About this file
This request for proposal from the Smithsonian Institution solicits design services for building envelope repairs at the Hirshhorn Museum and Sculpture Garden. Offerors are invited to submit technical and cost proposals by August 31, 2020 to repair and improve the energy performance and waterproofing of the museum's exterior walls and roof. The scope of work involves removing existing materials, installing new insulation and waterproofing, fabricating and installing precast concrete wall panels to match historic ones, replacing balcony curtain walls, and demolishing and replacing the roof. The technical proposal should demonstrate experience with similar projects, safety qualifications, and plans for project management, quality control, schedule, and key personnel. The cost proposal requires a schedule of values in CSI format. Subcontracting goals include 23% for small businesses with subsets for small disadvantaged, veteran-owned, HUBZone, and women-owned firms.

Panel Outer-I-6-L
Local spall from installation of temporary lifting anchor.
Photo D.31
Previous unreinforced concrete repair in exterior elevation backup wall.
Typical in backup behind all small panels. Photo at backup wall behind panel Outer-I-4-J.

Panel Outer-I-4-L
Backup wall locally chipped to accommodate anchorage.
Photo D.33
Panel Outer-I-4-M
Backup wall locally chipped to accommodate anchorage.
Photo D.34
Corroded anchor abandoned in-place. Similar holes often filled with mortar or sealant (red arrow). Condition typical in backup behind panels at exterior elevation. Wood debris embedded in wall (green arrow). Photo at backup wall behind panel Outer-I-6-L.
Photo D.35
Panel Outer I-3-J
Relieving angle that supports bottom left of large panel.
The welded reinforcing bar has been removed to facilitate proof load testing.
Photo D.36
Angle R1A
Outstanding angle leg has 4
in. long 1/2 in. dia. bar welded to it with intermittent surface corrosion. Leg is flame cut to length.
Photo D.37
1/2 in. thick shim stack with corrosion at left side of angle. Panel bears on only a small portion of the shim stack.
Photo D.38
The panel does not bear on the right side of the relieving angle.
Photo D.57
Localized areas of backup wall behind panel Outer-I-3-K intentionally chipped to accommodate panel anchorage.
Photo D.58
Angle R2A
Outstanding angle leg has reinforcing bar welded to it with surface corrosion. There are no shims and panel bears on approximately 3 in.
of outstanding leg. Leg is flame cut to length.
Photo D.59
Angle R2A
Bottom edge of the panel is cracked near the bearing point on the relieving angle.
Photo D.69
Vertical crack in edge of in-place balcony panel adjacent to panel Outer-IV-4B-N.
