Lead Based Paint Screening Houston National Cemetery 1621 Aldine Western Road
Houston, TX 77039
TTL Associates, Inc. (TTL), a Service-Disabled Veteran-Owned Small Business (SDVOSB), under contract to Concourse Federal Group (Concourse), performed a Lead Based Paint (LBP) screening at the Houston National Cemetery (HNC) on April 18, 2018. The LBP screening was conducted for two specific HNC buildings (i.e. 2501, 3006) and the full LBP screening report for these two buildings is enclosed. As documented in the report, and based on the paint chip sample results, LBP was identified in one building (i.e. 2501). TTL’s estimated LBP encapsulation and abatement costs, for the HNC building are as follows:
HNC Building Encapsulation Cost Abatement Cost 2501 $1,236.00 $1,236.00
If any building will be transferred to another owner, TTL recommends paint stabilization and clean up by a licensed lead abatement contractor. However, if the proposed disposition is demolition, TTL recommends that LBP remediation is not necessary as lead abatement requirements and standards do not apply to demolition project that impact LBP materials.
TTL appreciates the opportunity to provide Concourse, the VA Office of Asset Enterprise Management (OAEM) and the HNC with our environmental consulting and testing services and we look forward to working with you in the future. Should you have any questions concerning this report, please contact Ms.
Sara Vogelpohl at (419) 214-5090.

1.0 EXECUTIVE SUMMARY
TTL Associates, Inc. (TTL), conducted a Lead Based Paint (LBP) screening on April 18, 2018 at the Houston National Cemetery (HNC) located at 1621 Aldine Wester Road in Houston, Texas. As directed by Concourse and VA’s Office of Asset Enterprise Management (OAEM), the LBP screening was conducted for two specific HNC buildings (i.e. 2501, 3006).
TTL’s scope of work included the following:
• Provide accredited licensed building Lead Inspectors/Risk Assessors,
• Conduct a lead screening for each respective subject property,
• Conduct a visual inspection to establish similarly painted components and substrates,
• Submit all samples to an American Industrial Hygiene Association (AIHA) and State accredited analytical laboratory for analysis, and
• Provide a detailed cost estimate of remediation of LBP for each respective building.
The LBP screening was a summary of painted components, versus a surface by surface investigation.
Representative paint chip samples were collected in the building to determine lead content of representative painted components. LBP is defined by the United States Environmental Protection Agency (U.S. EPA) and Housing and Urban Development (HUD) as containing more than 0.5% by weight of lead.
Paint chip samples were collected from each building. Based on the paint chip sample results, LBP was identified in one HNC building (i.e. 2501). The following table identifies the LPB in the building.
Building 2501
Component Substrate Color Condition (Intact/Non-Intact) Quantity
Soffits & Fascia Wood White Non Intact 376 SF Column Metal Black Intact 45 SF
SF = square feet
The VA proposed disposition of Building 2501 is demolition. The VA proposed disposition of Building 3006 is undetermined. If the proposed disposition is demolition, TTL recommends that LBP remediation is not necessary as lead abatement requirements and standards do not apply to demolition project that impact LBP materials. If a building will be transferred to another owner, TTL recommends paint stabilization and clean up by a licensed lead abatement contractor.
In addition, the Occupational Safety and Health Administration (OSHA) states that any amount of lead present in paint can pose an exposure hazard to employees upon disturbance. Therefore, any demolition or renovation activities to Building 2501 must adhere with specific Lead worker safety rules under OSHA’s Safety and Health Regulations for Construction codified at 29 CFR 1926.62.
Building 2501 is a residential structures built before 1978, therefore if the planned disposition changes and the building will be renovated and the LBP disturbed, renovation activities will be need to be performed by a licensed contractor who is trained according to the U.S. EPA Renovation, Repair, and Painting (RRP) Program. The EPA RRP Program states that any firms and individuals who are paid to
TTL Project No. 1637601 Page 2 perform renovation, repair, and painting projects that disturb paint in pre-1978 housing and child-occupied facilities be trained according to the EPA RRP Program. This includes home improvement contractors, maintenance workers, painters and other specialty trades.
The estimated LBP encapsulation and abatement cost for the building is as follows:
HNC Building Encapsulation Cost Abatement Cost 2501 $1,236.00 $1,236.00

