Design Development Narrative

Overview.

The VA awarded West Point Engineers (WPE), LLC, a Service-Disabled Veteran Owned Small Business, Project 608-22-114, a six-building demolition design contract, on the Manchester VAMC campus. WPE outlines our design approach below and indicated with the design drawings and documents delivered as part of this package submittal.

The intent of the scope of the project is for the complete demolition and removal of Buildings #2, 3, 4, 5, 13, and 14, with minimal impact to patient and employee access to campus and accounting for historical preservation. These buildings will be removed to set conditions for several upcoming projects to improve patient care. The demolition involves the removal of building structures, concrete pads, site utilities, selective pavement and sidewalks, hazardous materials, and specified pavement areas. The removal and capping of site utilities includes Transformer #5 and a nonfunctioning fire hydrant near building 5. The Hazardous Waste Conex Box, including the connecting electrical systems, will be relocated to a different area on the Manchester VAMC campus. A 3rd party Industrial Hygienist will conduct a destructive hazardous material survey of all the buildings above. The A/E will coordinate conflicts with roadways, structures, and existing utilities, especially domestic and fire protection water, storm water, sanitary, and electrical/telecommunications.

The buildings’ perimeter and interiors walls will be demolished, including all foundations, basement walls, footers, floor slabs and if the buildings have a dirt floor or crawl space, include the removal of dirt for a distance of 24 inches minimum below the existing grade of the basement or crawl space. Backfill with cohesive soil in lifts that match the bearing capacity of the adjacent soils, compacted to 95% proctor.

The demolition design includes the proper relocation or removal of all associated site utilities, as necessary, back to the nearest main. All inactive and abandoned utilities shall be removed during demolition unless confirmed with the VA COR that specific utilities remain. Building 5 has an exterior panelboard served from the basement main switchboard which serves several campus loads. Prior to demolition of Building 5, the loads which are within the panelboard which are to remain in service shall be intercepted and fed from another appropriate power source nearby to keep in operation. For all other buildings being demolished, the contractor shall disconnect the main power feeder to each building prior to any demolition while ensuring safe removal/disconnection of all power back to source. Feeders shall be disconnected completely from the services/feeder sources and all feeders removed. No abandoned cabling shall remain.

In addition, the erosion control plan will ensure proper engineered fill is provided and the landscaping preservation plan will preserve as many trees as possible. Removal of specified roads, pavement, sidewalks, driveways, or parking lots will be included.

Asbestos/Lead Paint abatement design will be provided, based upon the contaminate information provided by the VA and 3rd party Industrial Hygienist. The buildings being demolished contain hazardous materials in the form of lead paint, asbestos containing materials, mold/mildew, and other materials. Asbestos and lead reports will be included for contractor use.

The contractor will have to perform specialized lead removal and asbestos abatement procedures (outlined in the specifications) prior to total demolition of the remainder of the

Bldgs. 2-5,13 &14 Demo.

structures and foundations. Provisions of the proper disposal of all hazardous materials will be included in the specifications.

Site Description.

Currently there are (3) 2-story residential structures known as Buildings # 2, 3, and 4, (1) 1-story structure known as Building # 5, and (2) 1-bay garage stalls known as Buildings # 13 and 14 located just inside the main entrance to the Manchester Campus. The physical condition of some of these structures are poor and uninhabitable without extensive work. Buildings # 2 and 5 are uninhabitable due to structural and mold/mildew issues. Buildings # 3 and 4 are currently occupied by VA Human Resources Staff and IT personnel. The two garage bays are currently used for storage by Maintenance and Repair. Parking is in a deficit and the project has the potential to add several spaces. Refer to the campus map and site imagery below.

Overall Design Approach.

West Point Engineers performed an on-site assessment of the existing buildings and surrounding site features to verify and obtain information necessary for a detailed design.

Millennium Engineering provided a utility location service and a civil site survey of the area to document and locate all features and utilities discovered. The utilities in the area will be removed and capped back to their main trunk lines, or any loop utilities may require alteration before being returned to the active campus. The VA will mark any trees to be removed in this project, and such information will be documented and specified in the drawings to be included in the bid.

Phasing.

The goal of the design is to accomplish construction of the demolition project without significantly affecting the operational ability of the VA campus. The utility alteration work will need to be performed such that utility services are not interrupted for extensive amounts of time. The contractor may require temporary service provisions. Asbestos and lead abatement will be required before the total demolition of the buildings indicated. Once all the utility alterations have been performed to isolate the buildings to be demolished from the service loops of the campus, and the asbestos and lead abatement are complete, total demolition of the remaining structures, foundations, abandoned utilities, etc., may be performed at the same time, provided that the contractor maintains access for VA personnel and patients through the main east entrance off Smyth Rd. After demolition, the area will be re-graded. All utility excavation trenches filled with suitable soil and all disturbed areas of the site within the limits of disturbance will be seeded with the specified grass seed mix shown on the drawings and specifications.

