About this file
This document is the IBWC Form 245A (COND), a qualification form for joint venture participants bidding on International Boundary & Water Commission (IBWC) contract opportunities, effective December 31, 2024.
The form establishes two tiers of minimum qualifications that joint venture participants must satisfy. All JV participants must meet "Minimum Qualifications for All Joint Venture Participants," which require: (1) a minimum of 5 years of construction experience on projects similar in magnitude and complexity to the solicited work (within the last 15 years), and (2) a Dun & Bradstreet PAYDEX score of 65 or greater (up to 24 months) or an Experian Business Credit Score of 65 or greater. A "No" answer to either requirement disqualifies the entire joint venture. Additionally, at least one JV participant must meet each of the "Minimum Technical Qualifications": (3) federal government contracting experience on similar scope and magnitude projects within the last 10 years with a direct federal agency contract, (4) minimum 5 years of experience installing vinyl-type immersion coatings (within the last 10 years), (5) experience with specialized scaffolding, manlifts, or rope access work, and (6) experience with lead-based paint removal. The form requires submission of an organizational chart or narrative explaining the JV structure and responsibility allocation, IBWC Form 245B backup information for each project supporting affirmative answers, and a current D&B or Experian credit report (less than 30 days old). Signatories certify answer accuracy and commit to providing additional backup information within 24 hours of Contracting Officer request, with ineligibility for award resulting from failure to provide requested information or insufficient evidentiary support.
