About this file
This specification document outlines the technical requirements for the Collier County Sheriff's Office (CCSO) Marco Substation Floating Dock Project in Marco Island, Florida, as well as an optional adjacent floating dock for the Marco Island Police Department (MPD). The project requires procurement and installation of marine infrastructure including floating docks, gangways, boat lifts, and utility systems. For the CCSO facility, specifications include a 20-foot minimum gangway with marine-grade aluminum construction and slip-resistant decking; a floating dock with HDPE-encapsulated EPS foam floats, fully welded marine-grade aluminum frame (with PT wood and galvanized steel alternate pricing), composite decking, commercial-grade double-molded dock edging, and cast aluminum cleats; and a boat lift from Golden Boat Lifts featuring all-aluminum construction with SEA-Drive gearbox and stainless steel motors. The MPD dock specifications are similar but require twelve cleats on the eastern side instead of four and three marine utility pedestals instead of one. Both facilities require electrical utility pedestals with LED lighting, shore power receptacles, GFCI receptacles, and hose bibs; marine light bollards; plumbing utilities with potable water supply; fire protection systems compliant with NFPA 1 Chapter 28 and NFPA 303; and security systems including 360-degree cameras mounted on aluminum poles with Point-to-Point units. Sealed bids are due February 23, 2026, at 3:00 p.m., with a non-mandatory pre-bid meeting and site visit scheduled for January 26, 2026, at 10:00 a.m. at 990 N. Barfield Drive, Marco Island.
Contractors are responsible for all design work including signed and sealed electrical, plumbing, and fire protection plans; all permitting and Authority Having Jurisdiction (AHJ) approvals; utility coordination with dock manufacturers; site restoration; staging area development; and provision of barges or work platforms. The contract includes maintenance dredging (approximately 45 cubic yards) if required to maintain navigable waters, with permit plans already completed and applications submitted to State and Federal agencies. All pile wrapping, security ladder installation on the fixed dock, existing utility disconnection and demolition, and penetrations through the seawall for new utilities are contractor responsibilities. The anticipated project budget is $500,000 for base bid and all alternates, with an Owner's Allowance of $14,300 for unforeseen conditions. Qualified marine construction contractors must demonstrate a minimum of ten years of marine construction experience, provide five project references from similar work within the past five years, and ensure all personnel pass background checks from both Collier County Facilities and the Collier County Sheriff's Office. Bidders must submit a certified bid bond equal to five percent of the total bid amount, and successful awardees must provide 100% Performance and Payment Bonds within ten calendar days of award. Liquidated damages are set at $183 per calendar day for failure to achieve substantial completion within 180 days, and contractors must maintain comprehensive insurance coverage including watercraft, maritime, and pollution liability insurance.