Phase I. Pre-Construction. Reference Sheet Series GI, GR, C-, CD, and VU.

Submit and receive approvals and permits for Historic, Environmental, and Construction compliance. The VA COR stated that the Manchester VA has completed the state historical preservation office (SHPO) approvals, including the 45-day review and acceptance of archival documents to meet the Historic American Buildings Survey (HABS) Level III requirements.

Therefore, the HABS document was reviewed and approved by both the SHPO and National Park Service (NPS). From the historical preservation perspective, the demolition project can proceed. Separately, the abatement and demolition contractor will need to submit for and receive approval for environmental permits. Prior to the start of construction, the contractor will have all approvals and permits on-hand and be in compliance with local, state, and federal laws.

Conduct site set-up, layout, relocate hazmat storage trailer, and conduct campus operations coordination through the VA COR and local utilities (to isolate the site, ensure health and safety, apply and institute Best Management Practices (BMPs) on site (including erosion control and storm water prevention), synchronize construction with campus operations and other VA requirements and priorities, and minimize impact to campus health care operations and life support.

• Mark and designate utility infrastructure, blacktop, sidewalks, curbs, storm drains, sanitary sewer, trees, etc., not to be demolished.

• Relocate Hazmat Storage Trailer to Building 7 concrete slab.

• Mark, designate, remove, and store select items for future use or recycling as specified by the VA COR.

Bldgs. 2-5,13 &14 Demo.

• Mark all utility locations per survey.

• Isolate, fence, block, and control traffic for construction areas: (1) designate areas to store/secure heavy equipment storage, (2) designate entry/exit to site, campus gates, haul locations (both hazardous and nonhazardous waste landfill sites), (3) designate fill soil locations, (4) install environmental mitigation measures, and (5) conduct as necessary VPIH testing.

• Install BMPs that meet EPA requirements.

Phase II. Utility Alterations/Terminations. Reference Sheet Series C-003, CD, and CU.

The second phase involves selected utility alterations, and termination, pull-back, capping, and/or removal of services in the project area, described by the demolition drawings. This phase also encompasses the demolition of select utilities external to the foundation of the building structures. Coordination and approval with the VA COR and local utility services is required to synchronize campus operations with shut-off and restoration of utility services during construction.

Phase III. Industrial Hygiene and Hazmat Abatement. Reference Sheet Series HA and HL.

The third phase involves the safe abatement of specified areas of buildings to be demolished and proper disposal of debris to a hazardous landfill. Each building shall be abated as specified by the certified industrial hygienist. Debris will be loaded and hauled to hazardous material-accepting landfill. Based on the results of the asbestos inspection, the identified materials must be abated if those materials will be impacted by demolition activities. The asbestos containing materials (ACM) identified throughout the buildings must be removed since they will be disturbed by demolition activities. All lead-containing waste is to be managed and disposed of as hazardous waste unless TCLP (toxic characteristic leaching procedure) testing is performed and indicates otherwise. Each light fixture should be inspected and appropriately disposed of during renovation/demolition activities since they are to be removed. Light tubes (mercury) must be disposed of as mercury containing (universal waste) unless testing proves otherwise.

Phase IV. Sequential and/or Simultaneous Demolition. Reference Sheet Series C-, CD, CU, FA, and LP.

The fourth phase involves the complete demolition of all buildings and proper disposal of debris to the landfill as designated in the drawings and specifications. The contractor will excavate 24” beyond foundations. As a general sequential process, once the contractor performs all gas, electrical, water, and other utility alterations to isolate the buildings to be demolished from the service loops of the campus, and the contractor performs asbestos and other hazardous material abatement, the total demolition of the remaining structures, foundations, abandoned utilities, etc. may be performed at the same time. The contractor must maintain access for patients, staff, and other personnel outside the specified construction area. All closures or traffic restrictions must be coordinated and approved by the VA COR.

Phase V. Soil Fill and Finishing. Reference Sheet Series CG and LP.

The fifth and final phase involves transportation of soil from an approved site, filling the

Bldgs. 2-5,13 &14 Demo.

demolition area, compacting the soil, and restoring the project area with grass.

Budget.

The original VA Construction Cost was $330,000. The new projected VA Construction Cost is approximately $2,500,000. Certified Professional Estimators (CPE), a third-party estimator, provided an estimate for $2,500,000 after the 60% Design Development submittal. The VA verified the estimate and adopted a contract modification that updated the Construction Cost to the new amount.

The 90% Construction Design estimate will follow within 10 days after the submittal.
