About this file
This is a Pre-Proposal Conference document for the Texas Workforce Commission (TWC) related to a Request for Proposals for Customer Care Contact Center Services (Solicitation Number 3202500130). The procurement seeks qualified vendors to provide auxiliary contact center services handling telephone, email, and chat communications across various TWC program areas during periods of heightened call volumes. Agents must be physically located in the United States, preferably in Texas. The RFP was released on March 28, 2025, with proposals due by May 16, 2025 at 10:00 a.m. Central Time. The initial contract term will be one year with options to extend for four additional one-year terms. The evaluation process will assess proposals across three primary categories: Cost Proposal (30%), Qualifications/Experience/Past Performance (30%), and Proposed Solution (40%).
The solicitation includes a state-mandated Historically Underutilized Business (HUB) goal of twenty-six percent, requiring respondents to submit a comprehensive HUB Subcontracting Plan. Vendors must maintain extensive insurance coverage including Commercial General Liability ($2,000,000), Comprehensive Automobile Liability ($1,000,000), Umbrella Liability ($25,000,000), Professional Liability ($5,000,000), and Cyber/Privacy Liability Insurance ($5,000,000). The contract requires strict data protection and privacy standards, including a comprehensive Data Use Agreement and Security and Privacy Inquiry Form. Successful respondents must provide agents, technology, equipment, and reporting capabilities with a focus on maintaining high-performance standards, first call resolution, and customer satisfaction. While the exact contract value is not explicitly stated, the comprehensive requirements and detailed evaluation process suggest a significant procurement opportunity.

RFP OVERVIEW
The Texas Workforce Commission (TWC) seeks to solicit Responses from qualified Respondents to provide auxiliary Customer Care Contact Center (CCCC) Services, hereinafter referred to as “Services”, to enhance TWC’s existing contact center operations during periods of heightened call volumes or for specific initiatives requiring dedicated Services on short notice.
TWC CUSTOMER RELATIONS OVERVIEW
• TWC’s Customer Relations (CR) Department, which is part of TWC’s Customer Care
Division, serves as TWC’s contact center for assisting all customers.
• CR provides exceptional customer service by providing information on TWC products and services and aims for First Call Resolution (FCR). When customer needs exceed the CR Department’s capacity, customers are referred to the appropriate TWC program area.
• TWC program areas may experience higher than normal customer contact volumes and may lack internal resources to respond effectively during periods of heightened call volumes. Cost and procurement lead times prohibit TWC from procuring multiple CCCC Services contracts expeditiously.
• TWC, therefore, aims to select one (1) or more Successful Respondent(s) to provide auxiliary Services utilizing a Task Order structure. This approach allows TWC flexibility in allocating Tasks and responsibilities among Successful Respondents based on specific requirements and operational needs.
