About this file
This document outlines a request for proposal for building envelope repairs at the Hirshhorn Museum and Sculpture Garden. The Smithsonian Institution is soliciting proposals for improvements to the energy performance and waterproofing of the museum's exterior wall and roof assemblies, including denuding the existing building, installing new insulation and waterproofing, fabricating and installing new precast concrete wall panels, replacing the balcony curtain wall, and demolishing and replacing the roof. Offerors must submit separate technical and cost proposals by August 31, 2020. The technical proposal will be evaluated based on experience, plan of accomplishment, key personnel, and precast concrete fabricators. The cost proposal requires a schedule of values. Subcontracting goals include 23% for small businesses, with subsets for small disadvantaged, veteran-owned, HUBZone, and women-owned businesses.

No. Question Response
38.1.3 of specification section 010000 calls for the overhead protection to have the “ability to withstand 25,000 pounds of force from overhead”. What is the area of distribution (impact) that should be figured in this calculation?
The third sentence of 38.1.3. Overhead Protection to be revised: "Overhead protection shall be construction of steel and pressure-impregnanted fire-retardant treated wood with the ability to protect public and staff from the impact load of standard tools for the proposed work." For the distribution of the impact loading the load will need to be transferred to the plaza major girders. The plaza structure is a combination of multiple different slab and framing systems so it is important that only major girders are used and not joists or minor beams.
38.1.3 of specification section 010000 calls for the overhead protection to have the “ability to withstand 25,000 pounds of force from overhead”. Does this requirement apply to ALL areas of overhead protection, or can this requirement be waived for locations where there is no risk of precast panels being hoisted overhead?
The third sentence of 38.1.3. Overhead Protection to be revised: "Overhead protection shall be construction of steel and pressure-impregnanted fire-retardant treated wood with the ability to protect public and staff from the impact load of standard tools for the proposed work."
The answer to Question #36 within Addendum No. 2 stated that the “museum is open to the public daily between 10:00 AM and
5:30 PM”. If we are planning on normal hours of construction being 6:00 AM to 3:00 PM would that mean we have to cover costs in our proposal for a Smithsonian security guard for 4 hours every day (from 6AM to 10AM)?
Normal work hours are 6:00 AM to 3:00 PM.
Are the existing stone pavers on the plaza set in a solid bed or mortar/grout, or are they be set on pedestals?
The existing granite pavers are set in a reinforced cement setting bed with mortared joints.
Within Amendment #2 there are 2 attachments that are not able to be downloaded. These are the ‘Construction
Qualifications Statement’ dated 8/27/2020 and ‘Availability of

In the answers to the questions posted to date, Question 16 states: “Given the complexity of the Hirshhorn Museum

100 pages.
SI will not consider increasing the page limit. See the response to questions #8-12, 15, 59, 105, and 144 for exclusions to the page count.
The plaster finish (VP-01) called out on sheet E1-A-103 indicates that the BOD product and manufacturer are TBD. Please indicate what we should assume for our bid.

Addendum 2 RFI responses 54 and 65 for the Hirshhorn Museum and Sculpture Garden RFP refer to an electronic BIM release form. Can you please make this available to contractors so we can request a copy of the Revit/BIM model?
