About this file
This document contains responses to pre-proposal inquiries for the Massachusetts National Cemetery Phase 4 Expansion federal contract opportunity. The opportunity is solicited by the Department of Veterans Affairs Office of Construction and Facilities Management for project number 818-032. The project scope involves developing approximately 20 acres of land at the Massachusetts National Cemetery in Bourne, including over 12,000 gravesites for caskets and cremated remains in new burial sections. Inquiries covered drainage specifications, proposal due dates, water harvesting strategies, sales tax exemptions, grading plans, past performance requirements, joint venture agreements, irrigation pipe specifications, fence locations, backfill materials, and page limits for quality control and safety plans. Responses clarified specifications, confirmed due dates, rejected water harvesting and extended page limits as requested. Onsite cut materials meeting specifications can be reused for backfill where suitable.

MASSACHUSETTS NATIONAL CEMETERY PHASE 4
Question No.
Reference (Sect/Para/Page)
QUESTION GOVERNMENT RESPONSE
There appears to be a contradiction in the drainage specifications & the drawing details for the catch basin. The detail call out 24-inch openings and the specification describes a product that must fit over a 32-inch opening. Can you please clarify.
RFI #1: Bid Documents do not specific a 32” opening.
Bid Plan Drawing CG501
Detail 3 depicts a 24” (2’) opening for the top of structure. Bid specifications
Storm Sewer Utilities 33 40
00-8, spec 2.6.C.1 (page 507) requires a 24” inside diameter opening with a 26” diameter cover.
We respectfully request a 3 week extension to the proposal due date.
No. The proposal due date is not extended.
I am emailing to find out if the
Massachusetts National
Cemetery Phase 4 Expansion project may be pursuing a water harvesting strategy?
RFI #3: Water harvesting is not being utilized for this project. Surface ponds for storage were rejected by
Cemetery staff because of the attraction of property damaging wildlife/fowl and due to cost. The failing off-site water storage tank is to be removed and is to be replaced with the proposed looped irrigation and pump systems.
Is this project sales tax exempt?
If the project is sales tax exempt, will the government provide a sales tax exemption certificate to the awardee; with an applicable
Government contract number?
A Sales Tax-Exempt Form will be provided to the awardee after contract award with the applicable contract information.
Please issue the Site Visit Roster. Amendment 0001 includes the
Site Visit Attendance List.
Drawing CG107 – there is no new proposed grading for the
Bourne Drive extension between
Station 15 & 18, Please provide.
The proposed contours on sheet CG107 were inadvertently left off the bid documents. Please refer to sheet GC207 which also shows the proposed contours.
Factor 1 – Past Performance –
Will the VA accept projects that are similar size and value, but are not specifically one of the three items under “Relevancy”?
Provide Past Performance projects as identified in the solicitation.
Factor 1 – Past Performance –
Will the VA consider projects of
5 acres or more of equal relevance under “Relevancy”?
See the Relevancy Definition in the solicitation which contains the language
“projects of 10 acres or larger”.
Assuming the SBA approves the mentor-protégé agreement before the closing date, will you accept a copy of the signed Joint
Venture Agreement to demonstrate the SDVO status of the team?

Drawings
LI112, LI1A1
Specification
Section 32 84
00, Art.,2.4A
The referenced drawings LI112
& LI1A1 make reference to
HDPE Pipe. However, legend & specifications require PVC pipe for the new irrigation pipe.
On drawing LI112 it identifies the same pipe
HDPE & PVC ! It cannot be both.
Note 1: Connect new PVC
Mainline pipe to existing 10-inch HDPE pipe using romec adaptor.
Install new electrofusion weld
HDPE Elbow & Adaptor at location indicated.
Note 2: Connect New HDPE
Mainline pipe to flanged sub out from new well at approximate location indicated. Stub out provided by others.
New irrigation lines to be
PVC as noted in the drawings and specifications unless otherwise noted. References to HDPE are for an existing irrigation line that appears on the sheets mentioned in the
RFI. The first note on sheet
LI112 should read “Connect new HDPE mainline…” not
PVC. This connection is to an existing HDPE line so all new pipes are HDPE.
Drawing
CG107
The referenced drawing does not have proposed contours for a section of the Bourne Drive
Extension starting at the intersection of Bourne Drive
Extension & Mayflower
Way. STA 10+00 and terminating at STA 15+00
Please provide a drawing with the requisite contours so that the appropriate earthwork calculations can be made (CUT & FILL).
Please refer to sheet GC207 which also shows the proposed contours in this area.
GC104
CS104
Drawing GC104 identifies the existing fence to be removed & disposed off-site.
Drawing CS104 shows the site layout around the proposed
Vehicle Storage Building.
Please provide a drawing that shows the new fence locations.
The new fence line is labeled with key note #4 by existing building 58007 and the new
Vehicle Storage Building on sheet CS104. There is also fence line along the top of the new retaining wall between the Vehicle Storage Building and existing building 58008.
Section 03 48
Specification Section 03 48 21
Page-11, Sub Section 2.1E1
Geotextile states: "See Section
31 05 19.13 Geotextile For
Earthwork"
Please provide Specification
Section 31 05 19.13
Geotextile For Earthwork because it is not in the specifications provided for pricing the work
Section 2.1E of 03 48 21 is not required for this project.
The technical proposal requirements state that the
Quality Control Plan and Safety
Plan are both limited to 2 pages each. Our company plans well exceed these limits. Can the page limits be extended so samples of our full plans can be included?
Provide the requirements as identified in the solicitation.
Drawing DT500 Detail 4 note states compacted approved general fill (see spec) Contractor to assume this material will be imported. Through the rest of the project for new road cut there is approximately 40,000 cy of excess material. The Mayflower
Way and the crypt site will require approximately 67,000 cy of fill less the volume of the crypts. Are we to assume the
40,000 cy of material will be removed to the dump site and replaced with imported material or should it be reused at the
Mayflower Way site?
Drawing CT202 Mayflower Way profile compacted fill (per
Geotech). There is no Geotech provided. Please provide.
Onsite cut that meets specifications for satisfactory soils can be used to backfill onsite. Imported backfill to be used where specified.
Refer to specification 31 20
00.