2.0 LEAD SURVEY RESULTS
OAEM seeks to determine disposal methods and reuse alternatives for certain VA vacant buildings inventory through a Vacant Buildings Reduction Initiative. VA requires due diligence support services involving the preparation of reports related to environmental conditions of the buildings. As part of the due diligence activities, TTL conducted this LBP screening for two specific HNC buildings (i.e. 2501, 3006).
The LBP screening was a summary of painted components and not a surface by surface investigation.
Representative paint chip samples of component/substrate/color combination were collected in each building to determine lead content of painted components. LBP is defined by the United States Environmental Protection Agency (U.S. EPA) and Housing and Urban Development (HUD) as paint containing more than 0.5% by weight of lead.
At the HNC, the proposed disposition of the six buildings surveyed is as follows:
• Building 2501: Demolition
• Building 3006: Undetermined
A description of the two buildings is as follows:
Building No.
Building Use Building Size (square feet) Description
2501 Residential Structure 1,237 One-story vacant residential structure
3006 Agricultural Shed 320 One story shed
2.1 Project Purpose and Objective
The objective of this project was to collect the environmental due diligence data necessary to support the VA’s Vacant Buildings Reduction Initiative.
The color, component, substrate and condition of interior and exterior painted surfaces in each of the buildings were noted. For the purposes of this screening, it was assumed that each color of paint was applied during the same time period. Representative samples of each color of paint on the component/substrate combination identified in each building were collected.
The paint chip samples were placed into clean and unused sealable bags marked with unique sample identification numbers. The samples of suspect LBP were transported to EMSL Analytical, Inc. (EMSL) laboratory for analysis by flame atomic absorption spectrometry (AAS) according to EPA Method SW-846 3050B/7000B). EMSL is certified by the Environmental Lead Laboratory Accreditation (ELLAP) program which is administered by the American Industrial Hygiene Association (AIHA).
2.2 Inspection
The screening was completed by a Lead Inspector/Risk Assessor certified by the State of Texas Department
TTL Project No. 1637601 Page 4 of State Health Services. Mr. Jose A. Moriel (Certificate number 2060921) collected the paint chip samples in each of the buildings. A copy of Mr. Moriel’s State of Texas certification is included in Attachment A.
2.3 Inspection Results
Paint chip samples were collected from each component/substrate/color combination in each building.
LBP was identified in one HNC building (i.e. 2501). No LBP was identified in one HNC building (i.e. 3006).
The following table documents the paint that TTL considers LBP according to HUD and U.S. EPA definitions.
Component Substrate Color Condition (Intact/Non-Intact) Quantity
Soffits & Fascia Wood White Non Intact 376 SF Column Metal Black Intact 45 SF

3.0 CONCLUSIONS/RECOMMENDATIONS
The VA proposed disposition of Building 2501 is demolition. The VA proposed disposition of Building 3006 is undetermined. Based on the paint chip sampling results, LBP was identified in one HNC building (i.e.
The EPA RRP Program states that any firms and individuals who are paid to perform renovation, repair, and painting projects that disturb paint in pre-1978 housing and child-occupied facilities be trained according to the EPA RRP Program. This includes home improvement contractors, maintenance workers, painters and other specialty trades.
The estimated LBP encapsulation and abatement costs for the building are as follows:
HNC Building Encapsulation Cost Abatement Cost 2501 $1,236.00 $1,236.00
A budgetary cost estimate, including a detailed price breakdown, for LBP encapsulation and abatement for each building is provided in Attachment E. Note that projected LBP remediation costs may vary between contractors. TTL utilized the 2018 RS Mean Values to determine the cost estimate.

4.0 LIMITATIONS
TTL has made reasonable efforts to identify and quantify LBP based upon the standard of care in the environmental industry existing at the time of the survey. This survey only summarizes the potential presence and estimated quantities of visually observed LBP.
Additional material disturbed during renovation or demolition activities should be evaluated on a case-by-case basis, especially materials that were previously hidden, obscured, or inaccessible, to determine if the material is included in this survey. If a given material is not described in this survey or cannot be identified as LBP, the material should be assumed to contain LBP and renovation and/or demolition activities should be halted until sampling and analysis can be accomplished. Parties conducting renovation and/or demolition activities should follow all applicable federal, state, and local regulations in handling identified and suspect LBP.
The information contained in this report was based upon specific parameters and regulations in force at the time of the survey. TTL accepts no responsibility for the use, interpretation, or reliance by other parties on the information contained herein, nor does this report represent an instrument of regulatory compliance or LBP specification.
