About this file
This is a backup information form (IBWC Form 245B) used by the International Boundary & Water Commission to collect supporting documentation for minimum qualifications for contract award evaluations.
The form serves as a template for contractors to provide detailed information about relevant prior construction projects that demonstrate their qualifications. Contractors must complete fields including company name, project name, contracting agency, entity with which they held the contract, contract number and amount, project start and end dates, and contracting officer contact information. The form requires classification of construction work using NAICS codes, with the default category listed as "237990-Other Heavy & Civil Engineering Construction." Contractors must provide three substantive descriptions: a brief description of work performed (not the overall project), a numerical description of work quantities completed by the contractor (not total project quantities), and a description of project complexity addressing difficulties requiring more than basic skills and obstacles overcome. The instructions emphasize that answers must focus specifically on the contractor's work scope and complexity relative to the solicitation requirements, not general project information. The form includes references to related qualification forms (245, 245A, 245C, 245D) for different entity types and work categories. Contractors must print the completed form to PDF prior to submission to USIBWC, and the form was last updated on December 31, 2024.
