About this file
IBWC Form 245 is a minimum qualifications checklist for contractors bidding on International Boundary & Water Commission (IBWC) construction projects. Any "No" answer to questions 1-3 disqualifies a contractor from bidding.
The form requires contractors to demonstrate: (1) a minimum of 5 years of experience on construction projects similar in magnitude, scope, and complexity to the solicitation (within the last 15 years); (2) experience as a prime contractor with the Federal Government on similar projects (within the last 10 years, with direct contract); (3) a minimum of 5 years of experience installing vinyl-type immersion coatings (within the last 10 years); (4) experience with work requiring specialized scaffolding, manlifts, or ropes access; and (5) experience with lead-based paint removal. Additionally, contractors must provide a Dun & Bradstreet PAYDEX score (up to 24 months) or Experian Business Credit Score of 65 or greater. Subcontractor experience can support answers to questions 1-4, but subcontractors must provide completed IBWC Form 245B backup documentation, a signed statement detailing their specific work scope, and a certification that they will not be substituted. Contractors must complete IBWC Form 245B for each project supporting their affirmative answers and provide a D&B or Experian credit report dated within 30 days. The contracting officer may request additional backup information within 24 hours, and failure to provide documentation when requested renders the bidder ineligible for award.
