To safeguard sensitive procurement data, the U.S. Section of the International Boundary and Water Commission (USIBWC) utilizes its secure FEDRAMP Microsoft SharePoint environment for the submission of bids and proposals. SharePoint is a cloud-based platform that integrates with Microsoft 365 and leverages enterprise-level security protocols, including data encryption at rest and in transit, multi-factor authentication (MFA), and role-based access controls. When folders are shared with external users for bid submission, access is limited to specific, authenticated email addresses. External users must verify their identity through a
Document Number: 191BWC26B0001 PROCESSED Page 5 of 7 secure email link and authentication code prior to gaining access, ensuring that only authorized parties can view or upload content.
Permissions can be tailored (view or edit), and access can be revoked or expire automatically. All activities on the platform are logged and monitored, providing traceability and accountability. These measures collectively ensure that procurement documents are handled with confidentiality, integrity, and compliance with federal IT security standards.
L.02.B. Due to the schedule and security requirements associated with this solicitation, all bids must be submitted exclusively via the U.S. IBWC's secure Microsoft SharePoint portal. This replaces prior instructions for submitting hard copy or physical media (DVD/ CD) bids.
