About this file

This is a specification section for commissioning site utility systems on a Department of Veterans Affairs (VA) construction project.

The Contractor is responsible for executing the commissioning process for facility site utilities systems and related subsystems as defined in Section 01 91 00 General Commissioning Requirements. A VA-appointed Commissioning Agent (CxA) will manage the overall commissioning process. Key contractor responsibilities include: completing pre-functional checklists to verify systems, subsystems, and equipment installation are complete and ready for testing; scheduling and documenting contractor tests in accordance with project schedules with no less than 7 calendar days' notice; providing labor, materials, and test equipment for systems functional performance testing under the direction of the Commissioning Agent; and providing competent, factory-authorized personnel to train VA operation and maintenance personnel on system location, operation, and troubleshooting. The Commissioning Agent will prepare pre-functional checklists and detailed systems functional performance test procedures for contractor completion and documentation. Selected submittals pertaining to commissioned systems require concurrent review by both the Commissioning Agent and engineering. Training agendas and trainer resumes must be submitted for approval prior to scheduling instruction with the VA Resident Engineer. The commissioning process is designed to test systems functional performance under steady state and emergency conditions and system reaction to changes in operating conditions.
