Responses to Requests for Information for Solicitation 36C24222B0031/ Correct FCA Deficiencies Building 1

1. Spec section 10 35 26 para 1.9 states to SSHO. Please confirm that contractor’s site superintendent who has the credentials can simultaneously perform the duties of SSHO.

RESPONSE: Yes. The contractor’s on-site superintendent with the credentials can simultaneously perform the duties of SSHO.

2. Spec section 01 45 00 para 3.4 has extensive requirements for QC personnel. Please confirm that contractor’s site superintendent who has the credentials can simultaneously perform the duties of QC personnel.

RESPONSE: Yes. The Contractor’s on-site superintendent can who has the credentials can simultaneously perform the duties of QC personnel.

3. Please confirm that it is agency’s responsibility to hire third party consultant for monitoring, inspection, and testing for all the work of asbestos abatement and lead-based paint removal.

RESPONSE: The contractor is responsible to hire a daily on-site certified third-party consultant for monitoring, inspecting, and testing all the asbestos abatement and lead-based paint removal work. Monitoring, Inspecting, and testing reports are due to the COR daily during asbestos abatement and lead-based paint removal work.

4. Dwg 1-GC101 indicates location of contractor staging area. This is very far off from the building 1, can contractor’s staging area be next to bldg. 1?

RESPONSE: No. The staging area cannot be next to building 1. The contractor will generally utilize the location in the area shown on the drawings. The final location will be approved by the COR.

5. The project has three ( 3 ) phases, but the drawings are so confusing, its not clear which work is in which phase. For instance, drawings 1-AD101, 1-AD102 does not indicate which stairwell work is in which phase Also bid sheet has deduct alternates which refers to dwg GC-204. But this dwg is missing. Also, as this phasing work is confusing can agency allow all the work without phasing and eliminate alternate 1 and 2.

RESPONSE: Building 1 will be occupied during renovations. Two stair towers must be fully functioning while work is being performed in the third. There are three stair towers. There are three phases. Each phase contains one stair tower as shown on the drawings. Drawing GC-204 was deleted from the set of drawings. Adjust Alternates in Specification 01 00 00, General Conditions, Page 2 to read:

A. ALTERNATE NO.1: BASE BID except delete all Work associated with Phase 3 Work. See Phasing Plans on Sheets GC201, GC202, and GC203. Work not included in ALTERNATE No. 1: All work shown on Drawing 1-GC302; All exterior work including façade repairs (1-AE111, 1-AE112) and new water line (1-AS101); Basement Fire Protection Work (1-FD101); and Basement Steam Piping Replacement (1-MD101, 1-M101, 1-M102, 1-M103).

B. ALTERNATE NO.2: BASE BID except delete all Work associated with Phase 3 and Phase 2 Work. See Phasing Plans on Sheets GC201, GC202, and GC203. Work not included in ALTERNATE No. 1: All work shown on Drawing 1-GC302; All exterior work including façade repairs (1-AE111, 1-AE112) and new water line (1-AS101); Basement Fire Protection Work (1-FD101); and Basement Steam Piping Replacement (1-MD101, 1-M101, 1-M102, 1-M103).

6. The drawings are not as per the scale. If we scale the drawings electronically then the scale doesn’t match. Please issue scale able drawings.

RESPONSE: Do not scale drawings. The original PDFs of the drawing sheets were made at 30x42, ARCH E1. The project was drawn in Revit. Revit doesn’t allow you to draw drawings in anything but scaled drawings on a sheet. If the file size was reduced, this will affect the printable scale.

7. Drawing 1-HA101 Summary of Materials to Be Abated lists insulation quantity of 3200 LF to be abated (from basement to 3rd floor level). We have following questions:

A) Is all this quantity of pipe and insulation inside chase wall?

RESPONSE: Yes. See Abatement Key Notes #5 and plumbing drawings.

B) Abatement procedure step no.9 states to remove existing piping in its entirety. – Is the quantity of pipe to be removed the same as insulation abatement which is 3200 LF?

RESPONSE: Yes. This estimate includes the combination of domestic water and heating pipe. The Asbestos Building Survey dated 11/15/2017 and Hazardous Materials Survey dated 2/10/2021 documents were inserted in Division 02 of the specifications to identify the types and locations of hazardous materials requiring removal.

C) Are the existing chase walls which must be demolished are masonry or sheetrock?

RESPONSE: The existing chase walls are masonry with plaster finish containing hazardous materials. See the Asbestos Building Survey dated 11/15/2017 and Hazardous Materials Survey dated 2/10/2021 documents were inserted in Division 02 of the specifications to identify the types and locations of hazardous materials requiring removal.

D) Abatement procedure step no.10 states ‘Enclose chase with new finish material and paint.’ – Please advise if chase walls are to be rebuild with masonry CMU blocks or sheet rock.

RESPONSE: The contractor is to open masonry chase enclosures to perform the Work in a way that the contractor can infill the removed material with metal studs and Gypsum Wall Board. The Gypsum Wall Board is to be installed so that it aligns with the existing wall finishes. Tape and spackle the transitions and paint entire effected wall(s). Paint wall(s) to match existing color and sheen.

E) Abatement Legend has legend with diagonal hatch, also this legend is shown on plan. Please clarify what type of asbestos abatement work is to be assumed at all these locations, is it floor removal of pipe insulation removal.

RESPONSE: The Asbestos Building Survey dated 11/15/2017 and Hazardous Materials Survey dated 2/10/2021 documents were inserted in Division 02 of the specifications to identify the types and locations of hazardous materials requiring removal.

F) Also is full containment required at all these individual locations or the entire basement floor will be handed over to asbestos abatement contractor.

RESPONSE: Individual locations.

G) Does contractor have to build containment at each location of the chase wall? (basement to 3rd floor Level ) RESPONSE: Yes, containment must be built at each location of the chase wall removal/construction.

H) Also, how many chase walls are there from basement to 3rd floor where pipe insulation has to be abated?

RESPONSE: Chase walls are identified on the drawings.

8. Asbestos Abatement drawings keynote no.3 states Remove all lead-based paint throughout the stair hall walls and ceilings. --- Please advise if this paint removal work is abatement of lead paint or contractor will have to use safe lead practices. Spec section 02 83 33.13 para 2.1 states paint removal product as chemical stripper. Please confirm if safe lead practices are to be followed then no need of the chemical stripper.

RESPONSE: Any paint removal technique involving the creation of any type of dust is not permitted.

9. Asbestos Abatement drawings ‘Summary of the Materials to be Abated’ states paint at metal stairs, balusters and handrails plus black paint at metal stairs, stringers, treads and cove moldings (basement to 3rd floor level ) --- Please clarify if chemical stripper is to be used at all these metal surfaces to remove the paint.

RESPONSE: Any paint removal technique involving the creation of any type of dust is not permitted.

10. There is a spec section for hollow metal door, frames and hardware., but there is no door schedule on any of the drawings. Please advise on door scope provide a detailed door schedule for the new door work.

RESPONSE: The Door Schedule is located on Sheet 1-GC301.

11. Drawing 1-HA101 Summary of Materials to Be Abated lists:

TSI Insulation – white – Approx. 3200 LF from basement to 3rd floor level. TSI Aircell Insulation -- Approx. 3200 LF from basement to 3rd floor level. Please clarify if these are 2 different layers of insulation on the pipe.

RESPONSE: The Asbestos Building Survey dated 11/15/2017 and Hazardous Materials Survey dated 2/10/2021 documents were inserted in Division 02 of the specifications to identify the types and locations of hazardous materials requiring removal.
