The CCSO base scope includes procurement and installation of a 44.4-foot floating dock with associated piles, access gangway, fixed dock, utilities connections to 990 N. Barfield Drive, and one 16,000-pound boat lift, with optional dredging services. The MPD alternate scope comprises a 127.6-foot floating dock with associated piles, utilities connections to 807 E. Elkcam, and three boat lifts (10,000-pound, 20,000-pound, and dual jet ski lift), also with optional dredging. Sealed bids for Bid No. 25-8575 are due by February 23, 2026, at 3:00 p.m., with a non-mandatory pre-bid meeting on January 26, 2026, at 10:00 a.m. at the project site. The contract will be awarded to the lowest responsible bidder. Both scopes require continuous coordination with CCSO to maintain vessel accessibility during construction and utilize Collier County's Procore project management platform.

Contractors must demonstrate a minimum of 10 years of marine construction experience and provide five references for similar-magnitude work not older than four years. All project workers require clearance through both Collier County Facilities and Collier County Sheriff's Office background checks. The CCSO dock construction is not subject to Davis Bacon requirements; however, the MPD dock construction is subject to Davis Bacon prevailing wage determinations, Build America Buy America (BABA), and American Iron and Steel (AIS) provisions. The MPD dock is funded through an EPA grant, with the City responsible for direct payment processing and EPA grant management. Both scopes require adherence to West Indian Manatee preservation provisions and include 4-by-8-foot construction signage and permit box installation at the site. Documentation and bidding materials are available through Collier County's procurement portal at https://procurement.opengov.com/portal/collier-county-fl.
