The base scope includes procurement and installation of a 44.4-foot CCSO floating dock with associated piles, access gangway, fixed dock, utilities connections, and one 16,000-pound boat lift. An alternate scope encompasses a 127.6-foot MPD floating dock with associated piles, utilities, and multiple boat lifts (10K, 20K, and one dual jet ski lift). Optional scope for both projects includes dredging services. A non-mandatory pre-bid meeting and site visit are scheduled for January 26, 2026, at 10:00 a.m., with sealed bids due electronically by February 23, 2026, at 3:00 p.m. The project requires continuous coordination with CCSO to maintain vessel accessibility at the existing 990 N. Bidders must demonstrate a minimum of ten years of marine construction experience and provide five references not older than four years for work of similar magnitude. All project personnel must clear background checks from both Collier County Facilities and the Collier County Sheriff's Office. The CCSO base scope is not subject to Davis Bacon prevailing wage requirements; however, the MPD alternate scope is subject to Davis Bacon, Build America Buy America (BABA), and American Iron and Steel (AIS) provisions, with EPA grant requirements applicable only to MPD dock construction. The anticipated project budget is $500,000 for the base bid and all alternates, with a $14,300 Owner's Allowance for unforeseen conditions. Liquidated damages are assessed at $183 per calendar day for failure to achieve substantial completion within 180 days. The contractor must utilize Collier County's Procore project management platform for all project management activities and provide comprehensive insurance coverage, including watercraft, maritime, and pollution liability insurance. West Indian Manatee preservation provisions and Clean Water Act Section 404 and 401 compliance are required.
