feed impact alarm printer with 2000 sheets of paper. Current-generation HMI software (including Cleaver- Brooks') no longer supports printing alarm logs to dot-matrix printers. The current standard is a laser printer that allows users to print the alarm log on demand. Please confirm a laser printer is acceptable in lieu of the specified dot-matrix printer. (b) Modem interface (§2.2.H): Spec requires a modem interface as part of the
SCADA communication. Modern SCADA platforms (including Cleaver-Brooks') no longer include modem interfaces; remote-
This would be acceptable. 5/29/2026 access functions are handled via Ethernet/IP, VPN, or similar modern methods. Please confirm a modem interface is no longer required, or clarify the intent of this requirement.
RFI E-1: Drawing MQ601 Temporary Steam Boiler Schedule shows: • SB-TEMP-1: BLDG 24, 800 BHP — BOD: Cleaver-Brooks SBS3-GA-01
• SB-TEMP-2: BLDG 24, 800 BHP — BOD: Cleaver-Brooks SBS3-GA-
• SB-TEMP-3: OUTSIDE, 1,000 BHP — BOD: Victory Trailer F2-OB-
25(L-1000X-S2) 12.5X48-SC 50-RB-M Total: 2,600 HP installed, vs.
the permanent plant of (3) × 600 HP = 1,800 HP installed / 1,200
HP operating (N+1 per Spec §1.8.B). For the rental boiler proposal, please clarify:
(a) Total temporary plant capacity vs. permanent plant load. Why is the temporary plant sized at 2,600 HP installed when the permanent plant operating demand is only 1,200 HP? This is more than 2× the actual plant load. Will the engineer accept equivalent N+1 capacity in different sizing — specifically, (3) × 800 HP rental boilers from the standard rental fleet, providing N+1 redundancy with significantly higher fleet availability and lower cost?
(b) Multi-manufacturer rental basis-of-design. Drawing MQ601 names Cleaver-Brooks as the basis of design for SB-TEMP-1 and SB- TEMP-2, but Victory Trailer (a different manufacturer) as the basis of design for SB-TEMP-3. Please confirm:
• (i) The Victory Trailer designation for SB-TEMP-3 is a basis-of-design reference only, and bidders may source from any manufacturer with rental units of equivalent capacity, OR
• (ii) Victory Trailer is the required manufacturer for the 1,000 HP unit, in which case bidders must coordinate sourcing with Victory directly.
• (iii) For SB-TEMP-1 and SB-TEMP-2, confirm bidders may source from any manufacturer with rental units of equivalent capacity.
a. 800 BHP would be allowed, however, 1000 BHP was selected as a maximum option to allow for additional temporary plant needs. Refer to M-001 phasing narrative B as the trailered boiler is only installed if one of the boilers fail. Basis of design does not limit other manufacturers from providing equivelent products that meet specification requirements. Trailered boiler is an enclosed boiler trailer.
RFI E-2: The specification and drawing sequences imply the temporary (rental) boilers will be integrated into a full SCADA monitoring system with detailed I/O points, network communication, and operator workstation visibility (per Sequence of Control items I, J and Spec §23 05
10 §2.8.J). This is well beyond standard rental boiler industry practice.
Standard rental boilers are designed for plug-and-play standalone operation with local controls, dry-contact run/fault status, and packaged alarm panels — they are NOT typically built for integration into customer SCADA systems with detailed Modbus/BACnet point lists.
Please clarify the intended level of temporary boiler integration:
• (a) Full SCADA integration matching the permanent boiler I/O list (would require custom-built rentals, significantly higher cost, longer lead time, and limited availability), OR
• (b) Standard rental boiler local controls with dry-contact run/fault/alarm signals to a contractor-furnished panel (industry-standard rental boiler integration), OR
• (c) Some intermediate level with a defined limited point list.
It is likely acceptable, however the product will need to be submitted against the specification governing the economizer.
It is allowable for the economizer controls to be performed by the boiler PLC controller.
5/29/2026
RFI F-1: Spec §23 52 39 §1.5.B requires three previous installation references for the burner manufacturer on similar-size firetube boilers.
Confirm a reference list of similar firetube boiler installations with comparable burner combinations is acceptable, and provide a maximum project age (e.g., last 5 years).
Submittal will be reviewed in accordance with the specification.
Distinction between similar and comparable will be evaluated during the review. Maximum project age 5 years.
5/29/2026
RFI F-2: Spec §23 52 39 §3.5 requires 16 hours of manufacturer's technical representative training per VA personnel. Spec §23 08 11 §3.6 specifies 32 hours boiler/burner/controls + 16 hours computer workstation + 8 hours pumps/DA + 32 hours temporary plant. Please confirm total manufacturer-supplied factory representative training hours expected.
23 08 11 is the total requirement, 23 52 39 would be a minimum requirement from just the boiler manufacturer for the permenant equipment. In cases where the boiler manufacturer is providing multiple components, each component would add per individual the specification requirements.
5/29/2026
RFI F-3: Please confirm the equipment scope is being procured as: a) Purchase order (supply only, FOB factory, with factory representative startup), OR
• (b) Subcontract with installation. Note: Standard equipment supplier scope is supply only with factory representative startup;
installation, rigging, piping, electrical, instrumentation wiring, and

30 Will the Government provide the 3-D REVIT Design model in native file format for the creation of coordination drawings and use by contractor? The government will provide .dwg files to the awarded contractor. 5/29/2026
The project scope is widespread across the building and performed in and around numerous existing building systems that will need coordination. How many site visits do owner consultants have for MEP and systems coordination with GC, and will the VA have a designated
MEP representative available on site?
Site visits will be reqeusted at VA discretion based on the AE's contract. 5/29/2026
36 Has the facility Operation & Maintenance team reviewed the Contract Documents for operability to avoid change orders?
The VA periodically coordinates with facility stakeholders, including Operations & Maintenance personnel, during development of requirements to help ensure that the resulting documents reflect current facility conditions and operational considerations. While this coordination aims to reduce the potential for future change orders, it does not guarantee that all issues or conditions have been identified.
Offerors are encouraged to review all solicitation documents carefully and raise any questions or concerns during the solicitation period.

Would the Government consider scheduling an additional site visit/job walk for interested bidders and subcontractors? Several subcontractors across multiple trades were either unaware of the original walkthrough until after it occurred or were unable to attend due to scheduling conflicts. Given the size, complexity, and phased nature of the work within an active healthcare facility, many subcontractors are hesitant to provide complete pricing without visiting the site and reviewing existing conditions firsthand. An additional walkthrough would help improve subcontractor participation, bid coverage, and overall pricing accuracy while reducing assumptions and future clarification requests.
no further site visits are anticipated 5/29/2026
55 Please confirm there is no fire alarm, PACs, or CCTV required on this project. If it is required, please provide the respective specifications. Refer to Telecom Plan ET111 and Division 27 of the Specifications. 5/29/2026
