About this file
This is a mandatory pre-bid conference notice issued by the Central Procurement Office of the Tennessee Department of Environment and Conservation for the Little White Oak Reclamation Project (ITB Event #32701-13826). The project involves land reclamation services across 65.3 acres of abandoned strip mine areas at three sites in Campbell County near Duff, Tennessee. Deliverables include clearing and grubbing, area grading and excavation (approximately 536,000 cubic yards cut and 527,000 cubic yards fill), landslide remediation, installation of 11,100 linear feet of silt retention barriers, supply and placement of 3,765 tons of rip-rap and limestone, construction of 400 feet of stream restoration structures, road restoration, culvert replacement, anoxic limestone drain construction, 3,500 linear feet of fencing installation, and vegetation establishment on all disturbed areas. The mandatory pre-bid site visit is scheduled for February 10, 2026, at 10:00 a.m. EST at 1090 Little White Oak Road, Duff, TN 37729; attendance is required to submit a bid. Written questions and comments are due by February 17, 2026, at 4:30 p.m. CT, and sealed bids must be submitted by March 16, 2026, at 2:00 p.m. CT through the Tennessee EDISON Supplier Portal. The contract term is 24 months from the effective date with a potential state option to extend an additional 180 days under identical terms and conditions. Work completion is required within approximately 300 days of receipt of order, subject to performance milestones requiring 25 percent, 50 percent, and 75 percent acreage completion by days 75, 150, and 225 respectively.
The expected maximum contract liability exceeds $1,500,000 with firm and fixed compensation covering all goods, services, deliverables, materials, equipment, overhead, and costs for the entire contract term; bidding is conducted primarily on unit price with lump sum bids required for mobilization, stream restoration, and road restoration components. The project is evaluated on a lowest-cost responsive and responsible bidder basis meeting all ITB requirements. Qualified respondents must hold a valid Tennessee State Contractor License with applicable classifications, register with the Tennessee Supplier Portal and Tennessee Department of Revenue, obtain a DUNS number, comply with prevailing wage requirements under the Davis-Bacon Act, and provide evidence of required insurance coverage including workers' compensation, commercial general liability, automobile liability, and pollution liability, along with performance and payment bonds totaling 125 percent of the maximum project liability. No set-asides for disadvantaged enterprises, small businesses, or minority-owned firms are identified. The project is federally funded through a grant from the U.S. Department of Interior's Office of Surface Mining, which imposes Build America Domestic Procurement Preference requirements mandating that all iron, steel, manufactured products, and construction materials be produced in the United States. Contractors must comply with the Clean Air Act, Federal Water Pollution Control Act, Iran Divestment Act compliance certification, and may not have outstanding violations with the Office of Surface Mining or appear on the Applicant Violator System.
