About this file
This request for proposal from the Smithsonian Institution solicits technical and cost proposals for building envelope repairs at the Hirshhorn Museum and Sculpture Garden in Washington, DC. Key aspects of the solicitation include replacing the building's insulation, waterproofing, and precast concrete wall panels to match the historic facade, as well as replacing the balcony curtain wall and roofing system. Proposals are due by August 31, 2020 and should include the offeror's experience and past performance, plan for accomplishing the work within 670 calendar days, key personnel and subcontractors, and qualifications of precast concrete fabricators. The technical proposal will be weighted equally to the cost proposal in evaluation. The solicitation sets small business and subcontracting goals including 23% overall with at least 5% each for small disadvantaged, veteran-owned, HUBZone, and women-owned small businesses.

184 Reference E1-A-103 - Please confirm it is the intent to paint the entire floor in the Lerner Room with PT-03 and install CPT-01 on top of the painted floor as suggested by Key Note 21 on E1-A-
103. If not, please clarify design intent.
Confirmed.
185 Reference responses to RFIs #143 and 185 - Is small business participation a goal or a requirement on the project?
Requirement
186 The 1992 drawing issued with Bid Amendment 2 states there is
Tapered Insulation under the existing roof system and sloped concrete slab. The current drawings (sheet E1-A-105) show slope an existing structural slab only. How is the slope being handled with new roofing system?
The new roofing system will rely on the slope of the existing concrete slab, only. The approximate expected extent of the slope is shown on E1-A-105. Profile of the existing roof slab is a concealed condition. GC shall demo existing roofing system and survey existing roof slab profile. Refer to Specification Section 075556 Para.
1.6.C regarding a Level Survey to determine existing slope and required amount of cementitious repair to ensure positive slope-to-drain.
187 What is the composition of main existing roof? The design team’s understanding of the existing roof is outlined on Page 9 of the Basis of Design report by
CRTKL dated 13 January 2020 and approximately consists of the following: asphaltic vapor retarder, polyiso insulation, perlite cover board, and four-ply asphalt built-up roofing with gravel surfacing.
188 It is not possible to pump Hot Fluid from the ground to the main roof. Hot Fluid is “Melted” not direct fired like hot ASPHALT.
The roofing subcontractors have hoisted “Melters” on roofs in the DC Area including at the National Gallery of Art. Please confirm, we can hoist the Melter on the roof.
OSHEM will not allow flame or large (fuel) containers on the roof.
189 We have additional questions about the organization of the proposal, referring back to instructions provided in Q&A # 102
“Qualification statement requires the four parts only (Part I -
General Information, Part II - Entity’s Background, Part III -
Experience/Performance, and Part IV – Capabilities). The technical response should reference (1. Firm's Experience and
Past Performance 2. Plan of Accomplishment and Contract Time
3. Key Personnel and Subcontractors 4. Precast Concrete
Fabricators and Installers. The qualification statement is a separate tab.”
There should be five (5) tabs. One Tab for the
“Qualification Statement” that requires the four parts
(Part I - General Information, Part II - Entity’s
Background, Part III - Experience/Performance, and
Part IV – Capabilities). Then the four (4) Tabs as part of the “Technical Response” that include (1. Firm's
Experience and Past Performance 2. Plan of
Accomplishment and Contract Time 3. Key Personnel and Subcontractors 4. Precast Concrete Fabricators and
Installers). It is permissible to reference where the item has been answered if you think the information is clear.
1821115 - HMSG Design for Building Envelope Repairs RFI Response
190 Please confirm that where there are duplicates of requirements whether it is permissible to reference where the item has been answered, or whether the information should be provided in both sections. Specifically: Part IV. Organization of the
Qualification Statement states that the response to this section should be provided in Tab 7. The same information (resumes, org chart, etc.) would also be provided in the Technical
Response, Tab 3. Key Personnel and Subcontractors. Should it be duplicated or only provided in the Technical Response?
Similarly, the Qualification Questionnaire states to provide
Comparable and Non-Comparable Projects in Tabs 5 and 6 of the Qualification Statement. Should this information be duplicated in the Technical Response for Tab 1. Firm's
Experience?
There should be five (5) tabs. One Tab for the

191 Spec section 084418 part 2.1 - manufacturers indicates (6) companies that are not curtainwall suppliers. Please confirm if the curtainwall system can be supplied by alternate manufacturers as long as the system meet the performance requirements indicated in the spec section.
The specification lists 6 custom steel curtain wall fabricators with an established track record to provide design and construction for a custom curtain wall system to meet project requirements. GC may propose an alternative custom steel curtain wall fabricator with an established track record to provide a system per
SOW requirements.
192 The response to RFI #2 indicates that SI would entertain the use of mast climbing scaffolding in lieu of framed scaffolding at the building perimeter. The use of mast climbers would make the installation of a decorative scrim, as described in specification section 010000-27.6, problematic. Would SI consider alternatives to a decorative scrim which covered the entire height and circumference of the scaffolding?
If alternatives are proposed that affect other parts of the project, the assumptions and issues should be clearly stated as part of the proposal.
193 RFI Response # 102 indicates the Qualification Statement should have 4 parts (Part I - General Information, Part II -
Entity's Background, Part III - Experience/Performance and Part
IV - Capabilities). Further, the Technical Response should have
4 parts (1. Firm's Experience and Past Performance, 2. Plan of
Accomplishment and Contract Time, 3. Key Personnel and
Subcontractors, and 4. Precast Personnel and Subcontractors).
The firm's past experience appears twice in this list (Part III of the Qualification Statement and Part 1. of the Technical
Response) but there are not two separate requirements in the
RFP. Part III Experience/Performance clearly requires the
Comparable and Non-Comparable Project Forms. What should be included in Part 1. Firm's Experience and Past Performance?
There should be five (5) tabs. One Tab for the

Given that the file size uploaded to the Dropbox link will be very large, please confirm it is acceptable to submit 4 separate PDFs:
1. Price Proposal 2. Technical Proposal 3. Appendixes to the
Technical Proposal 4. Financial Statements
There is not a requirement of how many files you upload
195 Please provide the bid forms in Excel format if possible. See attached revised bid form dated 9-9-2020
51 15.5.1 of Spec Section 010000 states that the “The interior shall be protected as necessary” in reference to the sequence of work for re-roofing. Due to the numerous pieces of priceless art stored on the 4th floor, would the SI plan on relocating such artwork while the re-roofing is taking place? If not, is there a preferred method of protection or would that be left up to the
Contractor to determine?
The art will not be moved from 4th floor collection storage. The building will remain operational. Artwork cannot be fully protected in place due to the existing painting rack system. Interior protection of affected areas will be required during drain replacement. Refer to 15.5 of Spec Section 010000 for full requirements including coordination required with the museum.
Clarification of the answer previously issued to question #51: Protection of the building interior is the contractor’s responsibility in the areas affected by the replacement of the roof drains. Protection of the artwork stored in the building is the responsibility of the museum, but please refer to 15.5 of Spec Section
010000 for requirements including coordination with the museum staff as work is done above the art storage areas.
