About this file

This is a Questions and Answers (Q&A) document for the Tainter Gates Sandblasting solicitation (191BWC26B0001) issued by the International Boundary and Water Commission, U.S. Section (USIBWC) for rehabilitation work at Amistad Dam in Val Verde County, Texas. The Q&A document addresses 80 numbered inquiries from prospective bidders regarding scope clarifications, site conditions, work schedules, and technical requirements. Key administrative clarifications include a solicitation deadline extension to July 6, 2026, with bid opening on July 8, 2026, and an anticipated contract award date of August 2026. Site access operates Monday through Friday, 7:00 AM to 5:00 PM local time (excluding federal holidays), with no weekend or nighttime work permitted. Access to the site requires passage through a Customs and Border Patrol Port of Entry, with the dam ramp gate designated for equipment deliveries. The Government will install stoplogs to isolate gates, with up to two gates available for simultaneous work, and will provide non-potable water and metered power to the site.

The scope of work encompasses sandblasting and painting of eight radial gates including surface preparation, lead-based paint testing and removal, application of new coatings, replacement of seals and fasteners, trunnion pin rehabilitation for Gates 1, 7, and 8 to eliminate vibration and noise, gate roller rehabilitation through lubrication, cable re-tensioning, and gate alignment. Steel repairs will be determined through initial Non-Destructive Testing (NDT) of Gate 6 brace, with additional repairs performed as needed. Class 1A containment is required where lead or hazardous materials are present during abrasive blasting; Class 2A where absent. The contractor must obtain written approval from IBWC before drilling, coring, or boring into the concrete dam structure. All wash water discharges must comply with Clean Water Act requirements. TSP (Total Suspended Particulate) air monitoring is permitted in lieu of PM-10 monitoring. The contractor is responsible for establishing dewatered work conditions, providing dedicated office space for contractor and Government inspector, and maintaining existing facility access with 72 hours' notice for construction activities affecting Government operations. This is a small business set-aside with an estimated magnitude of $1-$5 million, and the Government has indicated it lacks adequate funding if bids exceed $5 million.

Could IBWC please clarify the responsibility for furnishing, installing, operating, and removing the stoplogs or bulkheads required to isolate the radial gates for rehabilitation work? USIBWC will install stoplogs if required to perform maintenance on gates. Currently the reservoir level is 40 feet below concrete ogee crest.

80. Additionally, please clarify whether the Government will provide isolated gate bays and dewatered work conditions, or if these activities are the Contractor's responsibility.

USIBWC will install stoplogs if required to perform maintenance on gates. Dewatered work conditions to perform work is contractors’ responsibility.
