HOUSTON NATIONAL CEMETERY PHASE 5 EXPANSION

Question No.

QUESTION GOVERNMENT RESPONSE

Drawings: CI701

& GI200,

Solicitation (ETO)

Drawing GI200 indicates that B1 is the ETO area. Thus, the ETO area consists of 3,000 niches, Memorial Wall, and Ossuary. Area B, non-ETO, consists of 5,000 Columbarium niches. Whereas the Solicitation, page 3, under CLIN001 indicates that the Early Turnover is approximately 8,000 niches, Memorial Wall, and Ossuary.

So, while there is a total of 8,000 Columbarium Niches, does the ETO niches total 3,000 or 8,000?

Solicitation page 3 is correct, all columbarium niches, memorial walls, and ossuary are part of the ETO CLIN

Solicitation (Statement of Work and CLIN worksheet), Drawing G Sheet

Please confirm accurate gravesite total count as documents are not matching.

CLIN shows 16,650 pre-placed crypts, SOW shows 14,000 pre-placed crypts and G sheet shows 14,000. In addition – oversize CLIN 650, SOW and G sheet 350?

CLIN 002 shows 16,650 “gravesites” which includes 14,000 pre-placed crypts, 2,000 in-ground cremains, 350 oversized crypts, and 300 green burial plots. CLIN 003 should be revised to read 350 oversize crypts, not 650.

Solicitation Volume II Tab 4

Volume II Tab 4 requests CD – please confirm as proposal is to be emailed CD will not convey and this can be removed.

Volume II should email to listed Contracting Officer(s) email address. A CD is NOT required to mail.

SPEC 01 45 00

vs. Solicitation (Key Personnel)

SPEC 01 45 00 does not require the QCM to have a degree, but rather years of experience, Solicitation requires QCM to have a degree – Is the Solicitation to be followed over the SPEC section?”

The specification only addresses the experience qualifications and is silent on degree qualifications.

Follow solicitation requirements.

Specification Section 1.17 General Requirements

The RE office trailer requirements are extensive. Is it acceptable to provide a standard trailer from an available local source such as William Scotsman “or equal” based on standard available layouts and construction methods or do we need to provide a “Custom” trailer that meets the exact requirements of the specification without any deviation?

These are usually worked out between the Contractor and RE/COR. Without knowing what requirements pose a problem, use judgement and provide the Government with the most cost-effective solution.

Specification Section 1.17 General Requirements

“RE/COR’s Field Office” lists specific criteria for iPad (i.e.

Provide otter box defender protective covers and otter box handles and shoulder straps. iPad, keyboards, apple pencils, handles, straps, and protective covers shall remain property of the VA at project completion.

Data and iCloud service shall be terminated after final inspection punch list is completed.) but requires (3) cell phones with e-mail and built-in speaker and separate a fully operational stand-alone speaker phone device without identifying model types.

Confirm any cell phone & speaker meeting that criteria are acceptable?

The requirement for 01 00 01-1.17. L.1. should NOT state, "Provide three cell phones with e-mail and built in speaker phone for use by RE/COR Office." Providing cell phones is not necessary.

One conference phone is needed with ability to connect with iPhone 8 and later editions.

Drawings: CT001, CT111-114

Per the note on CT001.

“Contractor to repair and replace all existing curb and gutter expansion joints.”

Reference is made to Drawings CT111-114.

Drawings CT111-114 are titled as “Pavement Repair and Replacement Plan”. Please clarify if only locations shown on CT111-114 are to be repaired, or if all joints within areas depicted on CT001 are to be repaired and replaced. If all areas depicted on CT001 are to be repaired, at what intervals are the expansion joints?

All existing concrete curb expansion joints on-site shall repair/replace in conformance with the specifications and detail 9/DT503, not just the areas shown on CT111-114.

Those sheets identify the curb and gutter segments to be replaced, but all expansion joints throughout the site shall be replaced without damaging existing rebar.

Drawings: CT104-

105, CD102

Drawings CT104-105 refers to concrete replacement at committal shelters A, B, and C.

It appears that committal shelter D has been omitted.

Most of the concrete for Shelter D is to remain.

However, the downspout drain connections were not shown on the civil plans and

CD102 Area #5 depicts what is assumed to be committal shelter D. Please confirm that this is the case, and there are no changes in dimension for the concrete placement at committal shelter D a portion of the concrete pavement will require replacement with the installation of these drain lines. See attached sketch showing drain locations.

Drawings: CD103 ESA Report

Drawing CD103 refers to demolition of two farm structures. Upon review of CD103 and the full ESA report clarification is requested for the following:

A. ESA 2.5.2 “Property is supplied with electricity by Center Point Energy and water utilities by Aldine Municipal”. Is contractor responsible for termination of utility services prior to demolition of farm structures?

B. No mention is made in the ESA report to asbestos. Due to the date of construction of the farm structures, (1944, 1953), should contractor assume potential asbestos abatement?

C. ESA 2.5.2 Utilities mentions septic system in place with drain field.

Is the septic system to remain in place or be removed?

D. ESA 4.1.2 Floor Drains mentions a discharge pipe that presumably drains into a ditch along Adline Western Road. Is it the intent to abandon in place, or to remove discharge pipe in its entirety?

E. ESA 1.3 Findings and conclusions summary indicates bottles of pesticides/herbicides, weed killer, jug of chlordane, and drums of petroleum products.

A. Contractor is responsible for termination of utility services prior to demolition.

B. Asbestos and Lead-Based Paint Surveys previously provided.

C. Septic system to be removed in accordance with local health codes and requirements.

D. Floor drain discharge piping shall be removed and properly disposed of by the contractor.

E. Any of these items referenced that remain within the structure shall be safely and properly disposed of by the Contractor in accordance with the waste characterization provided in the Phase II ESA.

F. Remedial action item 3b shall be followed, identifying the target area to a depth of 18”.

No mention is made on CD103 or the ESA regarding who will handle safe disposal of these items. Will the contractor be responsible for safe disposal of these items?

Keynote legend on CD103.

“Excavation area (8” Deep x 1,600 SF)”. Remedial action item #3b. “Excavation of contaminated soils in the area target to a depth of 18”. Which depth of excavation is correct?

No mention is made in the ESA report to the presence of asbestos. The age of the farm structures, (1944, 1953) indicate there is a high probability that abatement of the structures may be required. Has an asbestos survey been performed?

Specification: 33 10 10 – 1 1.1 Description

“The construction of water wells shall be considered a delegated design item.” Is the contractor to provide a full in-depth design regarding the well and pump system to meet the minimum design criteria as set forth in the description?
